The Committee on Electric Lighting reported as follows: Westtrough, Dass (sang. 12.1915. your committee on contracting with the Westborough gas and Electric Co. and extension of lights desire to report that some months ago it requested the Electric Co. to submit to the committee three contracts, one for three years, one for five years and me for ten years based on the present number of lights with a france har lanch for additional lamps which might be added to the system during the life of The Contract. a few weeks ago the company submitted a contract for five years. terms of mine are practically the same as were contained in the contract for three years, just expired, with the exception that under the new contract the lights are to burn till 1-30 a. m. instead of 1 a.m. The contract as submitted is not at present satisfactory to your committee and they ask that it he given further time in which to consider the matters they were appointed to consider. "Westboro, Mass, aug. 10, 1915.
Report of Committee appointed by the moderator at the last Town meeting, consisting of the Board of Selectmen, Water & Server Boards, and messrs. J. H. Treadway, R. S. Newton, & W. J. Mozart, to consider how best to care for surface water on Central St. Your Committee after several meetings and conferences decided on a plan which they think will amply care for the surface water on Central St.
Your Committee has had the advice of three able Engineers and the plan finally adopted is that recommended by the State Highway Engineers.
This plan provides for two mina catch basi connected by pipe to two larger receiving basins , there to be located one on each side of Central It.
one catch basin on West main St., at head of Central It., connecting with the main drain located on south side of West main It.
This plan further provides for a corrugated drain pipe laid on Cross St., across the head of Central It., then grading up Central It, IF meet the grade of Cross It, grading up the gutter of Cross St., to take water that now flows outo Central It into the west side of South It.
your Committee recommends the adoption of this plan and that the town appropriate a sum of money not to exceed 400 to car it into effect.

being a person in the employment of said railroad Corporation, as a railroad police officer of and for said corporation, was acted upon, and who said petition the person named therein, being a person in the employment of said corporation, was appointed a police officer to act as a railroad police officer of and for said corporation for the purposes and with the powers set forth in Chapter 463 of the acts of 1906 and acts in sinddition thereto and amandatory thereof, to hold said office until said appointment in revoked according to law.

article 1.

To see if the Town will rescind the vote passed by the Town on March 15th 1915 whereby, for the purpose of the purchase of a steam roller and stone crusher, it was voted that the town pay the sum of three hundred dollars (300.00) from the receipt of the Highway department this year 1915, and that the town Treasurer with the approval of a majority of the Selectmen is authorized to borrow a sum not to exceed four thousand dollars (4000.00) axial to give the notes of the Town in payment of the same, said notes to hear interest at the rate of 4 per cent payable semi- annually, one note of One Thousand dollars ($1000.00) due november 1,1916, one note of one Thousand dollars(1000.00) due november 1, 1917, one note of one Thousand dollars (1,000.00) due november 1, 1918, one note of One Thousand dollars (1,000.00) due november! 1919, Said notes to he dated november 1, 1915 and signed by the Town Treasurer and a majority of the Selection and as they become due to the hard from the receipt of the Highway Department.

6. To see if the Town will appoint a Committee of five citizens to consider, and report at a future meeting, upon the matter of placing in the Public Library Bronze Tablets bearing the names of Soldiers and Sailors who enlisted from this Town during the Civil War, or act anything therem.

Voted, That for the payment of the steam roller and stone crusher, the Town Treasurer with the approval of a majority of the selectmen be authorized to borrow a sum not to exceed thirty- six hundred dollars (3,600.00) and to give the notes of the town in payment of the said notes to hear interest at the rate of four percent payable semi-annually. One note of nine hundred dollars (900.00) due november), 1916, one note of nine hundred dollars ("900.00) due november 1, 1917, one note of nine hundred dollars ( 900.00) due november 1, 1918 and one note of nine hundred dollars (900.00) due nov- ember 1, 1919. Voted, That the Town authorize and empower the Board of selectmen to contract with the Westborough gas and Electric Company for lighting its streets by electricity for a period of five years from november 1, 1915 and to execute in the name of the Town the following contract Contract for Electric Lighting This agreement made this 30 th day of October, 1915, by and between the Westborough gas and Electric Company, a corporation duly organized and existing under and pursuant to the Laws of the Commonwealth of Massachusetts, hier after. called the Company" its successors and assigns, of the first part, and the Town of Westtrongle, a municipal corporation in said Commonwealth, hereinafter called the Tour" of the second part, Witnesseth article 1. The Company, in consideration of the outonger which may exist, agrees to furnish to the Tour me (1 ) incandescent light for

street lighting of the so-called sixty (60) candle power, and three (3) incandescent lights for street lighting of the so-called forty (40) candle power, one (1) of which to be the red light, and to erect, suitably equip and light the same and review them whenever they become drin , hobenand burned out as herein after provided. in such places as the Selectmen of the Town shall direct, and to maintain the same during the time of this contract in good order and condition free from any change or expense to the Town.
article 2. The town agrees to maintain not less than fifty-nine (59) incandescent lamps of the so- called sixty (60) candle power each and me hundred seventy six (17b) incandescent lamps of the so- called forty (40) candle power each, and to pay therefor and for such other lights as may be hereinafter ordered by the said Town the amounts of money and whow the conditions hereinafter set forth.
The Company agrees to furnish to the said Town annually, in addition to the Camps hereinbefore specified, and as part consideration for the annual payment to it by the Town as' hereinafter provided, of the sum of four thousand two hundred sixty dollars (4,260.00) 5750 lamp hours, which is equivalent to twenty- five (25) sixteen (16) candle power lamps, each of which shall be used two hundred thirty (230) hours each year, it being understood and agreed that the said lamps shall be located in the Engine House of the said Town of Westborough. The Company agrees to furnish and mainta the said street lights, and to light, the

same from one half (2) hour after sunset to one (1) o'clock in the morning during each day of the term of this contract and to light the same between October 1 and april 1, in each year covered by this contract, from five (5) o clock in the morning until daylight.
article 3. The Company agrees that it will furnish and maintain free of expense to the your all construction work, lamps, wires, poles, fixtures and apparatus required for said service and for renewals and extensions and breakage of same , and for all changes of lights deemed necessary by Brand of Selectmen in connection with such renewals and extensions and when occasioned by any order passed by said Board of Selectmen under Section 2, Chapter 122 of the Revised Laws as the same has been amended. It is, however, understood that the Company shall not be called upon at its own expense to move more than three (3) lights in any twelve (12) mouths, and that the Town will not require the said Company to erect and maintain said lights further about than me ( 1 ) light every four hundred (400) feet in the central district and no further afait than one (1) light every four hundred and forty (440) feet in the outlying districte. Furthermore, in consideration of this agreement, the said Town hereby agrees to grant to the said Company such reasonable pole locations along its highways as the Company mayrequire for its transmission and distribution of electricity.
article 4. The Company further a green that in consideration of the award of this contract it will indemnify and save harmless said Jour from any and all loss, damage, cost and

expense incurred by said Toun by reason of any injury to persons or property arising from installation of line, imperfection of construction and maintenance of the holes, wires, plant, fixtures, apparatus and lights of the Company.
article 5. Tests of any of the said street lights may be ordered by the Selectmen at any time, and if such tests shall prove the Camp or lamps to be below the requirements herein specified, then the expense of test shall be forne by the Company and anew lamp of proper illumination installed immediately. But should the test prove the lamp or lamps to be within the said requirements, then the expense shall be done by the Town. article 6. The Jor hereby agrees to pay annually to the Company for electricity to be furnished by the Company for the lamps hereinbefore specified, the sum of four thousand two hundred sixty dollars (4,260.00) to be paid each year during the continuance of this contract in equal monthly payments to be paid on or before the fifteenth (15th) day of each month how presentation to the Treasures of the Town on or before the first (1st) day of the month of the bill for such proportionate amount, it being hereby mutually understood and agreed that in case the Foun installs, or causes to be installed lamps in addition to those hereinbefore specified, then the Jouw shall hay to the Company for each so-called sixty (60) candle power lamps installed in addition to the Camps here before specified, the sum of twenty dollars (20.00) per annum and for each of the so-called forty (40) candle power lamps installed

in addition to the lambs hereinbefore specified, and for each red light of the same wattage, the sum of seventeen dollars and fifty cents (17.50) per annum, which said additional sums shall be paid to the Company by the Jour in equal monthly payments at the times hereinbefore provided for the annual payment of the said sum of four thousand two hundred sixty dollars ( 4,260.00 article 7. This contract shall continue and be in force for the period of five (5 ) years from the 1st of november, 1915.
article 8. It is further understood and agreed that the Company will manitain a record books in which will be recorded all notices of lamps being burned out or broken and such defective lamps are to be replaced within twenty - four (24) hours after notification by the Jour. This book will be open for inspection by the Selectmen or their appointed agente at any reasonable time. article 9. The Company agrees to provide one gain on each hole created and to be erected in said Town by said Company for the Town's use for Fire alarm and Police Signals wines exclusively Article 10. That the Company will patrol the street lights of the Town of Westhrough one night each week.
