ARTICLE 64. To see if the Town will vote to accept as a public way and name Col- lege Circle as approved by the Andover Planning Board and laid out by the Board of Selectmen as shown on a plan entitled "Subdivision & Acceptance Plan, Wildwood, Sec- tion 11", Fred A. ARTICLE 69. To act upon the report of the TOWN OFFICERS.
Upon motion duly seconded, it was VOTED to accept the report of the Town Officers as submitted by the Town Manager and filed with the Town Clerk.
ARTICLE 70. To transact any other business that may legally come before the meet- ing.
Upon motion made by Edward Gordon and duly seconded, it was VOTED to authorize the Town Manager to enter into a lease of a "Drop-in and Referral Center" on behalf of the Council on Aging. The Vote YES-335, NO-4.
At this point, Town Manager Bowen thanked the High School Building Committee for the time and effort spent in the construction of the new Andover High School and that the Board of Selectmen would prepare an appropriate resolution for the Commit- tee.
Upon motion made and duly seconded, it was VOTED to adjourn at 9:40 P. M.

SPECIAL TOWN MEETING JULY 31, 1968
Agreeably to a Warrant signed by the Selectmen, July 12, 1968, the Inhabitants of the Town of Andover, qualified to vote in Town Affairs, met and assembled at the Memorial Auditorium, Bartlet Street, on Wednesday, July 31, 1968, at 8:00 P. M.
The meeting was called to order by Arthur Williams, Moderator at 8:30 P. M.
The check lists showed 2,715 voters admitted to the meeting.
After a ten-minute recess, the Moderator announced that the meeting would be ad- journed to the next evening, August 1, 1968 at 7:30 P. M. in the Case Memorial Cage and the Borden Gymnasium at Phillips Academy. There were still voters outside who wished to be admitted, as the Memorial Auditorium was filled to capacity.
After motion duly seconded, it was VOTED to adjourn at 8:45 P. M.

ADJOURNED SPECIAL TOWN MEETING
AUGUST 1, 1968
The Special Town Meeting, originally called for July 31, 1968, was adjourned, due to lack of seating capacity, to Thursday, August 1, 1968 at the Case Memorial Cage and the Gorden Memorial Gymnasium at Phillips Academy.
The check lists were used at entrance and showed 2,770 voters admitted to the meeting.
The meeting was called to order by Arthur Williams, Moderator, at 7:35 P. M. Marco J. Pettoruto was appointed Assistant Moderator for the overflow voters in the Case Memorial Cage. He was appointed by the Moderator.
The opening prayer was offered by Rev. Kenneth J. Kennedy, Pastor of St. Augus- tine's Church.
Salute to the flag was led by Selectman William Stewart.
Unanimous consent was voted to admit 69 non-voters, nine of whom wished to ad- dress the meeting, and who were to sit with the overflow voters in the Cage. Only those who were to address the assembly would be allowed in the Borden Gymnasium.
Upon motion made and duly seconded, it was voted to dispense with the reading of the Warrant and the return of service of the Constable.
Upon motion made and duly seconded, it was voted that the Moderator refer to the articles by number and by subject matter.
