On a notice duly attested by the Town Clerk and Accountant, Bartley W. Connolly, the Special Town Meeting, adjourned from January 25, 1962, was called to order by the Moderator, Walter J. Gotovich. The proper service of this notice was duly attested by James E. Quinn, Constable of Norwood.

ARTICLE 9. ARTICLE 10. To see if the Town will vote to amend the Building By-Law, otherwise known as the Building Code, by striking out Section 8 of Article VIII and inserting in place thereof the following:
Seetion S. SPRINKLERS
(a) Requirement. No building shall be nsed in whole or in part as a hospital, nursing home, rest home, convalescent home, home for the aged, or for any similar purposes for eight or more patients, convalescents, or aged persons unless such building is protected throughout by a standard approved type automatie sprinkler system. Such system shall be provided with a water-flow alarm device to give warning of the operation of the sprinklers dne to fire. Any building existing and used for the purpose speei- fied in this paragraph shall comply with this requirement within 180 eal- endar days of the enactment of this amendment by the Town of Norwood.
(b) Exemption. Buildings of first class construction as described in Artiele III, Seetion I may be exempted from the provisions of Section 8. (a) of this article with the approval of the Chief of the Fire Department.
(c) Installation. Automatie sprinkler systems required in this By-Law shall be installed in conformance with the standards of the National Bureau of Fire Underwriters and approved by the Chief of the Fire Depart- ment. (On petition of Board of Appeals for Building By-Law.)
VOTED: That action under Article 10 be indefinitely postponed to be returned to the Board of Appeals for further action.
ARTICLE 11. To see if the Town will vote to amend the By-Laws of the Town of Norwood by adding thereto the following by-law provid- ing for a gas inspector:
ARTICLE XVI
INSPECTOR OF GAS PIPING AND GAS APPLIANCES
Seetion 1. The Board of Health shall appoint an Inspector of Gas Appliances in buildings, who shall receive such pay as the Board of Health shall determine. He shall hold such position until another is appointed in his stead and subject to removal by said Board, as provided by law.
He shall inspect all gas piping and appliances, as directed, in any building in the Town of Norwood and enforce the Rules and Regulations adopted by the Board established under Seetion Twelve H. of Chapter Twenty-Five of the General Laws. It shall be the responsibility of the Gas Inspector to fulfill any other duties consistent with his office that may be imposed upon him by the Board of Health at any time.

The fee for Gas Inspection shall be determined by the Board of Health and such fees shall be paid by the person qualified to do Gas fitting in the Town of Norwood.
Section 2. Every gas fitter before commencing work in a building, shall first, except in the case of the repair of leaks, file at the office of the Board of Health upon blanks provided for that purpose, a notice of the work to be performed; and no such work shall be done in any building except in accordance with plans, to be submitted, if required, which shall be approved by the Board of Health and a permit issued therefor. Permits to perform gas fittings shall be issued to persons qualified to do gas fitting in the Town of Norwood. Permits may be recalled if the condi- tions under which they are issued are violated.
Section 3. Whoever violates any provisions of the Rules and Regula- tions of the Massachusetts Code for the Installation of gas appliances and gas piping shall be punished under the provisions of Chapter 737, Acts of 1960. (On petition of Board of Health.)

REPORT OF THE TOWN PLANNING BOARD ON QESTION OF AMENDING THE EXISTING ZONING BY-LAW OF THE TOWN OF NORWOOD FROM GENERAL RESIDENCE TO LIMITED MANUFACTURING
To the Citizens of the Town of Norwood:
The Town Planning Board through the "Norwood Messenger" in the issue of December 19, 1961 gave notice of its intention to hold a public hearing on Monday, January 8, 1962 at 8:15 P.M. in the Municipal Building on proposed amendment to the Zoning By-Law of the Town of Norwood with respect to Section 17 of the existing Zoning By-Law, said hearing as advertised was duly held and the Planning Board herewith submits its final report and recommendation which is in the following form:
We recommend that amendment be made to the existing Zoning By- Law with respect to Section 17 as submitted in the attached motion under Article 12 of the Special Town Meeting of January 29, 1962 for the follow- ing reasons:
1. Use of the property would be more beneficial to the Town of Norwood.
2. Increase potential 'taxable revenue for the Town.
3. Increase in water and electric service revenue for the Town.

However, the Committee wishes to advise the Town Meeting that the recently submitted report of Recommendations of the New England Fire Insurance Rating Association presented to the General Manager under date of February 26, 1962 is being studied carefully with reference to recommended fire house facilities. Any possible consideration at this time of a second fire station as recommended by the Association is a matter of extreme concern to this Committee and will require much further study.

NORWOOD SPRINKLER INSTALLATION COMMITTEE
Progress Report April 5, 1962
By authority of Special Town Meeting of April 27, 1960, this Committee has gone ahead with the installation of Sprinkler Systems in the Norwood Schools as per the recommendation set forth in the report of the Norwood Sprinkler Study Committee dated December 31, 1959.
To date the Sprinkler Systems have been installed in five Norwood schools, namely the Balch, Winslow, Shattuck, Callahan and the Junior High School, and were put in operation September 1, 1961.
The installation of sprinklers in the Norwood High School is scheduled for the summer vacation period of 1962. The Committee felt that it would be wise to wait until the construction and alterations were completed by the New High School Building Committee before proceeding with the installation of a sprinkler system in that school.
