Upon motion duly seconded, it was VOTED unanimously to amend the Zoning Bylaw, Section V.B. 8 by deleting the present Par. 8.a. and substitute the following new Paragraph 8.a:

8.a. In any property located in Industrial Districts IA & ID, which abuts a residential district, a lot containing a dwelling in an industrial district, or an office park district, the front, side or rear yard requirements listed in Section V. A. shall apply to all industrial facilities, including parking areas, driveways, tanks, loading bays, outdoor storage or work areas and similar accessory operations on those sides of the industrial property abutting the residential district, dwelling lot or office park district, except that, in such districts, no non-residential structure shall be erected nearer than three hundred (300) feet to the outside wall of an existing dwelling in the abutting residential district or dwelling lot.

To see if the Town will vote to amend the Zoning Bylaw, Section VI.A. 4. by changing Par. 4, designating it as Par. 4.a. and adding after the words "usable floor area" the phrase, "or for each two employees who will be on the premises at the same time, whichever is greater", unless the Board of Appeals, etc .... and add the following new Par. 4.b. in Section VI.A.4 as follows:


4.b. Only one driveway shall be permitted in any 150 feet of frontage, un- less the frontage is less, in which case, a single vehicular access to the property will be permitted.

Upon motion duly seco red, it was VOTED unanimously to amend the Zoning Bylaw, Section VI.A., Par. 6.b. by deleting the definition of Usable Floor Area as it ap- pears in the second sentence and reads as follows:

ARTICLE 33. To see if the Town will vote to amend the Zoning Bylaw, Section IV. B. Paragraph 31 by adding the following sentence at the end of the Paragraph: " See Section VI.G." and changing the symbol "Y" in all districts in the table to "SP."


Upon motion duly seconded, it was VOTED unanimously that the Town amend the Zoning Bylaw Section IVB, Paragraph 31 by adding the following at the end of the Paragraph:

Provided that all farms existing and operating within five (5) years prior to the enactment of this amendment shall be permitted such uses as a matter of right rather than by Special Permit. See Section VI.G, and changing the symbol "Y" in all dis- tricts in the table to "SP".

ARTICLE 34. To see if the Town will vote to amend the Zoning Bylaw, Section VI, Other Requirements, by adding a new Paragraph G as follows:


G. Agricultural Uses


The following conditions shall not apply to farms existing at the time of the adoption of this bylaw: In granting a special permit, the Board of Appeals shall be satisfied that the conditions set forth in Section VIII B.2 as well as the following conditions are met:


1. Adequate provision shall be made for the garaging of all tools, farm machinery or vehicles incidental to the proposed use.


2. Any structure larger than 6"X6'X7', used for the above purpose or for providing housing, pens or enclosures for livestock, shall be located at least 100' from any property line.


3. In a residential district, provisions for landscaping and screening of any structure in excess of 2,000 sq. ft. of ground floor area shall be made as set forth in a written statement or sketch or both filed with the Board.


4. Adequate provision must be made for the sanitary disposal of animal wastes and for complying with all relevant Board of Health regula- tions as set forth in a written statement or sketch or both filed with the Board.


Upon motion duly seconded, it was VOTED unanimously to amend the Zoning Bylaw, Section VI, Other Requirements, by adding a new Paragraph G as follows:

(.1) Active Registered Borrowers total 12,708. The library began a complete re-registration of all borrowers in June 1968. Since cards are issued for a three year period, the registration figures will not present a true picture until June 1971.


(.2) Book Stock is up 5,023 over 1968. Volumes circulated are up 21,480 over 1968. Andover's increasing circulation continues to be opposed to the national trend of decreasing circulation in libraries.


(.3) The 157 films circulated were shown 385 times to 240 groups with a viewing audience of 24,099.
