ANNUAL REPORT OF BOARD OF PUBLIC WELFARE
To the Citizens of Scituate :
The Board of Public Welfare, after thorough inves- tigation, has acted to alleviate distress in all applica- tions for aid under Public Welfare, Aid to Dependent Children, and Old Age Assistance, during the year 1937.
The new Old Age Assistance and Aid to Dependent Children laws have been functioning during the past year. The Board has acted promptly to comply with all the requirements of the laws in order that our town might receive full benefits of federal grants. Federal auditors from Washington have examined the records and have approved the administration of both the Old Age Assistance and the Aid to Dependent Children departments. Including a balance of $89.01 carried over from 1936 we have received $12,285.08 in federal grants for the Old Age Assistance and Aid to Dependent Children departments in 1937. This sum has been available for immediate expenditure, thus relieving the local tax burden to that extent.
The Board has on file a detailed investigation of the settlement history of each applicant for relief, and as a result we have received reimbursements in many cases from other towns and cities and from the state. We received $11,553.89 from these sources in 1937. This sum is paid directly into the town treasury and is not available for this department as is the case in the fed- eral grants.

Available labor was very well assimilated during the past summer, there being work for all able bodied per- sons. Winter employment is still an acute problem, as the seasonal character of most local work causes many families to seek assistance in the winter months. The greater part of the Public Welfare assistance which we render is in the winter months, and is due to this seasonal lack of employment.
At this time the board wishes to thank all other town departments, societies, and individuals who have co- operated with us in the past year.

REPORT OF THE ALLEN MEMORIAL LIBRARY
The Allen Memorial Library hours are the same as last year, three afternoons and evenings a week.
The circulation of books did not vary very much from last year. We have had fiction which has proved ex- ceedingly popular; also three sets of technical books for boys and men, who are interested in these particular subjects: Carpentry, automobiles, with information about the new Diesel engines.
About fifty books were rebound, making them as good as new; also the State reading is being carried on and we are always glad to send to the State Library.

During 1937 the entire library has been reclassified and recatalogued in order that the general public may use the files with more ease. This entailed the work of a special librarian and two assistants for two months during which time the library was open, as usual to all.

REPORT OF BUILDING COMMITTEE
The Building Committee appointed to have alter- ations and additions made to the Engine House, Brook Street, at a special town meeting held in September, begs to report :
We engaged an architect, had plans and specifications prepared and advertised for proposals. We awarded the contract to the lowest responsible bidder who com- pleted the work to our satisfaction, so that it was pos- sible for the Fire Department to occupy this building the latter part of November.
The new building provides office, signal room, battery room, large apparatus room and dormitory, all of which we believe were necessary for adequately housing the Fire Department equipment for this area.
We would express our appreciation for the co-opera- tion received from the officials of the town and for the co-operation and courtesy extended by the officers and men of the Fire Department stationed in this building while alterations and additions were being made.

REPORT OF PLANNING BOARD

Gentlemen:
I am enclosing herewith the yearly report of the Planning Board of the Town of Scituate in accordance with your request and hope that same is in proper shape for the annual town report.

During 1937, your Planning Board has been called on to give their opinion on various requests for variance from zones as established by the Town's Zoning By-Law.
Every case has been carefully studied and when prop- erly requested public hearings have been held in order that everyone might have an opportunity of being heard.
Probably more time was devoted to questions relat- ing to the so-called "Dreamwold Inn" situation than to any other. However, repeated requests for individual business zones on Route 3-A have been received and considered. It has been the opinion of your Board that the property bordering Route 3-A should be con- sidered over the full length of this route through Scitu- ate. It seems better to have a uniform program for the preservation of the appearance of this area if it

is to be opened up for business. This would include consideration of a minimum set back, adequately off the road, parking facilities, types of advertising signs and buildings.
All of these things have a definite bearing on the im- pression made by Scituate on the traveling public as well as being extremely important considerations in regard to public safety.
It would be in the interest of the greatest number of citizens of Scituate to keep Route 3-A in a residence zone.
In addition to these questions the Planning Board has studied and given its opinion on the plans for the renovation of the Brooks Street fire station and the plans for the new Town standpipe. A special study was also given and a report made on the question of Front Street and the possibility of saving the elm trees bordering it on the westerly side.
There are other questions of major importance to the town which should have careful study. We have in mind the matter of town drainage, consideration of traffic and parking in business centers, and other things which will require time and some expense to study properly. Your Board plans to work on these matters and others which will, as usual, come before them dur- ing the ensuing year.

REPORT OF THE PARK COMMISSIONERS
Board of Selectmen
Gentlemen :
The Park Department respectfully submits for your consideration a resume of their work during the past year.
After carefully considering all of the work necessary for the proper operation of our department, we started to work on the various parks in the town with a view to improve them as much as possible to the best of our ability.
On Lawson Park, we put on one hundred and twelve loads of loam and also seeded the ground.
At North Scituate, we made a park, which we called Bound Brook Park. Due to the town widening of Henry Turner Baily Road, the park was slightly damaged, but next spring we intend to greatly improve it.
We are very thankful for the fine amount of co- operation we have received from the Town's people during the past year and hope that this year will prove a prosperous one for all town departments.
