"Be it resolved that the voters here assembled be recorded as strenuously opposed to the order of the N. Y. N. H. and Hartford Railroad as of effect this day, closing the Egypt Railroad Station to the further sale of tickets and that the Moderator be requested to appoint a Committee to appear be- fore the officials of said Railroad Company to protest this order and if necessary to appear before the Board of Public Utilities in further pro- test, representing that this curtailment of service will seriously inconvenience not only those of our citizens now using this Station but also many of the Summer resident commuters and will act as a deterrent to the further growth of this fine residential community."

The following resolution offered by James W. Turner was adopted unani- mously :


"Whereas the hand of death has this day removed from the roll-call of our citizens, Ansel F. Servan who in the course of a long and useful life had served this Town as Selectman and in other civic capacities, be it resolved that the citizens here assembled record their appreciation not only of the faithful and efficient public service rendered by him, but also of the fine example of citizenship his life among us has reflected; that our sincere sym- pathy be extended to Mrs. Servan in this her hour of desolation.


The following resolution submitted by Vera L. Wilder was ruled out of order by the Moderator:


"Resolved: -- That we the citizens of Scituate in town meeting assem- bled, realize that a serious fire hazard exists in the Jenkins and the Hatherly Schools, and whereas this hazard is of long standing and has been called to our attention many times of late and no specific action has been taken to remedy the condition, we do hereby direct that the proper officials order in- stalled therein immediately such complete and proper sprinkler systems as are necessary to safeguard our children, funds for same to be taken from any less necessary items in the school budget and or use any money avail- able or that may be made available from any other source.

SPECIAL TOWN MEETING July 31, 1939


At a legal meeting of the inhabitants of the Town of Scituate qualified to vote in Elections and Town Affairs held at the Scituate High School Auditorium in said Scituate on Monday the 31st day of July, 1939, at 8 o'clock P.M .; said meeting was called to order by Moderator Dennis H. Shea.


The Warrant was read by Town Clerk William M. Wade.


Tellers appointed by the Moderator and sworn to their duties by the Town Clerk were: C. Harry Driscoll, J. George Vollmer, Kenmure W. Moffatt, Eugene H. Lane, George F. Hennigan.


ARTICLE 1.


To see if the Town will authorize the allotment of $1,000.00 from the funds raised under Article 42 of the Town Meeting of March 6, 1939, for the Town's share of costs of Federal Projects, to be used as the Town's share of additional costs in the completion of the North Scituate Recreational Field, more specifically known as project 16,559, or act thereon. -Selectmen.


VOTED: That the Town authorize the expenditure of a sum not to exceed $1,000.00 to be used as the Town's share of costs in the completion of the Play- ground Project at North Scituate, said expenditure to be taken from the appro- priation made at the Annual Town Meeting for Federal Projects.

ARTICLE 2.


To see if the Town will vote to raise and appropriate or trans- fer from any available funds, the sum of $10,000.00 to cover an overdraft in the appropriation for the removal of snow amounting to $8944.63 and to provide the sum of $1055.37 for further snow removal costs for the remainder of the year, or act thereon.

ARTICLE 4.


Will the Town vote to instruct its Highway Surveyor to dis- continue the practice which has built up over a period of years of removing at Town expense snow from private property.

ARTICLE 5.


To see if the Town will raise and appropriate the sum of $150.00 to provide 30 additional regulatory traffic signs, or act thereon. -Selectmen.

To see if the Town will raise and appropriate or transfer any part thereof from available funds a sum of money not to exceed one half the amount appropriated at the annual Town Meeting of March 6, 1939, under Article 33 for Chapter 90 construction, for the maintenance of roads within the Town, in conjunction with the State and County, or either of them, in lieu of the appropriation made for Chapter 90 construction and to rescind the appropriation made for said construction or take any action relative thereto. -Selectmen.


VOTED: That the Town rescind all action taken under Article 33 of the Annual Town Meeting of March 6, 1939, except so much of said Article as referred to the raising of $215.00 for land damages; and that the Town now raise and appropriate the sum of $1,247.67 and that the sum of $627.33 representing an unexpended balance from the construction of Henry Turner Bailey Road be transferred to make up a total appropriation of $1,875.00; said sum to be used in conjunction with such sums as may be contributed by the County of Plymouth and the Commonwealth of Massachusetts to be used to provide for the Town's share of extra drainage cost incurred under the contract for Gannett Road of 1938 and for the further improvements of roads.

Said sum to be spent in conjunction with such addi- tional money as the State Department of Public Works may authorize, or act thereon. -Selectmen.


VOTED: That the Town authorize the transfer of the appropriation of $2,254.47 provided for under Article 61 of the Annual Town Meeting of March 6, 1939, in order that the same be made available for general shore protection and that said sum be expended by the Department of Public Works in conjunction with such additional money as said Department may authorize for shore protection in the Town of Scituate.

ARTICLE 2.


To see what instructions the Town will vote to give their Selectmen or other officials relative to the discontinuance of the railroad service, or act thereon.

The following resolution was offered by Town Counsel Vernon W. Marr and was unanimously accepted:


"That railroad passenger service is indispensable to the welfare of this community and necessary to transport the large number of persons now using trains to and from the four Scituate stations in winter and summer; that the proposal to discontinue all eighteen daily trains between Boston and Green- bush is unreasonable, unwarranted, unsound, ill-conceived and illogical with- out first giving trial to somewhat curtailed train service and seeking thereby profitable operation instead of abandonment of the line; that the citizens of Scituate demand fair play in the form of some continuance of passenger trains to accommodate year-'round commuters and summer residents; that the Town of Scituate petition for careful consideration of our needs by the Railroad Trustees, by the Special Commission of the Commonwealth, and by any other regulating bodies having jurisdiction."


On motion of John F. McCormack it was voted that a committee of twelve be appointed by the Moderator to protect the interests of the citizens relating to the entire railroad situation.
