The 12" loop from the Bancroft booster sta- tion was completed, improving flow conditions to the Prospect Reservoirs and providing a proper supply for the Bancroft School.
Pumping from all sources gave the second highest year in the Water Department records not withstanding a rather wet season in the early part of the year. Maximum daily pumping ex- ceeded 4 million gallons only one day, but the daily average was 2.437 million showing the gen- eral increase in water use. The need of a treat- ment plant and the Merrimack River supply is becoming extremely urgent since it will take three years from approval to arrive at construc- tion completion.
The new six million gallon Bancroft Reser- voir was put into operation early in the year. Distribution conditions are currently proper. The Town is protected during heavy draft periods, at times of major fires and other extreme emergen- cies.

In anticipation of Chapter 90 construction house services were renewed on North Street. Four (4) major breaks were repaired. As the Town grows, the services required increase. A position of construction inspector should be created this year.

The average rent, including utilities is $72.94 per month.
Winston A. Blake was re-elected to the Au- thority for a 5 year term by the townspeople in 1968.
The Andover Housing Authority develop- ment complex consists of the following: Project 200-1, a Veterans' Project, presently housing 47 low-income families and 9 elderly families ; Pro- ject 667-1, an Elderly Project containing 40 units, presently housing 44 elderly persons; Pro- ject 667-2, an Elderly Project containing 40 units presently under construction, will be occupied be- fore April 1, 1969.

VETERANS PROJECT 200-1
1968 was the 18th full year of occupancy for this project. 11 new families moved into the project this year and 3 tenant families moved within the project.
Major replacements this year were a num- ber of ranges, refrigerators, and linoleum kitchen and bathroom floors; also a new driveway and additional parking spaces were provided.
Work to be done next year at this project will be exterior painting of all buildings, con- tinued replacement of ranges, refrigerators, win- dow shades, and linoleuf kitchen and bathroom floors.
Payment to the Town of Andover, in lieu of taxes, was $1,876.00.
The Commonwealth Contribution for the fiscal year ending March 31, 1969, will be $7,650. The Project showed a surplus of $4,815.43 for the first 6 months of the fiscal year. This project was financed with Housing Authority Bonds @ 2-1/8% interest and will become Town proper- ty when paid for.
The average rent, including utilities is
$72.94 per month.
Yearly income limits for admittance to the project, based on the number of minor depend- ents are: one minor dependent $4,800; two min- or dependents, $5,000; three minor dependents, $5,200.
ELDERLY HOUSING PROJECT 667-1
One new tenant has moved into the project during the year.
The yearly income limits for admission are: for one person 65 years of age or older, $2,500; Two persons 65 years of age or older, $3,000.
It cost $42,631.24 to operate this project for the year 1968. Of this amount, Administration Expenses were $2,692.97; Utilities $7,349.81; Re- pairs, Maintenance and Replacements $4,017.42; Insurance, Pension Fund, and Retirement of Notes and Interest $27,688.04; Debt Service Reserves Annual Accrual $1,683.00.
Total income for this project was $25,477.20. With the Commonwealth Contribution of $17,625.00 and $2,000.00 from last year's sur- plus, this project showed a surplus of $2,470.96 for the year.

Agreeably to a Warrant signed by the Selectmen, January 24, 1968, the Inhabitants of the Town of Andover, qualified to vote in Elections and Town Affairs, met and assembled at the designated polling places in Precincts One, Two, Three, Four, Five and Six, viz: The Central Fire Station in Precinct One; the Lower Hall of the Andover Baptist Church, Central Street, in Precinct Two; the Sacred Heart School, Balmoral Street, Shawsheen Village, in Precinct Three; the Andover Grange Hall in Precinct Four; the Community Building, Center Street, Ballardvale, in Precinct Five; and the Peabody House, Phillips Street, in Precinct Six, in said Andover, on

The check lists were used at entrance and showed 975 voters admitted to the meet- ing.
The meeting was called to order by Arthur Williams, Moderator at 9:55 A. M.
The opening prayer was offered by the Rev. J. Edison Pike, Rector of Christ Epis- copal Church.
Salute to the flag was led by Selectman William Stewart.
Unanimous consent was voted to admit sixteen non-voters to the meeting.
The Moderator announced that there would be no eating or smoking in the Auditori- um.
Upon motion made and duly seconded, it was voted to dispense with the reading of the Warrant and the return of service of the Constable.
Upon motion made and duly seconded, it was voted that the Moderator refer to the articles by number and by subject matter.

ARTICLE 1. To elect a Moderator for one year, two Selectmen for three years, two members of the School Committee for three years, one member of the Andover Housing Authority for five years and any other town officers required by law to be elected by ballot, also to vote on the following question -- "Shall the Town extend contribu- tory group hospital, surfical and medical insurance to elderly persons retired from the service of the Town and to their dependents with fifty percent of the premium cost, a portion of the administrative expense and the payment of a surcharge or sub- sidiary to be paid by the Town?"
All the above candidates and question to be voted for on one ballot. The polls will be open from 8:00 o'clock A. M. to 8:00 o'clock P. M.
The Town Clerk announced the results of the election of March 4, 1968 and declared Arthur Williams elected as Moderator and that he had previously been sworn to the faithful performance of the duties of that office.
The Town Clerk also declared the other successful candidates elected to their respective offices and that they had been sworn to the faithful performance of the duties of their offices:
Roger W. Collins, Selectman for Three Years
William Stewart, Selectman for Three Years
Virginia H. Cole, School Committee for Three Years
William F. King, School Committee for Three Years
Winston A. Blake, Andover Housing Authority for Five Years

Upon motion duly seconded, it was VOTED that Irving J. Whitcomb be elected Trustee of the Cornell Fund for three years.
ARTICLE 3. To establish the salaries of the elected TOWN OFFICERS for the ensuing year.
Upon motion duly seconded, it was VOTED that the salaries of the elected TOWN OFFICERS be established as follows for the ensuing year: (each item being voted on separately)"
