On a notice duly attested by the Town Clerk and Accountant, Bartley W. Connolly and dated March 24, 1961, the Adjourned Annual Town Meeting, adjourned from March 23, 1961, was called to order by the Moderator, Walter J. Gotovich. The proper service of this notice was duly attested by Jannes E. Quinn, Constable of Norwood.


The articles in the warrant and the action thereunder is as follows:


VOTED: That the recommendation of the Finance Commission be amended by striking out the figure $275,482.76 and inserting in place thereof the figure $281,560.55, and by striking out the figure $220,963.76 and inserting in place thereof the figure $227,041.55.


The purpose of this amendment being to increase the appropriation for police salaries by $6,077.79 to take care of adjustments required by the acceptance of General Laws, Chapter 41, Section 108E.

To see if the Town will vote to construct an addition to the Morrill Memorial Library, and to raise and borrow and appropriate a sum of money for said purpose, and to appoint a committee of seven, two members of such committee shall be members of the Board of Library Trustees, to have charge of suel construction or take any other action in the matter, this committee to bring in a report before January 1, 1962. (On petition of the Board of Library Trustees)


VOTED: That a "Library Addition Building Committee" be appointed and further voted that this committee be appointed by the Moderator and be composed of seven members, two of whom shall be members of the Board of Library Trustees, and be it further provided that $1,500.00 be raised by taxation and appropriated for the use of said committee for the preparation and procurement of preliminary plans and estimates, to be brought in with the report of said committee before January 1, 1962.


ARTICLE 16. To see if the Town will vote to amend Artiele XII of the Towu By-Laws by adding the following section thereto: Section 30. No person shall park, leave or abandon, either voluntarily or otherwise, a vehicle upon any street or way so as to interfere with the plowing of snow or the removal of snow or ice, and any such vehiele so parked, left or abandoned may be removed or cansed to be removed by the superintendent of public works or his duly authorized agent to some convenient place,

including in such term a public garage and liability for the cost of removal of sueh vehiele and charges for storage, if any, shall be upon the owner thereof.

ARTICLE 17. To see if the Town will vote to amend Chapter XII, Seetion 26 of the Town By-Laws by inserting after the words Central Street the following :


"or of any real estate in the town upon which is located a business or commercial enterprise" so that the said seetion as amended will read as follows:


Seetion 26. The owner or agent of any real estate abutting on Wash- ington Street between Railroad Avenue and Guild Street and on Guild Street between Washington Street and Central Street or of any real estate in the town upon which is located a business or commercial enterprise or his agent having charge of sneh real estate shall cause the sidewalk in front of same to be cleared of snow within six hours of daylight after any snow has ceased to fall. If the snow cannot be wholly eleared therefrom sneh owner or agent shall eanse it to be removed to sneh extent as will leave the sidewalk safe for travel. If the snow is not removed as above provided, it shall be removed at the expense of such owner or agent by the Seleetmen. Any such owner or agent violating the provisions of this By-Law shall be punished by a fine of ten dollars for each violation thereof.

ARTICLE 18. To see if the Town will vote to amend the Town By- Laws by adding to Chapter XII the following section:


No person shall remove or eanse to be removed snow or iee from any privately owned premises and deposit same upon a publie way or sidewalk within the limits of such way. Any snow or ice so deposited and not promptly removed shall be removed by order of the Seleetmen or their duly authorized agent at the expense of the owner of said premises.


Any such owner or agent violating the provisions of this By-Law shall be punished by a fine not to exceed Twenty ($20.00) Dollars for each violation thereof.

To the Citizens of the Town of Norwood:


The Town Planning Board through the "Norwood Messenger" in the issue of September 29, 1960 gave notice of its intention to hold a public hearing on Monday, October 24, 1960 at 9:15 P.M. in the Municipal Building, Planning Board Room on proposed amendment to the Zoning By-Law of the Town of Norwood with respect to Section 17 of the existing Zoning By-Law, said hearing as advertised was duly held and the Planning Board herewith submits its final report and recommendation which is in the following form.


We recommend that amendment be made to the existing Zoning By- Law with respect to Section 17 as submitted in the following motion under Article 1 of the Special Town Meeting of May 18, 1961 for the following reasons:


1. In the best interests of the Town.


2. Bring additional revenue into the Town.


3. Best use of land in this area.


4. Town has need for what the proposed rezoning area is to be used for.

ARTICLE 1. To see if the Town will vote to amend the existing Zoning By-Law by altering the district boundaries established under Sec- tion 17 of said By-Laws with respect to that certain portion of the present Single Residence I, namely that area bounded as follows :


Beginning at a point in the northwesterly line of Walpole Street, said point being northeasterly a distance of 1271.4 feet from a curve of a radins of 30.00 fcet leading to Garden Parkway; thence running N 29º 12' 00" E the northwesterly line of Walpole Street a distance of 100.00 feet; thence running N 36° 33' 20" W a distance of 468.43 feet; thence running S 47º 46' 00" W a distance of 122.00 feet; thence running S 77º 38' 00" W a distance of 160.85 ft .; thence running S 79º 24' 00" W a distance of 68.00 feet; thence running southeasterly by a curve of a radins of 570.00 feet a distance of 356.25 feet; thence running N 71° 04' 10" E a distance of 263.68 feet; thence running S 47º 15' 50" E a distance of 168.56 feet to the point of beginning.

By withdrawing said portion from Single Residence I District and estab- lishing same as Business as shown by a map thereof to accompany said amendment and made a part thereof and thereby altering the existing map showing existing boundaries to conform to such change of District Boundaries.

Report of the Town Planning Board on Question of Amending The Existing Zoning By-Law of the Town of Norwood From Manufacturing to Single Residence I


To the Citizens of the Town of Norwood:


The Town Planning Board through the "Norwood Messenger" in the issue of September 22, 1960 gave notice of its intention to hold a public hearing on Monday, October 24, 1960 at 8:45 P.M. in the Municipal Building, Planning Board Room, on proposed amendment to the Zoning By-Law of the Town of Norwood with respect to Section 17 of the existing Zoning By-Law, said hearing as advertised was duly held and the Planning Board herewith submits its final report and recommendation which is in the following form:


We recommend indefinite postponement on the amendment to the existing Zoning By-Law with respect to Section 17 as submitted in the following motion under Article 2 of the Special Town Meeting of May 18, 1961 for the following reasons:
