A Message


In this 324th year of the Town of Andover, it is fitting that we pay special tribute to the greatest asset the Town has - its people.


Our population has grown from approximately 600 in 1646 to 22,000 in 1969, an impressive record; but quantity alone is not always important - it is quality that really counts, and it it is the quality of our people that we have our greatest resource.


Serving as Chairman during the past year has given me an unusual opportunity to observe at close range the effective team-work of our Town employees. People of varied ages, with different backgrounds and multiple skills, each in their own niche contributing to the effecient operation of municipal government. We are justly proud of them.


Then there are the vast number of volunteers who comprise the many boards and committees that make such vital contributions to specific problems, and whose recommendations have been of inestimable value. We owe every one of them a special vote of thanks for the personal sacrifices they are willing to make.


It is therefore our disire in this report to let the spotlight shine on what we recognize to be our greatest asset - the people of Andover; taxpayers, employees and volunteers. Because of them we can face the future with calm confidence, knowing that whatever problems may arise, the solution will be found and the job will be done.

Board of Selectmen


The Board of Selectmen met regularly twenty-five times during 1969 and had eight special meetings. In addition, the Board held numerous conferences with our Town boards, committees and officials, attended state and reg- ional meetings and made numerous inspection trips to various sections of the community in res- ponse to complaints.


Robert A. Watters assumed the chairman- ship in March of 1969 when Philip K. Allen stepped down after two years as Chairman of the Board. Mr. Watters met regularly with Acting Town Manager Wendell A. Mattheson during the summer to aid in keeping the Town government machinery functioning smoothly between Town Managers. Mr. Watters has continued the prac- tice of visiting the town offices three mornings a week to aid in the transition of the administra- ion to the new Town Manager.
