REPORT OF THE BOARD OF SELECTMEN


The report of the Selectmen for the year 1938 records completion of several much needed improvements and the accomplishment so far as financing obtains of others under process of construction. The enlargement and im- provement of the Town's Parking area East of Front St., we believe is a distinct credit to the Town and the con- struction of the new Water Tower on Mann Lot Road with its capacity of one and a quarter million gallons was undoubtedly the answer to the most critical condit- ions facing us, namely an adequate water storage. The improvement of Scituate Harbor under an appropriation of approximately $140,000 by the Federal Government and over $100,000 by the Commonwealth and Town has been started and when completed later in 1939 will give us a Harbor that we may well be proud of. The new Rec- reational Park at North Scituate being built under a W. P. A. Project, although incompleted at this writing already shows promise of its fulfiliment as an ideal play- ground and recreational center for that section of the Town. The rebuilding of Gannett Road under joint par- ticipation of the State, County and Town has been started and that section now contracted for will be completed this coming Spring. The final consumation of this improve- ment, if carried to completion, will be expensive and will require co-operative projects through these three agen- cies under so called Chapter 90 proceedings for the next four or five years unless larger annual appropriations are authorized for this purpose. The financial condition of the Town is apparently on an excpetionally good basis as is evidenced by the Treasurers ability to borrow un- der more favorable terms than almost any municipality in the State. Anticipation notes (notes issued in anticipa-

tion of current revenue) have been issued during the past year for less than one Fourth of one percent per Annumn and notes for terms of five years at a rate of less than one percent per Annum. We were faced this Fall with an assessment for the State Tax more than double the amount estimated by the Tax Commissioners at the time our Assessors established our tax rate but due to receipts accruing to the Town which were also underestimated the net payment due the Commonwealth was less than in 1937. We hope the receipts from the State in 1939 will be equally favorable. Our tax rate for 1938 was $32.00 per thousand, a decrease of $.60 over the previous year and $5.00 under the State Average and it is entirely de- sirable that this rate shall not be increased in the coming years. The cost of conducting the various welfare agen- cies represents an increase over the previous year and had it not been for the very generous allotment of W. P. A. Funds for labor, and increase in quota of assigned W. P. A. Workers from 35 men in December of 1937 to 120 during the greater part of the present year the general Welfare load would of necessity have been much greater than it was. The picture presented in this report up to the present has been one of accomplishment and finan- cial soundness, but it seems wise and perhaps necessary that we present a more serious and less favorable phase of local conditions as they refer to our unemployment problem. The situation in this respect is perhaps more acute now than ever before and this in spite of the larger W. P. A. quota. Several factors contribute toward this condition but perhaps the curtailment in employment on our farms and in building operations are the principal causes. With reference to farm employment in the future it is not expected that there will be any improvement but perhaps the opposite may be expected. We are, however, hopeful of a resumption of home building operations but
