A glance at our harbor in the middle of July will immediately convince one of the benefits derived from the tax money spent on the deepening of the chan- nel and the enlarging of the anchorage basin. Our share in this project was small in comparison with the amount spent by the State and Federal Govern- ments and the revenue accruing to the Town is unending. Each yacht anchored within the basin is a customer for the Scituate Merchants and it shows that more and more people enjoy the beauties of our waterfront.
Scituate is growing, becoming more and more a settlement of year round residences. Good roads and better transportation facilities are wiping out dis- tances. The difference between our Winter and Summer populations is so great, being approximately a 5 to 1 ratio, the cost of some of the functions which the Town has to perform must seem high. Scituate is distinctively a Summer vacation land and in order to keep its attractive appearance and accommodate the ever increasing number who wish to enjoy the country and seashore we must improve our Parks and regulate the use of our waterfront. The problem which always presents itself where there are beaches is a hard one to solve. The prop- erty owners along the shore are entitled to a certain amount of privacy and the general public whose tax money is spent in the protection of these fore- shores should have some privileges. Your Board is trying to work out plans which allow the proper use of the beaches without great hardship to any and for the proper enjoyment of all.
The voters at the last annual meeting provided funds to be used in con- junction with Federal monies to relieve unemployment. Without this help our · burden of welfare would be much greater. A detailed report of these activi- ties will be found under the report of the Town W. P. A. Agent and the Town Accountant. On account of this phase of activity many streets have been re-

built, drains constructed, roadsides cleared, fire hazards eliminated, miles of piping added to the water system, records indexed, veteran's graves mapped and a beautiful playground constructed. Surely these are worthwhile projects which are of great value and will be enjoyed by the present as well as the future resi- dents.
We, in closing this report, wish to express our appreciation for the splen- did co-operation given us by the citizens in our efforts to fulfill our obligation in administration and pledge our best endeavor for your well being.

At a legal meeting of the inhabitants of the Town of Scituate qualified to vote in Elections and Town Affairs: held at the High School. Auditorium in said Scituate on Monday the sixth day of March, 1939 at, seven o'clock P.M .; order was called by Moderator Dennis. H. Shea. . 1

Fish be appointed to make a complete study of insurance matters in Town in any and all phases, especially as they apply to municipal property, private property and fire protection.
ARTICLE 5.
To see if the Town will authorize the Board of Public Welfare to contract at their descretion for the support of the Town's Poor, or act thereon. -Selectmen.

ARTICLE 6.
To see if the Town will vote to authorize the Town Treasurer, with the ap- proval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1st, 1940, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chap- ter 44, General Laws. -Selectmen.
VOTED: That the Town do authorize the Town Treasurer, with the ap- proval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January Ist, 1940, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. -Unanimous vote.
ARTICLE 7.
To hear the report of any Committee heretofore chosen, or act thereon.
VOTED: That the report of the School Site Committee be accepted and that a Committee of five, hereinafter named, be appointed to look into the mat- ter of School Housing for the Elementary Grades, as to the present conditions and future requirements therefor, the School Committee and Superintendent of Schools to be advisory therein, the Committee so appointed to hold a public hearing in connection with their study of the matter, and to report its recom- mendations for consideration at the next Annual Town Meeting or at any Spe- cial Town Meeting that may be called prior thereto.
The members of said Committee to be Mr. Winthrop Richmond, Mr. Elwood Damon and Mr. John Goodnow, and such member of the Planning Board and such member of the Advisory Board as the majority of the three named individ- uals shall designate.
ARTICLE 8.
To see what action the Town will take relative to the report of the Com- mittee appointed to make a study of a location for a central elementary school building, and to see what sum of money, if any, the Town will raise and appro- priate under this article. -School Committee.

ARTICLE 9.
To see what sum of money the Town will vote to transfer from the Excess and Deficiency Account to be used by the Assessors in reducing the taxes for the current year. -Advisory Board, Philip L. Schuyler, Chairman.
VOTED: To transfer from the Excess and Deficiency Account $20,000.00 to be used by the Assessors in reducing the taxes for the current year. -Unanimous vote.
ARTICLE 10.
Will the Town vote to appoint a Committee consisting of a member of each of the Board of Selectmen, School Committee, Fire Engineers, and Advisory Board to study the insurance needs of the Town and bring in a report with recom- mendations, if any, at a future Town Meeting.

ARTICLE 11.
To see if the Town will appoint a Committee of five, comprised of one member from each of the following Boards: Board of Selectmen, Board of Pub- lic Welfare, School Committee, Board of Health, and the Chairman of the Ad- visory Board to make a survey of the medical, nursing and hospitalization costs; findings and recommendations of the Committee to be made available to the re- spective departments and the Town at the next Town Meeting.

ARTICLE 12.
To see if the Town will vote to instruct all Departments to consult with the Selectmen before purchasing supplies, where such supplies are in common use in other departments and particularly the following: Fuel, gasoline, lubricat- ing oil, tires, and any other commodity where a saving can be made by com- bining purchases and when practical to contract under competitive bids there- for. -Advisory Board, Philip L. Schuyler, Chairman.
VOTED: To instruct all Departments to consult with the Selectmen before purchasing supplies where such supplies are in common use in other departments and particularly the following: fuel, gasoline, lubricating oil, tires, and any other commodity where a saving can be made by combining purchases and when practical to contract under sealed competitive bids.
ARTICLE 13.
To see if the Town will vote to transfer the Dog Fund received from the County to either the Schools or Libraries, or act thereon. -Selectmen.
VOTED: That the amount of money received from the Dog Fund be divided one-third each equally between the School Department, the Pierce Memorial Li- brary and the Allen Memorial Library.

To see if the Town will accept the provisions of Chapter 133, Sections 1 and 2 of the Acts of 1938 relative to appeals under the Zoning By-Laws. -- Selectmen.

To see if the Town will accept the layout of the Selectmen in accordance with a plan on file in the Town Clerk's Office as it refers to the taking of land and construction of road way on Turner Road at its intersection with Tilden Road, and raise and appropriate the sum of $25.00 for land damages and the sum of $375.00 for the necessary road construction, or act thereon. -Selectmen.

To see if the Town will raise and appropriate the sum of $2,000.00 to ex- tend the sidewalk on the Easterly side of Jericho Road, Northerly for a dis- tance of 500 feet and to install the necessary catch basins and drainage essen- tial to the construction of said sidewalk, or act thereon.

ARTICLE 33.
To see if the Town will raise and appropriate the sum of $215.00 for addi- tional land damages and the sum of $3,750.00 to be expended in conjunction with a like sum of $3,750.00 from the County of Plymouth and such sum as the Department of Public Works shall authorize for an extension of work now contracted for in rebuilding Gannett Road, and that of the total of said $215.00 and $3,750.00 amounting to $3,965.00, the sum of $627.33 be transferred from the unexpended balance from the appropriation for the construction of Henry Turner Bailey Road and that the sum of $3,337.67 be raised from the current tax levy for the above stated purpose, or act thereon. -Selectmen.

ARTICLE 34.
To see if the Town will authorize the Town Accountant to transfer to the Excess and Deficiency Account the sum of $647.67 representing an unexpended balance appropriated under Article 38 of the Annual Town Meeting of March 7, 1938 to conduct a study relative to the installation of a Public Sewer System, or act thereon. -Selectmen.

To see if the Town will raise and appropriate $20,000.00 to be administered by the Selectmen as a general unemployment relief fund for the Town's share of materials, trucking, and other necessary expenses in connection with Federal unemployment projects and for any proper Town improvement approved by the Selectmen who shall make appropriate rules for the employment of citizens of the Town in need thereof; or act thereon. -Selectmen.
