I hereby certify that it appears by the records of the Town of Westborough that a legal meeting of said Town held November 10, 1910 at 7-30 P.M. the following article appeared in the Warrant for sail meeting"; "Article 3, To see if the Town will alter, all, and to or reviso its By-Laws, or act anything in relation to the same."
