SPECIAL TOWN MEETING October 20, 1958


On a warant duly issued by the Selectmen under the date of October 7, 1958 and signed by James J. Drummey, Charles L. Rich and John A. Abdallah, Selectmen of Norwood, the meeting was called to order by the Moderator, Walter J. Gotovich. The proper service of the warrant was duly attested by James E. Quinn, Constable of Norwood. The meeting was opened with a prayer by Most Rev. Jeremiah F. Minihan.


All the requirements of the statutes and by-laws relating to elections and town meetings were complied with. The warrant calling the meeting was read by Assistant Town Clerk, John E. Folan, Jr. The articles con- tained in the warrant, and the action thereunder being as follows:


ARTICLE 1. To see what sum of money the Town will vote to raise and appropriate to meet the further expense for Schools - Instruction Supplies; to meet the further expense for Schools - Fuel; to meet the further expense for Schools - New Equipment; to meet the further expense for Schools - Auxiliary Agencies; to meet the further expense for Schools - Maintenance and Repairs of School Buildings; said appropriation to be pro- vided for by transfer from surplus revenue and/or from available balances in existing appropriations for the current year. (On petition of the School Committee).


VOTED: By transfer, $20,000.00 from Schools Instruction Salaries and appropriated for the following purposes: Schools - Fuel, $1500.00; Schools Instruction Supplies, $5,000.00; Schools - New Equipment, $1500.00; Schools - Auxiliary Agencies, $3,000.00; Schools - Maintenance of Build- ings, $9,000.00.


ARTICLE 2. To see if the Town will vote to construct an addition or additions to the Senior High School Building and to raise and borrow and appropriate a sum of money for said purpose, and to appoint a com- mittee to have charge of such construction, or take any other action in the matter. (On petition of the School Committee).

VOTED: That the Moderator appoint a committee of seven to report back to a Special Town Meeting to be held on February 1959 with prelim- inary plans and estimates for an addition to the present Senior High School; and be it further voted that the sum of $2,000.00 be transferred from School Instruction Salaries and appropriated for this purpose, and to authorize the Moderator to appoint a committee of seven, to be known as the "Capital Outlay Committee", five of which members to be chosen from the following elected boards, commissions and committees (one each) by their respective members:


Planning Board Board of Selectmen School Committee Board of Assessors Finance Commission


and two members at large to be appointed by the Moderator.


We further request the moderator to authorize the above-named appointed committee to request the services of three town officials to serve as "ex- officio" non-voting members:


General Manager Treasurer and Tax Collector Clerk and Accountant


and to report back to the Town Meeting with their views on Articles 2 and 3 of this warrant no later than the earliest reporting date of either article 2 or 3.


ARTICLE 3. To see if the Town will authorize the moderator to appoint a committee of five to study the need for the construction of a new central fire station and that the said committee be instructed to report back at the annual town meeting of 1959 with recommendations as to site, together with preliminary plans and estimates of the cost of the erection and furnishing of a new central fire station. (On petition of Chief Harry J. Butler, Fire Department).


VOTED: That the Moderator be and hereby is authorized to appoint a committee of five to study the need for the construction of a new central fire station and that the said committee be instructed to report back at the annual town meeting of 1959 with recommendations as to site, together with preliminary plans and estimates of the cost of construction and furnish- ing of a new central fire station.


ARTICLE 4. To see if the Town will vote to amend the By-Laws of the Town of Norwood by adding to Article XII the following new sections :-


Section 28. No person not a resident or taxpayer in the Town shall dispose of any rubbish or other waste material upon any premises provided by the Town for a public dump. Any such person violating this section shall be subject to a fine of not more than Twenty ($20.00) Dollars.


Section 29. No person not a resident or taxpayer in the Town shall enter upon any premises provided by the Town for a public dump for the

purpose of disposing therein rubbish or other waste material. Any such person violating this section shall be subject to a fine of not more than Twenty ($20.00) Dollars.


VOTED: Indefinite Postponement.


ARTICLE 5. To see what sum of money the Town will vote to raise and appropriate to meet the further expense for Recreation, Personal Serv- ices, said appropriation to be provided for by transfer from Surplus Revenue and/or from available funds in existing appropriations for the current year.


VOTED: The sum of $250.00 by transfer from Recreation Incidentals Expense and appropriated for Recreation Department Personal Services.


ARTICLE 6. To see what sum of money the Town will vote to raise and appropriate to meet the further expense for Police Department Salaries, said appropriation to be provided for by transfer from Surplus Revenue and/or from available funds in existing appropriations for the current year.


VOTED: On amended motion, the sum of $3,180.00 by transfer from Surplus Revenue.


ARTICLE 7. To see what sum of money the Town will vote to raise and appropriate to meet the further expense for Playground Maintenance, Personal Services and Playground Incidentals, said appropriation to be provided for by transfer from Surplus Revenue and/or from available funds in existing appropriations for the current year.


VOTED: On amended motion, the sum of $1100.00 by tansfer from Surplus Revenue and further voted the sum of $100.00 by transfer from Surplus Revenue and appropriated for Playground Maintenance.


ARTICLE 8. To see what sum of money the Town will vote to raise and appropriate to meet the further expense for Cemetery Maintenance, Personal Services, said appropriation to be provided for by transfer from Surplus Revenue and/or from available funds in existing appropriations for the current year.


VOTED: On amended motion, the sum of $3,900.00 by transfer from Schools Instruction Salaries.


ARTICLE 9. To see what sum of money the Town will vote to raise and appropriate to meet the further expense for the construction of Swim- ming Pool at Father McAleer Playground, said appropriation to be provided for by transfer from Surplus Revenue and/or from available funds in existing appropriations for the current year.


VOTED: By transfer, the sum of $2,800.00 from Surplus Revenue.


ARTICLE 10. To see what sum of money the Town will vote to raise and appropriate to meet the expense for hauling of excess fill from the Nichols Street School site to the George F. Willett Parkway, said appro- priation to be provided for by transfer from Surplus Revenue and/or from available funds in existing appropriations for the current year.

SUMMARY


The proposed measure provides that every former public employee, other than a judge, who is pensioned or retired for disability, shall report to his retirement authority, annually, his earnings from gainful occupation during the preceding year; and that, if such earnings, plus the pension, exceed the regular compensation of the position formerly held, the pensioner shall refund that portion of his pension equal to such excess or the entire pension if such excess is greater than the pension. A refund, if required, shall not include any part of a pension represented by salary deductions from or special purchase by the former employee. The requirement of a refund is not applicable to income received in or prior to 1958.

ARTICLE 1. To see whether the town will approve the construction of a new housing project by the Norwood Housing Authority, namely, a housing project for elderly persons pursuant to the provisions of Chapter 667 of Massachusetts Acts of 1954 and acts in amendment thereof and in addition thereto, to be known as State-Aided Housing Project 667-1.


VOTED: To so approve.


ARTICLE 2. To see if the Town will vote to extend the time in which the Committee of Seven to Study Valuations must make its report from January 1, 1959, to the 1959 Annual Meeting. (On petition of the Committee)

ARTICLE 3. To see if the Town will vote to amend the By-Laws of the Town of Norwood by adding to Article XII the following new sections:


Section 28. No person or party not a resident or taxpayer in the Town of Norwood, nor an agent, servant or employee of such non-resident or non-taxpayer shall dispose of any rubbish or other waste material upon any premises provided by the Town for a public dump, unless first having obtained a written permit from the Town Manager under such conditions and limitations as the Town Manager may impose. Such permit shall not be required of the Town of Norwood nor of a resident or taxpayer in the Town nor of a person acting in his or its behalf. Any person or party violating this section shall be subject to a fine of not more than Twenty ($20.00) Dollars.


Section 29. No person or party shall dispose of any rubbish or waste material upon any premises provided by the Town for a public dump unless such rubbish or waste material has been accumulated and gathered in the Town of Norwood. Any, person or party violating this section shall be subject to a fine of not more than Twenty ($20.00) Dollars.


VOTED: To so amend.


ARTICLE 4. To see if the Town will vote to authorize the Selectmen to sell and convey by appropriate deed a certain parcel of land no longer required for public purposes, said parcel being bounded and described as follows:


A triangular parcel of land bounded northerly by Central Street, easterly by land belonging to the United States of America Postal Department, and southerly by land belonging to the Norwood Hospital, Inc., and con- taining 5600 square feet of land more or less as shown on a plan entitled "Town of Norwood, Mass., Plan of Land to be Acquired by the Norwood Hospital, Inc." by A. W. Thompson, Town Engineer, or take any other action in the matter.


VOTED: To so authorize the Selectmen for a sum not less than $1120.00. .


ARTICLE 5. To see what sum of money the Town will vote to raise and appropriate to meet the further expense for Drain Construction, said appropriation to be provided for by transfer from Surplus Revenue and/or, from existing appropriations for the current year.

Beginning at a point 140 feet, North of Access Road on the Easterly sideline of Boston-Providence Turnpike and Northeasterly 135 feet; thence running Northwesterly by a curve of a radius of 2690 feet, a distance of 988 feet, thence running N 31°-10'-00" W a distance of 865.90 feet, thence running N 50°-57'-20" E a distance of 1072.94 feet, thence running N 23°-45'-10" W a distance of 418.81 feet, thence running N 41°-38'-15" E a distance of 854.44 feet, to the Plantingfield Brook; thence running Northeasterly along said Brook a distance of 300 feet, to Purgatory Brook a distance of 2650 feet, thence running S 43°-11'-42" W a distance of 1990 feet, thence run- ning Southeasterly a distance of 200 feet, to the point of beginning by withdrawing said portion from General Residence and establishing same as Manufacturing as shown by a map thereof to accompany said amendment and made a part thereof and thereby altering the existing map showing existing boundaries to conform to such change of district boundaries. (On petition of the Planning Board)


VOTED: That action under this article be postponed and that the article be inserted in the Town Meeting Warrant under which action is to be taken on the airport approach regulations.

Beginning at a point on the Southerly side of Lane Drive said point being S 68°-09'-55" W and a distance of 30 feet, from opposite the easterly sideline of Bruce Road, thence running S 60°-54'-00" a distance of 390 feet, thence running Southeasterly by a curve of a radius of 6091 feet, a dis- tance of 234.7 feet, thence running Northeasterly by a curve of a radius of 3771 feet, a distance of 104.2 feet, thence running N 63º-13'-30" E a distance of 124.0 feet, thence running N 18°02'-00" W a distance of 160.00 feet, to the point of beginning by withdrawing said portion from Manufac- turing and establishing same as General Residence as shown by a map thereof to accompany said amendment and made a part thereof and thereby altering the existing map showing existing boundaries to conform to such change of district boundaries.
