To see if the Town will vote to authorize the Moderator to appoint a committee of seven to procure preliminary plans and estimates for the construction of a memorial building to be used as a community center to be located upon town-owned land known as Dunn's Field or at some other suitable central location, and to raise and appropriate a certain sum of money for this purpose, or take any other action in the matter. (On petition of the Veterans Memorial Fund Study Committee)

ARTICLE 20. To see if the Town will vote to accept the money in the Veterans' Memorial Building Fund to be used, together with additional Town funds, for the erection of a memorial building. The vote on this article will be subject to the Probate Court's approval of any change in the original plan. (On petition of the Veterans' Memorial Fund Study Committee)

ARTICLE 21. To see if the Town will vote to create a special un- paid committee to be known as the Regional Vocational School District Planning Committee, to consist of three members, ineluding one member of the School Committee, all to be appointed by the Moderator, which committee may join with a comparable committee or a Regional Voca- tional School Distriet Plauniug Board for the purpose of studying the advisability of establishing a Regional Vocational School District, and making recommendations relative thereto, pursuaut to Chapter 71, of the General Laws, Seetion 14 to 161 inclusive and to make available the sum of one hundred dollars for study expenses. (On petition of the Norwood Sehool Committee.)


VOTED: That the Moderator be and hereby is authorized to appoint a committee to study and to report to a subsequent town meeting of the advisability of a Regional Vocational School in accordance with sections of Chapter 71 of the Massachusetts General Laws; and be it

ARTICLE 22. To see what sum of money the Town will vote to raise by transfer from available funds and/or by borrowing and appropriating for playground construction in the so-called Ellis Gardens area, or take any other action in the matter.


VOTED: That the sum of $17,000.00 be transferred from the accounts as indicated below and appropriated for playground construction in the so-called Ellis Gardens area:

ARTICLE 23. To see if the Town will vote to authorize the Sprinkler Committee to expend funds previously appropriated for installation of sprinklers, for the purpose of renovating and modernizing the fire alarm systems in the following schools: Balch, Winslow, Shattuck, Callahan, and Junior High; or take any other action in the matter. (On petition of the Sprinkler Committee)


VOTED: That the sum of $9,400.00 be transferred from the Automatic Sprinklers in School Buildings account and appropriated for the purpose of renovating and modernizing the fire alarm systems in the following schools: Balch, Winslow, Shattuck, Callahan, and Junior High.


ARTICLE 24. To see if the Town will vote to direct the Board of Selectmen to prepare a division of the Town into convenient voting pre- cincts in accordance with the provisions of Section 6, Chapter 54 of the General Laws.

To see if the Town will approve the construction of a new housing project by the Norwood Honsing Authority, namely: a housing project for elderly persons pursnant to the provisions of Chapter 667 of Massachusetts Acts of 1954, and Acts in amendment thereof and in addition thereto, to be known as State-Aid Project 667-2. .


VOTED: That the Town of Norwood hereby approves construction of a new housing project, namely, a project for the housing of elderly persons consisting of not more than forty-four dwelling units pursuant to Chapter 667 of Massachusetts Acts of 1954, and Acts in amendment thereof and in addition thereto, to be known as State-Aided Housing Project 667-2.


ARTICLE 26: To see if the Town will vote to accept and allow as new Town ways, as laid ont and reported by the Board of Selectmen, the following :

Section 31. No person shall, withont the authority of the Board of Seleetmen, place, paint, or affix any sign, pieture, political poster or ad- vertising material of any kind npon any post, tree, sign, rock or other fixed place or objeet within the limits of any public way in the town.

Anyone violating this By-Law shall be subject to a fine not in excess of Twenty ($20.00) Dollars for each offense.


VOTED: To amend the By-Laws of the Town by adding to Article XII the following:


Section 31. No person shall, without the authority of the Board of Selectmen, place, paint, or affix any sign, picture, political poster or ad- vertising material of any kind upon any post, tree, sign, rock or other fixed place or object within the limits of any public way in the town.


Anyone violating this By-Law shall be subject to a fine not in excess of Twenty ($20.00) Dollars for each offense.


ARTICLE 28. To see if the Town will vote to amend the Building By-Laws, otherwise known as the Building Code, by striking ont Section S of Article VIII and inserting in place thereof the following:


Section 8. Sprinklers.


(a) Requirement. No building shall be used in whole or in part as a hospital, nursing home, rest home, convalescent home, home for the aged, or for any similar purpose for eight or more patients, convalescents, or aged persons unless such building is protected throughont by a standard approved type antomatie sprinkler system. Such system shall be provided with a water-flow alarm device to give warning of the operation of the sprinklers dne to fire. Any building existing and used for any purpose specified in this paragraph shall comply with this requirement within 180 calendar days of the enactment of this amendment by the Town of Norwood.


(b) Exemption. Buildings of first class constrnetion as described in Article III, Section 1, and buildings of second class construction as described in Article III, Seetion 3, may be exempted from the provisions of Seetion S, (a) of this article with the approval of the Chief of the Fire Department.


(c) Installation. Antomatic sprinkler systems required in this By-Law shall be installed in conformance with the standards of the National Bureau of Fire Underwriters and approved by the Chief of the Fire Department.
