shall not exceed ninety-six thousand eight hundred dol- lars, and provided, further, that if any of the aforesaid sum remains after the completion of such improvements one fourth of such remainder shall be repaid to said town.
Section 2. For the purpose of meeting the payments required to be made by the town of Scituate under this act, the said town may borrow from time to time such sums as may be necessary, not exceeding, in the aggre- gate twenty-four thousand two hundred dollars, and may issue, notes therefor, which shall bear on their face the words, Town of Scituate, Harbor Improvements Loan, Act of 1938. Each authorized issue shall constitute a sep- arate loan, and such loans shall be paid within five years from their dates. Indebtedness incurred by said town un- der this act shall be in excess of the statutory limit, but shall, except as herein provided, be subject to chapter forty-four of the General Laws, Tercentenary Edition, exclusive of the limitation contained in the first para- graph of section seven thereof.
Section 3. This act shall take full effect upon its ac- ceptance during the current year by vote of the town of Scituate in town meeting and filing in the office of the said department of a certified copy of said vote. So much thereof as provides for acceptance as aforesaid shall take effect upon its passage.
Voted: That the Town accept the provisions of Chap- ter 406 of the Acts of 1938 relative to the improvement of Scituate Harbor as printed under Article 11 in this warrant.
Article 12
To see if the Town, acting under the authority of Chapter 406 of the Acts of 1938 will raise and appropri- ate the sum of $24,200.00 for dredging certain areas in Scituate Harbor in accordance with plans on file at the

Department of Public Works in conjunction with a sum not exceeding $72,600.00 by the Commonwealth as auth- orized in said act, and in conformity with the provisions of said act determine the way and manner in which said sum shall be raised, or act thereon? -Selectmen

Davis, Manager of the Maritime Association of the Boston Chamber of Commerce, a vote of sincere appreciation for the untiring and able assistance rendered during the past four years to our citizens and officials in securing Legislation both National and State which has resulted in the authorization by Congress and the Legislature of the expenditures of over $316,000.00 for the improve- ment of Scituate Harbor, and that the Town Clerk be in- structed to transmit to Mr. Davis a copy of this resolu- tion.

This amendment annuls all existing provisions of the Constitution and its prior amendments which require annual sessions of the General Court, commonly known as the Legislature, and provides for biennial sessions in their place. It also provides that the budget of all pro- posed expenditures of the Commonwealth shall be so pre- pared as to cover two fiscal years instead of only one as at present required,-which proposed amendment was approved by the General Court and a joint session of the two branches held May 27, 1936, received 141 votes in the affirmative and 117 in the negative, and in a joint session of the two branches held May 19, 1937, received 158 votes in the affirmative and 112 in the negative,-be approved?

To obtain a full expression of opinion, voters should vote on all three of the following questions :-
(1) If a voter desires to permit the sale in this city (or town) of any and all alcoholic beverages to be drunk on and off the premises where sold, he will vote "Yes" on all three questions.
