VOTED that the Chairmen of the School Committee, Finance Committee and Board of Selectmen appoint a Committee of five to study the advisability of limiting ex- penditures in the present Junior High School complex to basic costs essential to the safety of students and other necessary repairs, that this committee prepare its recommendations by January 20, 1968, and deliver same to the Selectmen, Finance Committee and School Committee.

ARTICLE 5. To see if the Town will vote to amend the vote taken under Article 10 of the adjourned Annual Town Meeting held on Saturday, March 11, 1967, by author- izing the Selectmen to take by right of eminent domain for Conservation purposes under G. L. c.40, s.8C, the fee in parcel No. 5 listed in said Article 10.
Article 5 was withdrawn.
At this point, upon motion by Town Counsel Fredric S. O' Brien and duly seconded, it was VOTED to terminate the supplementary warrant and return to the regular war- rant.

ARTICLE 7. To see if the Town will vote to amend the Zoning By-Law by inserting a new paragraph 8. b. in ARTICLE VIII, Section V. B. 8 (Exceptions & Special Require- ments) Industrial Districts as follows:

In the case of lots which are located in Industrial Districts and abut railroad property, the minimum yard depth requirement from such railroad property shall not apply if a railroad siding is to be constructed.

ARTICLE 9. To see if the Town will vote to authorize the Selectmen to acquire for the Town for Access to a municipal building or buildings by purchase, by gift or by seizure by right of eminent domain a fee in lots numbered 69 and 72 as shown on Assessors' Map No. 55 and supposed to be owned by Samuel Resnik and to appro- priate by transfer from available funds, by borrowing or by any combination of the foregoing the sum of $85, 000.00 for land acquisition and preliminary site develop- ment or take any other action.
This article was not approved by the Finance Committee and therefore could not be acted upon.
ARTICLE 10. To see if the Town will vote to authorize the Selectmen to acquire for the Town for school purposes by purchase, by gift or by seizure by right of eminent domain a fee in lot No. 1 shown on Assessors' Map 187 containing 58.54 acres more or less and supposed to belong to the Estate of Jacob Shlekis, or to Edna K. Shlakis and Patricia Shlakis and Daniel Shlakis, and to rescind its prior authorization to purchase said land for conservation purposes and to appropriate by transfer from available funds, by borrowing or by any combination of the fore- going, the sum of $70,000.00 for such land acquisition or take any other action.
This article was not approved by the Finance Committee and therefore could not be acted upon.
ARTICLE 11. To see if the Town will vote to authorize the Selectmen and Town Manager to file, in behalf of the inhabitants of the Town, an application in form and manner required by the United States Government, and in conformity with P. L. 560, 83rd Congress as amended by P. L. 345, 84th Congress, and do whatever else may be required to obtain an advance to be made by the United States to the Town of Andover to aid in defraying the cost of final plans and specifications for the con- struction of water treatment facilities at Haggetts Pond with the necessary appur- tenances.
Upon motion duly seconded, it was VOTED unanimously to accept Article 11 as printed.
ARTICLE 12. To see if the Town will vote to appropriate by transfer from avail- able funds $50,000.00 plus any sums remaining unexpended in the appropriation voted under Article 23 of the Warrant of the Town Meeting held March 1964 and to author- ize the Selectmen to use said funds to acquire for school purposes by purchase, by gift or by seizure by right of eminent domain and for preliminary site development land on High Plain Road shown as Lot No. 6 on Assessors' Map No. 107 and containing

17 acres more or less and supposed to be owned by Phoebe B. Carter, Bessie C. Haartz, and Richard P. Carter; and land on Beacon Street shown as Lot No. 57A on Assessors' Map 88 containing 38,300 square feet more or less and supposed to be owned by Albert J. DeLuca (T.T.), or take any other action.
Upon motion duly seconded, it was VOTED that the Town appropriate by transfer from available funds $10,000.00 plus any sums remaining unexpended in the appropria- tion voted under Article 23 of the Warrant of the Town Meeting held March 1964 and to authorize the Selectmen to use said funds to acquire for school purposes by pur- chase, by gift or by seizure by right of eminent domain and for preliminary site development land on High Plain Road shown as Lot No. 6 on Assessors' Map No. 107 and containing 17 acres more or less and supposed to be owned by Phoebe B. ARTICLE 13. To see if the Town will vote to amend the vote taken under Article 10 of the adjourned Annual Town Meeting held on Saturday, March 11, 1967, by adding to the parcels of land authorized for acquisition for Conservation purposes under G.L. c.40, s.8C the following land:
7. Lot #9 of Assessors' Map 172, supposed to be owned by L. John Davidson, located on the southerly side of Route 495, containing approximately 26 acres;
and by authorizing the Selectmen to acquire the fee in said parcel by purchase or by right of eminent domain.
Article 13 was withdrawn.
ARTICLE 14. To transact any other business that may legally come before the meet- ing.
Upon motion made by Mrs. John Forbes and duly seconded, it was VOTED that the Town instruct the Selectmen to study the advisability of having semi-annual Town Meetings in the Town of Andover, and to make a report of their findings and take any neces- sary steps to revise or amend the by-laws, if they feel any revision is necessary, to be presented to the next Annual Town Meeting for a vote.
Upon motion made by Arthur Neumark and duly seconded, it was moved that the Town Meeting vote to have the Moderator appoint a seven member committee to study the feasibility of the adoption of a Representative Town Meeting form of government for the Town of Andover and report to the next Annual Town Meeting.
This motion was defeated.
Upon motion made and duly seconded, it was VOTED to adjourn at 10:55 P.M.
