EDNA PHILLIPS 1939 to 1962
The Town grew considerably in the 23 years Miss Phillips was its Librarian, but not as much as her Library. Only the structure itself remains the same and she has even laid the ground- work for expanding that.
While the population increased by 73%, her policies and methods increased circulation 85%, book stock 92%, and registered library users by 143%.
The Library in 1939 didn't have a South Norwood branch, a hos- pital service, films and phonorecords, instruction of school classes in library use, an electric charging machine, a Friends of the Library group, and $6,000 annually in state aid. It has them now, and many more improvements and innovations, thanks largely to the talents and efforts of Edna Phillips.
But the truest measure of her success in Norwood is the respect and admiration in which Edna Phillips is held by colleagues, staff, Trustees, Town officials, and by the people of Norwood, whom she has so splendidly served.

Dear Sir:
I herewith submit my report as Superintendent of the Norwood Municipal Light Department for the year 1962.
The Light Department experienced a full year in completing our pro- gram as set forth at the beginning of the year. Later in the year an apart- ment complex to be known as Windsor Gardens located in Norwood and much additional work was required in order to supply service.
An increase in kilowatt consumption of 7% over 1961 was registered and continued growth in 1963 is expected.
Our electric power cost declined in 1962, due in some part to the policy of having the public cooperate in not using Christmas lighting between 4:30 p.m. and 6:30 p.m. the week prior to Christmas. Continued cooperation by the public will enable us to maintain our present rates which are quite favorable.

REPORT OF THE BUREAU OF OLD AGE ASSISTANCE
To the Honorable Board of Selectmen:
Gentlemen:
The Norwood Bureau of Old Age Assistance submits its annual report for the year ending December 31, 1962.
The Bureau at its regular meeting on July 31, 1962 elected Mr. Ernest G. Paciorkowski as Chairman for the ensuing year.
Attached to this report is a table showing the caseload by month of Old Age Assistance and Medical Assistance for the Aged cases for 1962.
The Medical Assistance for the Aged program has increased in the number of cases, as well as expense to the Town. It might be noted here that eligibility requirements under this program are much broader than that of Old Age Assistance, although in many cases the period of aid is less, the expense is far greater.
The caseload under Old Age Assistance has shown very little change, as to number of cases aided.
The Welfare Department continues to receive monthly Grants from the Federal Government to apply against Medical Assistance for the Aged.
Funds are also received from the Commonwealth of Massachusetts to share in the cost of Medical Assistance for the Aged and Old Aage Assistance.
Funds are also received from the Federal Government and Common- wealth of Massachusetts to defray Administrative Costs.
Medical costs, Hospital and Nursing Home care have increased during 1962.
The Annual Report of the Town Accountant shown elsewhere in the Town Report shows financial report of the Old Age Assistance Bureau.
The Old Age Bureau express their appreciation to all Town Departments and Officials for their co-operation during 1962.

REPORT OF PLANNING BOARD
The Norwood Planning Board organized on Monday, January 22, 1962 at 8:00 P.M. in the Municipal Building. J. Edward Bamber was elected chair- man and Paul M. Murphy was elected clerk. Other members of the Board included James T. O'Sullivan, John F. Lydon and Francis Wisgirda. Miss Inez Gallazzi was retained as Secretary, and Robert Hamilton as Engineer for the year of 1962.
The first action of the Board was to forward a letter to Norwood Prop- erties, Inc., inquiring what progress is being made on Stearns and Cushing Drive.
The Board conducted a public hearing on Rezoning from General Resi- dence and Manufacturing to Single Residence on land bounded by Willow Street, Pleasant Street, Manufacturing Line southerly of Dean Street, New York New Haven Railroad and Lenox Street.
Robert Johnson and Edward Thompson, Engineers for Albert Gove in connection with the subdivision layout of Roxanna Street, appeared before the Board to discuss this project.
Board conducted a public hearing on Subdivision of land formerly of Mr. Borowski's bounded by Neponset Street and Access Road now owned by Robert Rizzo.
Board discussed with Mr. Mulvehill the rezoning of land on Route 1.
Progress reports on street acceptance program were furnished each member of the Board.
Meeting of February 6, 1962
Board met with Finance Commission for the purpose of seeking funds for a full-time engineer.
Charles Donahue met with the Board for the purpose of discussing the problems connected with the Congregational Church property.
The Robert Rizzo Development was discussed at length and the Board voted to disapprove the plan presented.
The Board voted to forward a letter from Town Engineer to William Howard, Alandale Parkway, etc., informing him of discrepanices in his de- velopment.

A public hearing was held on the proposed revision of the by-laws.

A discussion was held with respect to layout of Roxana Street to be developed by Albert Gove.

Board voted to meet with the Library Trustees, Library Building Com- mission and Town Counsel for the purpose of discussing the need for addi- tional land for the library.

Board discussed the abandonment of Cleveland Street extention with the abutters of the same.
Mr. Vara appeared concerning his property on Sumner Street.
The Industrial Commission met with Board concerning proposed Revi- sion of zoning By-laws.

Mr. Leo Wolf met with Board concerning the release of bonds on May- fair Circle, Mayfair Street and Dorsett Street.
A discussion was held with the Library Trustees and Library Building Commission concerning Library Expansion Needs.

Petition received from sixteen residents requesting a change and clarifi- cation of the present zoning laws so that definite provisions can be made to allow nursing homes, etc., in any area zoned for residence or business.

Mr. Fred Brown appeared before Board and presented a plan and re- quested consideration be given to a desire of residents on Guild Street for the widening of the same.
Board met with General Manager, Town Counsel and discussed the problems of Garden Type Apartment areas.
Mr. Slotnick, Almore Homes, requested a clarification of the require- ment of trees for his lots.
A discussion was held with Mr. Alan Benjamin as to whether building permits could be withheld as a result of advertising of the public hearing on the Revision of the Zoning by-laws.
A lengthy discussion was held with Mr. Benjamin on the suggestions submitted by the various committees.
A letter from Robert Browning complaining about the grading of his lot at Hill Street and Eisenhower Road was received.

JOHN H. KELLY

John H. Kelly was appointed a member of the Norwood Police Department on April 20, 1928. In his many years of service to the Town of Norwood, John H. Kelly performed his duties faithfully and conscientiously until his retirement on July 10, 1958.
The Town of Norwood expresses its gratitude for his long and faithful service and extends its sympathy to his family.

James E. Quinn, Jr., was appointed a Permanent Intermittent Patrolman of the Norwood Police Department on July 1, 1942. On December 6, 1942 he was appointed as a regular full time Patrolman of the Norwood Police Department. In over twenty years of service to the Town of Norwood James E. Quinn, Jr., performed his duties in an affable manner with the utmost of efficiency and zeal. He was regarded by all as a devoted and conscientious member of the department.
The Town of Norwood expresses its gratitude for his faithful service and extends its sympathy to his family.
