CAPITAL OUTLAY COMMITTEE REPORT
The Committee is specifically charged with the following responsi- bilities :
1. To ascertain annually what capital outlays will be re- quired by the Town during the next six years.
2. To publish and distribute to each Town Meeting Member an anual report and such other reports as it deems ad- visable.
3. To include in its report: estimates of income, estimates of operational expenses and tax rates, and recommendations for scheduling and financing Capital Outlays.
For the purposes of this report "Capital Outlays" are considered as those expenditures of substantial amounts for facilities having a relatively long, useful life. Those special costs which constitute significant elements in establishing the tax rate such as debt service and appropriations to the Stabilization Fund are inextricably associated with such "Capital Out- lay" items and are therefore appropriately reflected in this report.
The Committee will submit specific recommendations, if deemed ap- propriate, when specific appropriations are requested. In view of the serious financial problems which will confront us during the next five years, our most sincere recommendation at this time, however, is to keep in mind that a stable tax rate cannot be maintained while appropriating funds for all requested "Capital Outlays." The primary questions should be which of the requested items are necessary and when are they essential.
REPORT OF THE CEMETERY DEPARTMENT

Dear Sir:
I hereby submit my report of the Cemetery Department for the year 1962.
During the past year, we prepared for and conducted 208 internments. We also prepared for and made nine transfers.
In the past year, the Cemetery Department dug out and poured sixty- five foundations for monuments. We also installed thirty individual markers.
An area of section 45 was laid out and markers installed for single graves. In section 51 an area was also made ready for future internments.
The first section of the new Winter Street area was opened Wednesday, October 10, 1962. This section will be known as G. 1. and is directly in front of the Day Chapel. Monuments will be allowed in accordance with the Ceme- tery rules governing monument sizes.

The Winter Street area was landscaped and the shrubs were kept well watered up until the ground froze. The original Spirea hedge that was along Winter Street, was transplanted along the dump road. In its place is a new row of Canadian Hemlocks.
Underground electrical wires were installed into the Day Chapel and dehumidefiers were purchased. This will certainly help to keep the moisture out of the Chapel.
Bituminous walks were built in sections 5, 7, 15, and 51. The usable sods taken from these walks were used to resod and fix various perpetual care lots and graves that were depressed.
Several areas of Avenues were patched with hot top and berms were made to prevent future erosion.
Mowing and trimming of grass was done during the season. Shrubs and hedges were trimmed when needed. Several Elm trees had to be removed due to the Dutch Elm disease. The trees along Cemetery Avenue were pruned and cared for. The gravel walks were edged and weeded. Weed killer was used to help keep out weeds in these walks and have them looking more presentable.
There were no burials in the Old Parish Cemetery last year. The grass there was mowed and trimmed during the season. It is with great regret that I have had to report to you the deliberate tipping over of some of the monu- ments in this Cemetery. It is my hope that we will be able to repair some of the broken monuments this coming year. As a point of interest, the Old Parish Cemetery has approximately forty-six Veterans interned there that were in the Colonial Revolution and Civil Wars. This information comes from a map dated November -1890.
With the opening of the New Winter Street area, Highland Cemetery now consists of 291/2 acres of land.
I would like to take this opportunity through you, Mr. Blasenak, to thank Mr. James Murphy, the retired Superintendent of Cemeteries, for his kind generosity in assisting me in my new duties. I would also like to take this opportunity to thank you, the Engineering Department, and Public Works for their assistance.

JAMES MURPHY
James Murphy started working for the Town of Norwood in 1935. He started with the Public Works. From the Public Works "Jim" went to the Water Department as a meter reader then Pumping Station Operator. When the pumping station closed, "Jim" went to the Cemetery Department as Superintendent until his retirement September 1, 1962.
We all wish him many years of enjoyable retirement.

REPORT OF CONSERVATION COMMISSION

Dear Sir:
The Norwood Conservation Commission was formulated shortly after the reconvened annual town meeting of January 29, 1962 voted to adopt the statutes of the General Laws of Massachusetts relative to authorization of such commissions within the Commonwealth.
The Selectmen accepted the names of seven members submitted by Town Manager, Walter A. Blasenak and as all members accepted, an or- ganization meeting was called by appointed Acting Chairman, Harry E. Fraser.
At the organization meeting Harry E. Fraser was elected Permanent Chairman; Joseph Olshan, Vice Chairman; and Mrs. Howard Watson, Secretary. Members included Donald J. Bonica, Thomas Clifford, Justin Barton and Leo Young.
It was decided to hold meetings once a month at the Municipal Bldg.
In a short period of time the commission has made a survey of all marshes, wet lands, and open areas, and through its Chairman, Mr. Fraser, has prepared a map indicating location of the foregoing areas.
The commission hope to acquire areas which may be maintained in their natural state and is presently negotiating for parcels of land to be included for this purpose. It is also attempting to carry an educational program of conservation among our younger generation within the com- munity.
At the time of this writing action is being taken to undertake the fore- going activities and projects.
Since we are still a relatively new commission, we must submit a more general rather than specific report at this time. We are certain that our townspeople will be gratified with our work as time passes.

REPORT OF TOWN COUNSEL
The Honorable Board of Selectmen

Gentlemen:
I submit herewith in summarized form the sixth annual report of my conduct of the Legal Department of the Town.
Frequent changes in the laws applicable to municipal government bring requests for interpretation of the law which require constant study of the new legislation in its relation to our activities in order to competently advise those charged with the conduct of our own government.
Much of the service rendered was advisory in nature and was furnished in the various departments of the Town through written and verbal opinions upon request therefor.
Additional service was rendered by attendance at hearings and con- ferences, court appearances, drafting of articles for town meeting warrants and motions to be offered thereunder, drafting of deeds, argeements and various other instruments.
The service rendered dealt with practically every phase of municipal activity.
It should be pointed out that in connection with the above activity, many questions arose which required much research to find the proper answers and many hours were applied to this end.
Litigation and Claims
Various claims for personal injuries and property damage were made against the Town arising out of alleged defective conditions in public ways concerning which opinions as to liability on the part of the Town were given and recommendations were made as to disposition of claims.
Selectmen
Because the Town does not carry public liability insurance, all such claims are referred to Town Counsel for investigation and settlement with approval of the Board of Selectmen; and, if settlement cannot be made, then the case is tried in court by Town Counsel.
A number of these cases were on behalf of the Department of Public Welfare and thousands of dollars were recovered, a large part of which came back to the Town treasury.
Without listing all the cases handled, suffice it to say that cases by and against the Town have been brought to a current status with little or no "backlog," so called.

Conclusion
I am grateful for the privilege of having served the Town as legal counsel. During my period of service I have been constantly aware of the great responsibilities attendant upon this position in a growing community such as ours. Dear Sir:
I hereby submit my report as Town Engineer for the year of 1962.
All of the proposed 1962 construction work to be done by the Engineer- ing Department was substantially completed within the year. The major part of all this work was by competitive public bid. All phases of the work, including preliminary engineering studies, preparation of contract plans and specifications, layout of the work in the field, inspection, and final pay- ment for work done, was accomplished by the Engineering Department. Two late sewer jobs and a 1961 carryover road job were done by contract and private engineering.
The present staff of Town Engineer, Assistant Town Engineer and four additional engineers of grades running from Grade I through Grade IV ac- complished a great deal of work in the past year. There still remains, how- ever, the ever present problem of obtaining capable, well qualified, and well trained men to bring the department up to minimum strength. Salaries must be made attractive so as to obtain the type of men needed. When resolu- ion of this problem takes place, then the Engineering Department can hope to improve its performance, and complete all tasks assigned within the calendar year.
