ARTICLE 19. To see if the Town will vote to transfer to the management and con- trol of the Conservation Commission the land owned by the Town on Lupine Road, known as Lot #157, Map #55 in the Assessors' records and described in deed recorded in Book 932, Page 444, in Essex North Registry of Deeds.

ARTICLE 21. To see if the Town will vote to raise and appropriate the sum of $3,000.00 by transfer of unexpended funds from Article 21 of the Town Meeting of 1962 for the acquisition of Lot #7 as shown on Assessors' Map #147 and supposed to be owned by Sherman Walton Shaw and containing approximately two (2) acres; and to authorize the Board of Selectmen to acquire the same by gift, by purchase, or by seizure by right of eminent domain.

ARTICLE 22. To see if the Town will vote to raise and appropriate the sum of $6, 500. 00 by transfer of unexpended funds from Article 21 of the Town Meeting of 1964 for the acquisition of a portion of Lot #85 as shown on Assessors' Map #52 supposed to be owned by Donald C. and Marilyn W. (T. E. ) Crandlemire and containing approximately 9,500 sq. ft. and to authorize the Board of Selectmen to acquire the same by gift, by purchase or by seizure by right of eminent domain.

ARTICLE 23. To see if the Town will vote to raise by taxation and appropriate the sum of $5,000.00 for beautification purposes in the downtown business area including trees, plantings, bench installations, underground wiring for street lighting, and other similar projects.
Upon motion duly seconded, it was VOTED to raise and appropriate under Article 23, the amount of $1,000.00 by taxation subject to the condition that the amount appro- priated by the Town not be expended until or unless it is matched in part or in whole by contributions from private sources. ARTICLE 24. To see if the Town will vote to raise by taxation and appropriate the sum of $15,000.00 to be used by the Town Manager for the planning of the renovation of the Andover Junior High School and for the undertaking of certain extra-ordinary repairs immediately which would be part of said renovation.
Upon motion duly seconded, it was VOTED to raise and appropriate by taxation the amount of $8, 000. 00 under Article 24. Planning Board report on file with the Town Clerk.
ARTICLE 25. To see if the Town will vote to raise by taxation and appropriate the sum of $6,000.00 for the employment of engineering services to make an engineering investigation and study to develop a report and plan for sewering the West Andover Industrial Area, described approximately as follows: On the North bounded by the Merrimack River; on the East by the City of Lawrence, Greenwood Road and Route 495; on the South by High Plain Road and Cross Street; and on the West by the Merrimack River.
Upon motion duly seconded, it was VOTED to raise and appropriate by taxation the amount of $6,000.00 under Article 25. Planning Board report on file with Town Clerk.
ARTICLE 26. To see if the Town will vote to adopt as a By-Law for the Town of Andover the following:
1. For violation of the By-Law of the Town relating to soil removal, a fine shall be assessed not to exceed $50.00 for the first offense, $100.00 for the second offense, and $200.00 for each subsequent offense.
2. For violation of the By-Law of the Town relating to the covering of wells, a fine shall be assessed of not less than $100.00 nor more than $500.00 for each offense.
3. For violation of any other By-Law of the Town, a fine shall be assessed not exceeding $50.00 for each offense.
Upon motion duly seconded, it was VOTED unanimously to amend Item 1 to read as follows:
Article VIII, Section VIII. F. Violations
a. For any violation of Article VIII, Section VI.E. of the Zoning Bylaw, relating to soil removal, a fine shall be assessed not to exceed $50.00 for the first offense, $100.00 for the second of- fense, and $200.00 for each subsequent offense.

ARTICLE 29. To see if the Town will vote to amend the Zoning By-Law by making the following changes:
1. Amend Section IV B., Paragraph 42 by changing "Y" under (Residence) Apartment and (Business) General to "N".
2. Amend Section VI B., Par. 3-c. (Business District) by adding the following new paragraph, #5:

ARTICLE 34. To see if the Town will vote to accept as a public way and name a portion of Burnham Road in accord with a plan entitled "Plan of a Portion of Burnham Road, Andover, Mass. (Boston & Maine R. R. south to High Street) as laid out by the Board of Selectmen, Town of Andover, Mass., Scale 1"-40', January, 1967", drawn by Brasseur Associates on file at the office of the Town Clerk and as laid out by the Board of Selectmen; and to authorize the Town to acquire the necessary easements by gift, by purchase, or by seizure by right of eminent domain, over the parcels of land shown on said plan; and to raise by taxation and appropriate the sum of $300.00 for the awarding of damages, if any, by the Board of Selectmen resulting from the taking of land, said road having been in open, adverse, uninterrupted use by the public for over fifty years.

To see if the Town will vote to authorize the Board of Selectmen to sell for a sum not less than two hundred dollars property in West Andover known as lot #3, Map #208 in the Assessors' records, to Mary C. Potvin, Alfred Potvin, Alice Cleghorn, Melda Moerman, Herve Potvin, Henry Potvin, Leonard A. Potvin, Joseph A. Potvin and Irene M. Stoesell, said premises are bounded and described as follows:
Beginning at Northeasterly corner at a stake and stones by land now or formerly of Nathan Abbott 2nd; thence by land now or formerly of John M. Bailey, S 12º E thirty-nine rods to a stake and stones; thence by land now or formerly of Sylvester Lovejoy; S 682° W thirty-eight rods to a stake and stones; thence by land now or formerly of Isaac Wilson, N 18º W forty-two rods to a stake and stones; thence by land now or formerly of Nathan Abbott 2nd, N 732º E forty-one and a half rods to first mentioned bound, or however otherwise the same premises may be bounded and described.
