To see if the Town will vote to authorize the Selectmen to lease for a period not exceeding five years a building or parts of building for the purpose of providing suitable headquarters for Norfolk County Marine Corp League of Norwood, subject to regulations to be made by the Select- men therefor as provided by law, and to raise and appropriate a sum to provide for the current year, or take any other action in the matter.

On a warrant duly issued by the Selectmen under the date of May 7, 1958 and signd by Harry B. Butters, Charles L. Rich, James J. Drummey, John A. Abdallah and Walter J. Dempsey, Selectmen of Norwood, the meeting was called to order by the Moderator, Walter J. Gotovich. The proper service of this warrant was duly attested by James E. Quinn, Con- stable of Norwood. The meeting was opened with a prayer by Rev. Edmund Miller.


All the requirements of the statutes and by-laws relating to elections and town meetings were complied with. The warrant calling the meeting was read by Town Clerk and Accountant Bartley W. Connolly. The articles in the warrant and the action thereunder being as follows:


ARTICLE 1. To see if the Town will vote to direct the Town Counsel to petition by July 1, 1958 the General Court of Massachusetts (State Legis-

lature) to amend Chapter 197 of the Acts of 1914, commonly known as the Town Charter, by amending Section 9 (b) thereof which presently reads as follows:


Section 9. The powers and duties of the General Manager shall in- clude the following :- (b) To appoint upon merit and fitness alone, and, except as herein otherwise provided, to remove all superintendents or chiefs of departments and all subordinate officers and employees in such depart- ments, and to fix all salaries and wages of all subordinates and employees, subject to law. The superintendents or chiefs of departments shall not be removed by the general manager, except on five days' notice in writing which shall state the cause of such removal.


That the said Section 9 (b) be amended by striking out therefrom the words "and to fix all salaries and wages of all subordinates and employees, subject to law, so as to then read as follows:


Section 9. The powers and duties of the General Manager shall include the following :- (b) To appoint upon merit and fitness alone, and, except as herein otherwise provided, to remove all superintendents or chiefs of departments and all subordinate officers and employees in such departments. VOTED: That the Town Counsel be and hereby is advised to petition by July 1, 1958 the General Court of Massachusetts (State Legislature) to so amend Chapter 197 of the Acts of 1914. And further voted, the sum of $100.00 by transfer from Surplus Revenue and appropriated to meet the necessary cost of said petitioning.

ARTICLE 1. To hear and act upon the report of the Committee to review and revise district boundaries.


VOTED: That the report of the Committee to review and revise dis- trict boundaries be accepted and that the Committee be authorized to con- tinue until such time as the recommended changes are effective upon which time the Committee will be automatically disbanded.

P.S. The above action will make it necessary to change Section 1, Article 1 of the Town By-Laws, line four, by substituting the word nine for the word eight.


ARTICLE 2. To see if the Town will vote to amend Article 1 Section 1 of the by-laws of the Town of Norwood by striking out the word "eight" and inserting in place thereof the word "nine" so that the section will then read as follows:


Section 1. For the purpose of the act entitled "An Act To Establish Representative Town Government by Limited Town Meetings" the Town of Norwood shall be divided into nine district.


VOTED: To so amend.


ARTICLE 3. To see if the Town will vote to raise and appropriate by transfer from available funds, or otherwise, and to pay to John M. McDonough, Sr. a sum not exceeding one hundred and fifty dollars to indemnify him for expenses for medical care, including hospital expenses, incurred by him on account of injury sustained on June twenty-first, nine- teen hundred and fifty-seven, by his minor son, John M. McDonough, Jr., while lawfully in a school playground known as the Civic Field and while part of a school class under teacher supervision. This appropriation and pay- ment authorized by special act of Massachusetts Legislature Chapter 344 of the Acts of 1958).


VOTED: The sum of $150.00 by transfer from Surplus Revenue.


ARTICLE 4. To see what sum of money the Town will vote to raise and appropriate to meet the further expense for incidentals for the Fire Department, said appropriation to be provided for by transfer from Surplus Revenue and or from available funds in existing appropriations for the cur- rent year.


VOTED: The sum of $1200.00 by transfer from Surplus Revenue.


ARTICLE 5. To see if the Town will vote to amend the existing Zoning By-Law by altering the district boundaries established under Section 17 of said By-Laws with respect to that certain portion of the present Trunk Highway Business described as follows:


Beginning at the intersection of the northerly line of Everett Street, and the Easterly line of Boston Providence Turnpike layout dated January 24, 1956; thence running N 19º-32'-04" E a distance of 740 feet thence running S 83º-59'-45" E a distance of 140 feet, thence running southwest- erly by a curve of a radius of 6590 feet a distance 122 feet thence running S 23°-54'-11" W a distance of 274.4 feet; thence running southwesterly by a curve of a radius of 3810 feet a distance of 410 feet; thence running north- westerly a distance of 80 feet to the point of beginning by withdrawing said portion from Trunk Highway Business and establishing same as Manufacturing as shown by a map, entitled Route 1 Zoning Map, sheet 1 of 2 sheets by A. W. Thompson, Town Engineer, dated April 25, 1958, thereof to accompany said amendment and made a part thereof and

Beginning at a point 2900 feet south of Ellis Avenue, on the easterly line of the Boston-Providence Turnpike layout dated January 24, 1956; and easterly a distance of 130 feet; thence running easterly a distance of 120 feet; thence turning and running southeasterly by a curve of a radius of 1695 feet a distance of 355.20 feet; thence turning and running westerly a distance of 120 feet; thence turning and running northwesterly by a curve of a radius of 1810 feet a distance of 380 feet to the point of beginning by withdrawing said portion from General Residence and establishing same as THB as shown by a. map entitled "Route 1 Zoning Map" sheet 1 of 2 sheets by A. W. Thompson, Town Engineer, dated April 25, 1958, thereof to accompany said amendment and made a part thereof and thereby altering the existing map showing existing boundaries to conform to such change of district boundaries. (On petition of the Planning Board).
