Presented by a committee appointed at the Annual Town Meeting March 7, 1938.


A silence fell over the assembly in Annual Town Meet- ing, and everyone was shocked by the announcement that death had parted us from our esteemed fellow citi- zen, William A. Burton.


A resident of Scituate for many years, and a man of wide interests and varied activities many people came to know, respect and love him. He was very patient with others, sympathetic and friendly and although Scituate will miss him greatly the Town will be better because a part of his life was lived in it. Of him it may be said, "He was a man of humble spirit, kindly disposition, gentle and lovable."


While actively engaged in his extensive work he was called into the life eternal, but his assistance in Town business, his counsel on the Advisory Board, and his gen- eral interest in the welfare of mankind made him a great man, and the inspiration of his memory will remain to all of us a cherished heritage and guide.

An Act providing for the improvement of Scituate Harbor in the Town of Scituate. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:


Section 1. Subject to the conditions herein imposed, the department of public works is hereby authorized and directed to dredge certain areas in Scituate harbor to a depth of six feet at mean low water. No work shall be be- gun until the town of Scituate has assumed liability, in the manner provided by section twenty-nine of chapter ninety-one of the General Laws, Tercentenary Edition, for all damages that may be incurred hereunder, nor un- til the said town has paid into the treasury of the com- monwealth the sum of twenty-four thousand two hun- dred dollars, which together with such sum not exceed- ing seventy-two thousand six hundred dollars, as may hereafter be appropriated by the commonwealth, shall constitute a fund for the improvements herein authoriz- ed; provided that the total cost of such improvement
