SPECIAL TOWN MEETING January 25, 1962
On a warrant duly issued by the Selectmen under the date of January 3, 1962 and signed by James J. Drummey, Charles L. Rich, Harry B. Butters, Walter J. Dempsey and John A. Abdallah, Selectmen of Norwood, the meet- ing was called to order by the Moderator, Walter J. Gotovich. The proper service of this warrant was duly attested by James E. Quinn, Constable of Norwood.
All the requirements of the statutes and by-laws relating to elections and town meetings were complied with. The warrant calling the meeting was read by Town Clerk and Accountant, Bartley W. Connolly.
The articles in the warrant and the action thereunder being as follows:
Report of the Library Addition Building Committee
To the Town Meeting Members:
The Library Addition Building Committee has met nine times, made a complete tour of the Morrill Memorial Library and its grounds, and visited new additions to the libraries in Lexington and Needham as well as the new library in Wellesley.
On the recommendation of Mrs. Galick, Director of Library Extension Services for the Commonwealth, the committee engaged Mr. John A. Humphrey, Director of the City Library, Springfield, Mass. and Mr. Philip J. McNiff, Associate Librarian of the Harvard College Library to make a survey of library needs in Norwood and make recommendations for meeting those needs. Their report was received on October 18, 1961. They recommended that an addition to the Morrill Memorial Library be built, adding it directly to the front of the present building, the addition being a two-story structure facing Walpole Street. Because of some objections and many questions concerning their plan, Mr. Humphrey and Mr. McNiff came to Norwood on November 16, at the request of the committee, to explain further their plan and the reasons for their recommendation. The trustees and the librarian of the Morrill Memorial Library were invited to attend this meeting.

The committee met again on November 21 and then voted to accept the plan of building an addition to the front of the present library. A joint meet- ing of the library trustees, the doctors who now own the former Congrega- tional Church property, the librarian, the building committee and the archi- tect was planned for December 5.
The firm of Korslund, Le Normand & Quann Inc. of Norwood was unani- mously chosen as architects to make preliminary plans and estimate costs for an addition. Since they were not engaged until November 22, the pre- liminary plans are not yet ready.
The Library Addition Building Committee submits this report of progress for your acceptance.

ARTICLE 1. To see if the Town will vote to raise and appropriate a sum of money for the purpose of constructing and originally equipping and furnishing a sixteen classroom elementary school on the so-called Prospect Street site; determine whether the money shall be provided by appropria- tion from available funds in the treasury, by taxation, or by borrowing under authority of Chapter 44 of the General Laws and Chapter 645 of the Acts of 1948 as amended by Chapter 528 of the Acts of 1950, or take any other action in the matter. (On petition of the Elementary School Building Committee)
VOTED: That the sum of $795,000.00 be appropriated for the purpose of constructing and originally equipping and furnishing a sixteen classroom elementary school building and facilities therefor on the so-called Prospect Street site, and that to meet such appropriation the sum of $569,000.00 be transferred from the Town Stabilization Fund, the sum of $126,000.00 be appropriated from available funds in the treasury, and the sum of $100,000.00 representing an accelerated matching payment of the grant to be received from the Commonwealth of Massachusetts under the provisions of Chapter 645 of the Acts of 1948, as amended and supplemented, be used to that extent to meet the aforesaid appropriation.
ARTICLE 2. To see if the Town will vote to favor the amendment of Chapter 197 of the Acts of 1914, otherwise known as the Town Charter, by striking out Section 1 which provides for the annual town meeting to be held on the third Monday of January, and inserting in place thereof the following section :

Section 1. The annual meeting of the Town of Norwood shall be held on the third Monday in October, beginning with the year 1964.
And to vote to authorize and instruct the Board of Selectmen to take steps to cause an appropriate bill to be prepared and filed with the State Legislature in order that this change may be brought about.

To see if the Town will vote to favor the amendment of Chapter 197 of the Legislative Acts of 1914, otherwise known as the Town Charter, by striking out section One which provides for the Annual Town Meeting to be held on the third Monday in January and having inserted in place thereof the following new section One:
Section 1. The annual Meeting of the Town of Norwood shall be held on the third Monday in March, beginning with the year 1963.
And to vote to authorize and instruct the Board of Selectmen to take whatever steps that are necessary for the preparation and filing of an appropriate bill to the Massachusetts legislature in order that this amend- ment may be promptly effected. Voted: That the sum of $25,000.00 be tranferred from Surplus Revenue and appropriated for the purpose of procuring final plans and estimates regarding the proposed new fire station.
ARTICLE 4. To see if the Town will vote to set aside and designate a certain parcel of land as part of a site for a proposed fire station, said parcel being part of Dnnn's Field, so-called, and being located and lying northerly of Nahatan Street and westerly of Monroe Street, said parcel no longer being needed for playground purposes, and being shown as Parcel No. 3, containing 16,194 square feet on a plan entitled "Town of Norwood, Mass., Plan of Land for Proposed Fire Station, December 1961, R. A. Hamilton, Town Engineer," said plan being on file with the Town Clerk and Accountant, or take any other action in the matter.
VOTED: That the Town set aside and designate the said parcel of land as part of a site for a proposed fire station.
ARTICLE 6. To see if the Town will vote to amend the By-Laws of the Town by repealing Section 30 of Article XII, which provides for the towing away of vehicles impeding snow plowing or removal.

VOTED: That the By-Laws of the Town be and hereby are amended by striking out and repealing the entire Section 30 of Article XII, which provides for the towing away of vehicles impeding snow plowing or removal.
