and pays a 21/2% subsidy to the Authority, all major decisions and expendi- tures must receive prior approval of the State Housing Board. The main purpose of the Veterans Chapter 200 program is to provide decent housing for low-income veterans and their families at rents they can afford to pay. Rents are based on income and number of dependents. Major improvements made at the Veterans project were as follows: 40 electric ranges were replaced with gas ranges; window shades were replaced; new tile floors were installed in most of the kitchens and bathrooms; and aluminum combination screen and storm doors will be installed as soon as they are manufactured. The purpose of the Elderly Chapter 667 program is to provide decent housing for Elderly persons, 65 or over, of low income at rents they can afford to pay. This project is now under construction at the corner of Railroad Avenue and Adams Street. General bids were opened in December and the Contract was awarded to the low bidder - Paul Sardella Construction Co. of Roslindale, Mass. for the sum of $547,000.00. Wm. Nelson Jacobs Associates of Boston, Mass. are architects for this development. The project should be ready for occupancy by the end of 1961.

REPORT OF PLANNING BOARD


The Planning Board organized on Monday, January 25, 1960. Present were J. Edward Bamber, Frederick F. Brown, John P. Mogan, Thomas K. McManus, newly elected member, James T. O'Sullivan and Walter R. Ryan, Engineer.


The meeting proceeded with the election of officers and John P. Mogan was elected Chairman and Thomas K. McManus was elected Clerk. Joanne T. Lipinsky continued as Acting Secretary.


Mr. Allen Benjamin of Wayland was selected by the Board to initiate a zoning study and to study the possibility of revising the zoning by-laws.


The Annual Report for the year 1959 was submitted, voted upon and approved.


Feb. 1 Discussion with Messrs. Purdy, Osgood and Millard relative to development known as Massanova Woods (Wilson Street area) and sewer and drainage problems. Developer is to secure sewer easement through private property to Wilson Street.


Property at 51 Chapel Street, a two story building, now vacant and owned by the LaCivita Corporation of Walpole was discussed with its Attorney, George Sullivan for possible change to apartment house. Messrs. Sloane and Slotnick also appeared before the Board wtill respect to reduction of bonds.


The area lying northerly and easterly of Purgatory Brook to the Westwood line was next on the agenda and after discussion, it was voted to take the necessary steps to change this area to Light Industry from is present General Residence. Public hearing to be held February 29, 1960.


Feb. 18 The Board met with Messrs. Stivaletta, Smith and the Attorney for the Stivaletta family, John Morley, to discuss subdivision of land lying off Canton Street near the Westwood Line. This subdivision is in the area to be rezoned to Light Industry.


Messrs. Williamson and Metters, representing the First Congregational Church appeared before the Board to discuss the possibility of rezoning the area on which the church and parsonage are located to Business in order that the Church may sell the land to a private developer for a garden type apartment house. Plans, the fee and a description of the property were submitted.


Feb. 29 The first item of business called for the public hearing to amend the zoning by-laws and to add a new zone to be called Limited Indus- trial. Various people who were present spoke in favor and there was no opposition. The change was adopted unanimously.


The second hearing related to the rezoning of the area north and east of the Norwood Airport to Limited Industrial. Various people present were recorded in favor and there was no opposition. The change was voted upon and adopted unanimously.

Discussion held with the Chairman of Board of Appeals relative to its authority and prerogatives under the new zoning change. He was re- ferred to Town Counsel.


A petition, map and $50.00 fee were received from residents in the Endicott Street area. It was voted to request more complete informa- tion.


Mar. 7 Discussion with Mr. Stivaletta with respect to his developing single residence homes in area off Canton Street and with Town Man- ager Blasenak regarding charging the developer for installation of light poles.


Bonds were reduced on certain streets in the Almor Homes Develop- ment and were placed on other streets.


Mar. 15. Meeting with representatives of Massanova Wood Development. Discussion relative to new Industrial Zone and decision postponed until meeting with Mr. Benjamin.


Mar. 21 Lengthy discussion with consultant Mr. Benjamin regarding new Limited Industrial Zone. Minimum lot coverages, set-backs, signs and greenbelt areas were agreed upon.


Mar. 28 Special meeting with representatives of the Mass. Dept. of Public Works and representatives of Norfolk County relative to land taking of land owned by Robert Rizzo, abuttor on Route 1.


Apr. 11 Meeting with Selectman Abdallah relative to connecting link be- tween Routes 1 and 1A in the South Norwood area.


Further discussion was held with Mr. Benjamin, Planning Consultant with respect to Limited Industrial Zone.


Apr. 18 Public hearing relative to application for rezoning to business of First Congregational Church.


May 2 Discussion relative to Longwood Terrace Extension; also, discus- sion relative to extension of Stearns Drive with Messrs. Lindblom and Hayden who are abuttors.


Further discussion with developers of Massanova Woods property re- garding naming of streets.


May 9 Meeting with Messrs. Slotnick, Sloane and Capone regarding bond on Surrey and Kettering Roads.


Approval of plans of Chatham Road and Orleans Road of the Massanova Woods Development.


May 16 Public hearing on newly created Limited Manufacturing Zone. Public hearing relative to rezoning a parcel of land within the Mea- dows from Manufacturing to Limited Manufacturing.


Meeting with Messrs. Nicholas Stivaletta, Jr., Michael Stivaletta and Robert Snyder, Esq. regarding subdivision of a parcel of land near Canton Street and adjacent to the Westwood Line.

REPORT OF BOARD OF HEALTH


The Board of Health organized following the town election in January. Mr. John P. Dixon was elected Chairman of the Board. Mr. James F. Foley and Roy T. Lydon, M.D. served as associate members.


The Board made plans to conduct polio clinics for pre-school children, those of school age and adults during the Spring and early summer.


The Board of Health and School Committee arranged to x-ray all high school seniors who planned to enter college in the Fall of 1960. One hundred and thirty three students were x-rayed.


The Norfolk County Tuberculosis Association and the Norwood Board of Health sponsored an x-ray program in the Municipal Building on November 11, 1960. There were 475 people x-rayed.

REPORT OF BOARD OF HEALTH


The Board purchased new equipment for the Eye Clinic. The Clinic is conducted weekly in the Junior High School under the direction of Dr. William F. Ryan.


The Board admitted ten patients to Norfolk County Hospital for treatment of tuberculosis in 1960. Seven patients were released as arrested before the end of the year.


The Board voted to grant Day Care Center licenses to the Lainy Kay, Tiny Tot and Jack and Jill Nursery Schools.


Certificates of Approval were issued to the Victoria Nursing Home, Healthland Convalescent Home, Norwood Nursing Home and Denny House Nursing Home.


Licenses were issued to Funeral Directors and Embalmers who have places of business in the town.


Licenses were issued for the sale of milk, oleomargarine, and for the manufacture of frozen desserts and ice cream mix.


Grease and tallow collectors were licensed to transport through the town.


Milk dealers who are licensed to operate in Norwood were asked to avoid stacking milk cases along the highways of the town. A marked improvement has been noticed in the appearance of the highways due to the co-operation of the milk dealers and their route salesmen.


The Board adopted a regulation with respect to the use of basement and cellar rooms for living purposes. The regulation was adopted to pre- vent conditions which eventually lead to overcrowding of housing and the creation of blighted areas.


The Board awarded a three year contract for the removal of garbage to the South Shore Disposal Inc. of Abington, Massachusetts.


John Stonefield was appointed Inspector of Slaughtering.


The Board did not approve the proposed method of installing the sanitary water supply, sewage disposal and drainage in the subdivision of Greenmountain Park off Everett Street.


The Board approved the proposed method of installing the sanitary water supply, sewage disposal and drainage in the subdivision of Massanova Wood, off Wilson Street. Massanova Wood is a subdivision of 46 homes.

REPORT OF PUBLIC HEALTH NURSES


Our staff of two registered nurses administered care to the sick, made calls on new mothers to advise them on the care of their babies, taught diabetic patients, or some member of the family, to give insulin, helped with the diets and carried out many other duties.


The Chest X-Ray Clinic is held in the Board of Health Office of the Municipal Building every third Wednesday of the month from 1:30 to 3:30. All follow-up cases of tuberculosis patients and their contacts were x-rayed or tuberculin tested. Teachers, school bus drivers, food handlers and young students entering college were x-rayed at this Clinic. Patients referred to the Clinic by their family physician were x-rayed and examined by Dr. E. K. Jenkins of the Norfolk County Hospital, South Braintree, Massachusetts. Children under twenty-one were given tuberculin skin tests and x-rayed only if the tests were positive.


Office hours for ambulatory patients are held from 1:00 to 2:00 at the Board of Health office, Municipal Building, Monday through Friday of each week. Hypodermic injections and minor dressings are done during these hours.

The nurses services are available to anyone in Norwood who needs care in the home. Patients are referred through the family physician. A small fee is charged for the services. Some visits to eligible patients are paid for by such agencies as Blue Cross, Blue Shield (prolonged illness) Veterans Administration and the Cancer Society.


Polio clinics for adults were held on February 14, and July 31st.


Pre-school clinics were held on May 4, 5 and 11th.


A Clinic was held at St. Catherine's School on May 29, 1960. The Clinics in the Public Schools began on April 6, 1960.

REPORT OF BOARD OF HEALTH


Dr. Thomas H. O'Toole, the School Physician, made routine visits and examined children referred for physical examinations. Parents were notified of any physical defects found at the time of examinations and advised to consult their family physician.


Diphtheria immunization was administered to children in the first grade.


In April, 1960 the fourth inoculation of polio vaccine was administered to all children not having had this fourth dose by their private physician. Nine hundred and fifty six children received this fourth inoculation.


DENTAL CLINIC


In September all children were examined by Dr. T. J. Curtin, School Dentist and Mrs. Margaret Curran. Parents were notified of the work to be done at this time. The children have the opportunity to attend the school clinic or have the work done by their own dentist. The Dental Clinic was held each week at the Junior High School.


VISION TEST


All children in the school were screened for visual defects via the Massachusetts Vision Test. Sixty-eight children failed the re-test and were referred for further treatment. Sixty-five of these children were seen by an Eye Specialist.


AUDIOMETER TEST


All children in the school were screened for hearing defects by way of the Maico Puretone Audiometer. Thirty-three children failed the final test and all but one completed the referral.


Mrs. Marie Kane our speech teacher continues her work with the children who have any speech defect.
