Eight inch drain pipe was used in most cases but larger pipe running to eighteen inches was used where necessary depending on conditions. New catch basins were constructed of the precast type on all new drains and a number of old catch basins have been deepened and rebuilt.

ANNUAL REPORT, TOWN OF SCITUATE, 1937
Curtis Street: 793 sq. yds. of sidewalk resurfaced with bituminous concrete; 100 ft. of retaining wall con- structed; and 216 ft. of picket fence built.
Maple and Park Avenue : 3,600 sq. yds. of roadway grav- elled and asphalt applied; and 20 ft. of drain pipe and 1 catch basin installed.
Ridge Hill Road: 3,024 sq. yds. of roadway gravelled; and 160 ft. of drain pipe and 2 catch basins installed.
Federal Projects under the sponsorship of this de- partment have been in constant operation throughout the year and have absorbed a large number of men off the unemployment list.
Due to the fact that the amount of funds raised to cover the town's share of materials, trucking and other necessary expenses in connection with Federal Proj- ects or other Town improvements sanctioned by the Board of Selectmen was reduced from $20,000 to $12,000, it was necessary to use funds from the Highway De- partment's general appropriation to cover part of this cost. As this was not provided for in the department's 1937 budget and as the return per dollar of town funds was larger when applied against the cost of Federal work than when paying full costs on regular highway work, contemplated expenditures on other items in the budget were reduced to supply the necessary funds.
The operation of these projects has added to the util- itiy and beauty of the highways at a greatly reduced cost to the Town and advantage should be taken at ev- ery opportunity for the continuation of this sort of work while under the present Federal system.

ANNUAL REPORT, TOWN OF SCITUATE, 1937
SNOW REMOVAL
The Winter of 1936-37 was one of the mildest on rec- ord and the expenditures made for the keeping of the highways open and in a safe condition were correspond- ingly small. There are, however, certain items to be contended with in preparing for the hazards caused by weather conditions. Snow fences must be repaired and erected, equipment replaced and kept in good working order, and sand must be stocked at different locations throughout the town for use on the icy streets.
There are three phases of snow removal dealt with by the Highway Department if there is any precipitation when the temperature is below the freezing point. First, the streets must be sanded in the shortest possible time on all dangerous curves, intersections and grades; sec- ond, truck plows, each with a definite route, start im- mediately when the snow begins to hamper traffic; and, third, the snow must be loaded on trucks and removed from the business sections. The first of the year, 1938, finds this department prepared to dispose of all prob- lems relative to the safety of winter traffic.
The splendid co-operation received during the year from all Town Officials has been very gratifying and appreciation is extended to those who in any way have aided in the functions of this department in serving the citizens of the town.
Respectfully submitted,
CHARLES M. WAGNER, Highway Surveyor.
