AMBULANCE SERVICE
We believe that this service is deeply appreciated by the citizens and taxpayers generally. We are in receipt of many letters of commendation, from those who have required the services of the ambulance, in praise of the utility itself and the conduct of the officers who served as operators and assistants in this service. 137 trips were made for a total mileage of 4918 miles .. The time required by officers on ambulance work sums up to approximately 39 working days. Charges totaling $100.00 were billed to non-taxpayers or non-citizens who have been served by this ambulance. Of this amount $70.00 has been received and turned over to the town treasurer. The cost of maintenance was $351.09, which amount includes garage rent for a period of six months. The ambulance is now garaged in the basement of the police station. The tires on the ambulance are with one exception, the original tires which have been worn since 1935. The chassis should be checked by a com- petent mechanic and body bolts tightened. We there- fore submit as an estimate, $350.00 for ambulance main- tenance for 1938.

INSPECTION OF COTTAGES
All untenanted cottages and homes have been checked as often as time permits. A tag is left by the inspecting officer, with the day and date of his visit- noting anything discovered out of place. Loose shut- ters, blinds, windows, etc., are secured by the officer. If it appears that the property has been entered unlaw- fully, or damage from any cause, is such as cannot be readily repaired, the owner is notified either by phone or in writing.
FIRST AID ROOM
The first aid room has been used more often this past year than at any other 12 months period, since it was established in 1926. It has proven a great convenience, particularly in cases of accidents, to bring the patient to the first aid room for treatment-a doctor having usually been contacted by an emergency call before the patient's arrival at the first aid room. The expense of maintenance has been negligible and is more than jus- tified by the results obtained. We are hopeful that a new hospital bed may soon replace the antiquated cot now in use. This we are led to believe will come as a donation from those who have shown an interest, in the improvement of the equipment in the first aid room.
POLICE SCHOOL
The 1936-37 sessions of this school of instruction were carried on for the 7th consecutive year, and it is planned to continue this course of instruction in 1938. During the sessions of 1936-37 police officers from Hull, Hing- ham and Cohasset and other towns in the district at- tended this school. We feel that this department can

take a justifiable pride as being among the pioneers in conducting such a school, which since its inception has become the prevailing practice in many other police departments throughout the Commonwealth. We have been encouraged by the interest shown by many of the local citizens by their continued attendance at these ses- sions, which are open to the public.
RADIO SERVICE
The readiness with which the officers in the police cars can be contacted and conversations carried on be- tween the officer on the desk and the officers in the cars would seem to make the value of this service inestima- ble. In addition, in any emergency contact can be made almost instantly, with many other departments, on the same wave length, for a distance of approximately 20 miles, and beyond that, if necessary, the message will be relayed. The cost of this service has added little if anything to the police budget for upon installation of the two-way radio, we dispensed with four telephone police boxes, thereby effecting a saving of approxi- mately $280.00 per year.
No police department can, in our opinion, function efficiently without the support and co-operation of those to whom it is responsible, the Board of Selectmen and citizens of the community. We are deeply appre- ciative of the co-operation extended to us at all times by your Honorable Board and the citizens generally and we express our appreciation and due thanks.

REPORT OF THE FIRE DEPARTMENT
To the Honorable Board of Selectmen
Gentlemen:
The report of the Fire Department for the year 1937 is herewith submitted for your approval.
During the year 1937, the department responded to 152 alarms, a detailed report of which will be found attached hereto.
In accordance with the vote of the citizens, the depart- ment has purchased a Seagrave Junior Aerial Ladder truck which is now in service and is housed at the Brook Street Fire Station.
This station was remodeled with funds raised at a special town meeting and the work was in charge of a building committee appointed by the same meeting.
The department purchased 1000 ft. of 21/2 inch hose, which purchase was not anticipated in the budget for the year. This purchase was made necessary by the loss of several hundred feet of hose at the Satuit Theatre fire. There is enough hose in service and in reserve to serve the department for the coming year.
It is the feeling of the Board that the operating budget for this department be substantially the same as last

year. The enlarged station at Brook Street will, of course, cause an increase in the Maintenance, Light and Fuel items, as will the additional piece of apparatus affect the Apparatus Expense and Supply items. With careful supervision and barring any emergency ex- pense, it would seem that the same budget will be suf- ficient to operate the department in a proper manner.
The Board extends its thanks to the Board of Select- men and to all the officials with whom it has worked, and to the citizens of the Town of Scituate, for their support and co-operation.

REPORT OF THE WATER COMMISSIONERS
The year 1937 has produced further progressive de- velopment in the operation of the Water Department.
The early part of the year was occupied in develop- ing and producing more ground water supply. Two six-inch Transite, gravel wall, wells were built in the upper reaches of Webster Meadow, and an additional supply of two hundred gallons a minute was delivered to the system during the summer.
The main being laid on Old Oaken Bucket Road was continued along Grove Street to First Parish Road, com- pleting the circuit and strengthening the whole system considerably.
Several short extensions of main were made where the Commissioners felt it was most expedient.
Additional storage capacity has been considered of prime importance and the Commissioners placed an article in the warrant of a special Town meeting dur- ing the fall, asking for authority to borrow $40,000. for the erection of a standpipe and laying mains.
This authority was granted and plans were started at once. The location selected was Lookout Pasture on Mann Lot Road.
During December when the unemployment situation in Scituate was very serious, the Commissioners de-

cided to spend all of the funds remaining in the treas- ury, for labor, and laid a main to be used as a connec- tion between the standpipe and the system. The foun- dation for the standpipe was also placed at this time. This work provided money for many families over the holiday season.
Specifications were drawn up and arrangements made to award the contract for the standpipe, in Janu- ary 1938.
The addition of the standpipe to the system is one of the outsanding features of importance.

Following, I beg to submit the Sixth Annual Report of the Water Department, which includes a chronicle of the activities of the Department throughout the year, 1937, and recommendations for your consideration.
Owing to the limited amount of W. P. A. labor avail- able, the work of laying the main on Grove Street pro- ceeded slowly and was not entirely finished until the early part of July. The laying of this main completed a circuit through Sherman's Cor. and Mungo's Cor., reinforcing the entire system, more particularly in the Westerly part of the Town. When this line of main pipe was finally completed and incorporated in the system, there was a very noticeable reduction in the dynamic head at the pumps in Webster Meadow. Previously in 1936, with three units pumping 538,000 gallons per day, the average head was 222 feet. After the new line was opened and with three units pumping 688,000 gal- lons per day, the average head was 208 feet, showing a very desirable increase in efficiency. These figures in- dicate that twenty-eight percent more water was being pumped from this source through these mains under less pressure than had previously been possible.

Exploration for water was carried on at Humarock in January and February, but inasmuch as nine gallons per minute was the maximum pumped at any time, the work was abandoned at that location.
The well rig was then moved to Webster Meadow where two holes about fifty feet deep were drilled. These holes were twelve inches inside diameter and a six-inch Transite screen and well pipe was set in each one. A gravel wall was placed around the Transite and the well developed until each produced more than one hundred gallons per minute. Transite screen and pipe was used to eliminate corrosion. A six-inch turbine pump was set in each well and the discharge lines joined into a single line and connected to the suction side of a centrifugal booster pump, which forced the water into the main on Cornet Stetson Road. This combination of pumps worked very satisfactorily and furnished a very much needed additional supply of water at the time when it was demanded.
During the year various short extensions were made to the mains in different parts of the Town to supply domestic and fire service to new construction. Details of these extensions are in the accompanying tables. An extension was laid from the main in Front Street to the northerly end of the parking space where a hydrant was set to cover the rear of the business blocks on the easterly side of Front Street. At this time a cross was set in the line on the easterly side of Front Street. This connection was placed to allow for a future installa- tion of a six-inch main on the easterly side of Front Street. The six-inch main would supply service for all of the business blocks on the same side of the street, using a shorter service at less cost, and eliminating the cost of the work and the general disturbance and in-

terference with traffic and the undesirable conditions of the road surface, concurrent with trench excavations, that otherwise would necessarily have to be made across the entire width of the street.
An extension was also made at the Brook Street Fire Station, to set a hydrant on the southerly side of the station to be used in fire drill.
A project for laying a main from First Parish Road to the rear of the Jenkins School and setting two hy- drants for fire protection was presented to, and ac- cepted by, the W. P. A. The pipe and fittings and hy- drants were bought and delivered on the site of the work, but because W. P. A. labor has not been available, the work has not yet been started.
The Old Oaken Bucket pumping station and filters have, as part of the regular routine, been tuned up and placed in order, ready for emergency demand. The fil- ter machinery and the Diesel motor and pumps, and generator have been operated on several occasions to insure delivery of potable water if the demand should arise.
The fact that this demand has arisen several times during the last few years caused the Department con- siderable alarm and at a special Town Meeting on Mon- day, November 29, 1937, the Commissioners requested and received authority to borrow $40,000.00 for the pur- pose of erecting a standpipe and laying mains for con- nections to the system.
Because the unemployment condition was very seri- ous at this time, the Commissioners decided to use all the available funds in the Water Department, for labor.
