The work was distributed just as far as possible and employment was given to every applicant who was eli- gible, and with this labor a line of 14-inch Transite pipe was laid, which will be used as a connection to the standpipe. The concrete base was also poured at this time and preparations were being made to contract for the erection of the standpipe.
A part of the system which should be given careful attention in the near future is the extension of the main on Tilden Road. This line should be carried to Egypt Beach Road, where a connection should be laid to Hath- erly Road and a further extension from Tilden Road along Norwell Avenue, to connect with several other lines that should be completed through Dayton, Edgar, Fay, Garden, Hawley, and others in this same grid to Hatherly Road. These lines would give a very consid- erable reinforcement to the beaches as well as complet- ing the circuit from Tilden Road, and also eliminating numerous shallow lines which are troublesome and ex- pensive.
The shallow lines at Humarock are a source of trouble at all times, and deep mains should replace these small shallow lines as rapidly as feasible.
There are still many small shallow lines existing in the system that require annual expenditures for clean- ing and placing in operation in the Spring, and draining and closing off in the fall. These and some small lines should be replaced as money becomes available.
Another line that should be considered particularly in connection with the erection of the new standpipe, is the extension through Mann Lot Road to Clapp Road.

This line would complete another circuit and also the main grid for the westerly part of the Town.
With the proposed 1,250,000 gallon standpipe incor- porated in the system, it would seem that the present available supply of water might be adequate for a few years, unless a building boom and the probable accom- panying increase in population should occur. Because Scituate is a desirable town to live in, and is becoming relatively closer to the cities through the increased con- struction of good roads and automobiles, there is a pos- sibility of a growth in population in the near future and consequent increase in demand for water.

Gentlemen :
My report for the year ending December 31, 1937, is as follows:
Devices condemned, being unfit for use in trade, twen- ty-five (25); adjustments on devices of various kinds, ninety-five (95) ; non-sealed devices (not in use at pres- ent time), twenty-four (24); sealed devices used in trade, six hundred and twenty-eight (628).
Fees and adjustment charges collected for work done in 1937, ninety-five dollars and thirty cents ($95.30). Fees for work in 1936, four dollars and nineteen cents ($4.19). Fees for work in 1933, one dollar and eighteen cents ($1.18). Paid over to the Town Treasurer, one hun- dred dollars and sixty-seven cents ($100.67). At the present date there are no accounts outstanding.
This year the Town received approximately one hun- dred and ten dollars ($110) for the sale of Peddler's licenses, twenty dollars from the sale of Junk licenses and three hundred and fifty dollars ($350) from Tran- sient Vendors' fees.

Many inspections were made of various package goods and other food products. Inspection work was made of peddler licenses, scale work and transient tradespeople.
The various devices used in trade in the Town are in very good condition (generally speaking).
Transient vendors caused this department more or less trouble last year, but much credit is due our Town Clerk in the manner in which he worked, with this of- fice, in bringing about settlement of the fee that tran- sients are required to pay the Town.
If at any time anyone has any question about the work or licenses, in fact anything relative to this office, I'd be pleased to answer any question at any time.
The lack of space does not permit detail description of all work, therefore I am required to make a concise report.

REPORT OF THE TREE WARDEN
To the Citizens of Scituate:
During the past year we have planted seventy-eight shade trees on our streets.
The Elm leaf beetle is becoming a very serious situ- ation. The appropriation that is allotted is not suffi- cient to spray our elms as they should be and I am asking for an increased allotment this coming year in order to spray them thoroughly.
The Gypsy and Brown Tail moths are very bad in Marshfield and Cohasset, and the outlook for Scituate does not look good for this year. The two neighboring towns were defoliated to the extent of five hundred acres.
I have endeavored to keep the corners and intersec- tions as free as possible from brush, weeds and under- growth, throughout the town.

REPORT OF FOREST FIRE DEPARTMENT
January 13, 1938
To the Board of Selectmen Town of Scituate
Gentlemen :
I submit herewith, for your approval, the report of the Forest Fire Department for the year 1937.
During the year, the department responded to seventy-eight calls, a detailed report of which will be found incorporated with that of the Fire Department. A great majority of these calls were handled by the permanent firemen without resorting to the the audible alarm system. This, of course, means that those fires were of small magnitude and in the less hazardous locations.
At the time your Forest Warden took office, the ap- propriation had been exhausted and an overdraft of $200.00 had been transferred to this department's use. Of this transfer, $53.08 had also been expended. This left $146.92 available for the ensuing eight months. Of this sum, there was left a balance of $17.34 as of Decem- ber 31. This is due, in great part, to the small number of fires occurring during this period.
The apparatus is in decidedly poor repair and will require immediate attention.
The hose equipment should be augmented by the pur-

chase of five hundred feet of one inch rubber lined cotton hose.
The salary item is, of course, unpredictable and should be set substantially the same as last year.
It is my opinion that the appropriation should be practically the same as last year.

REPORT OF THE BOARD OF HEALTH 1937
Your Board of Health has many problems confront- ing it and we therefore desire that you carefully go over the various items listed on our report and famil- iarize yourself with these problems.
Collection of Garbage
Because of a great demand for additional collections during the months of November and December it will be necessary, when the present contract expires this year, to completely revise same and add more collec- tions during the winter months. This, of course, in- volves a larger expenditure of money and we have covered this by asking for additional funds in our esti- mates under this item.
Town Dump
Because of the increased use, and some abuses, of the Dump we have been forced to spend a much larger amount of money during the past year. We feel that the time has arrived when an attendant should be kept on duty daily during the early Spring, Summer and Fall instead of the present system of three days in Sum- mer and one and two days during the Fall and Win- ter. We have constructed a new road leading to the Dump and we appeal to our townspeople to dump

their refuse on town property and not on the property of adjoining neighbors.
Hospitalization
During the past year we have had a decrease in Hos- pitalization and we have lowered our estimated costs for 1938.
Dead Animal Disposal
Each year this item seems to increase and there ap- pears to be no limit. We urge our townspeople to help us in this matter by disposing of their own dogs and cats and not expect the Board of Health to care for same.
Antitoxin Clinic
This clinic was held during the past year and 104 children received treatment, immunizing them from the dreaded disease of diphtheria. We recommend the holding of this clinic during the coming year.
