Article 4. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1957, and to issue note, or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44, Section 17, General Laws.


Article 5. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.


Article 6. To see if the Town will vote to raise and appropriate a sum of money for the construction of a section of High Street, said money to be used in conjunction with any money allotted by the State or County, or do or act anything in relation thereto.


Article 7. To see if the Town will vote to raise and appropriate a sum of money for the widening and the improvement of Main Street from Pleasant Street to Miller Street, said money to be used in conjunc- tion with any money allotted by the State or County or both, or do or act anything in relation thereto.


Article 8. To see if the Town will vote to raise and appropriate a sum of money for the permanent widening and improvement of Main Street between Miller Street and Park Street, in accordance with the provisions of Chapter 718 of the Acts of 1956, or do or act anything in relation thereto.


Article 9. To see if the Town will vote to accept as public ways the following private ways off Spring Street.


Kingsbury Drive which commences on the westerly side of Spring Street and extends in a westerly direction for a distance of approxi- mately 383 feet to Bartlett Avenue, a private way;


Bartlett Avenue which commences at Kingsbury Drive, a private way, and extends in a northwesterly direction for a distance of approximately 635 feet to Pine Grove Road, a private way;


Pine Grove Road which commences on the westerly side of Spring Street and extends in a westerly direction for a distance of approxi- mately 480 feet to Bartlett Avenue, a private way;


as laid out by the Selectmen and as shown on the plans and orders of layout on file in the Town Clerk's office; authorize the Selectmen to acquire by eminent domain or otherwise such rights, titles, and ease- ments on such lands as are necessary therefor to accomplish said pur- poses or do or act anything in relation thereto.

Article 10. To see if the Town will vote to authorize the Water and Sewerage Board to appoint one of its members as Water Superin- tendent, or do or act anything in relation thereto. (Water and Sewerage Board)


Article 11. To see if the Town will vote to raise and appropriate a sum of money for the purchase of a new truck for the Water Depart- ment and authorize the sale or trade of the present truck as a part of the purchase price, or do or act anything in relation thereto. (Water and Sewerage Board)

Article 13. To see if the Town will vote to accept Sections 42, 43, and 44 of Chapter 48 of the General Laws, as amended, relating to the establishment of a Fire Department or do or act anything in relation thereto. (Fire Department)


Article 14. To see if the Town will vote to raise and appropriate a sum of money to replace electric wiring and switchboard panel to the Town Hall building, or do or act anything in relation thereto. (Fire Department)


Article 15. To see if the Town will vote to raise and appropriate a sum of money for the purchase of fire hose for the Fire Department or do or act anything in relation thereto. (Fire Department)


Article 16. To see if the Town will vote to increase the term of the office of Tree Warden from one (1) year to three (3) years, said three-year term of office to commence in the year 1958, or do or act anything in relation thereto. (Tree Warden)


Article 17. To see if the Town will vote to raise and appropriate and/or borrow a sum of money for the purchase of a truck and winch for the use of the Tree and Moth Departments, and authorize the trade of the present Ford truck, or do or act anything in relation thereto. (Tree Warden)


Article 18. To see if the Town will vote to accept as a gift from Ella C. Marcionette for the purposes of a school to be known as the AMOS CLARK KINGSBURY SCHOOL a parcel of land in Medfield, Norfolk County, Massachusetts, situated off the southeasterly side of Pound Street and bounded and described as follows:

SOUTHEASTERLY by land now or formerly of Esther B. Bristol, one thousand sixty-eight and 79/100 (1,068.79) feet;


SOUTHWESTERLY by land now or formerly of Henry C. and Mary E. Bridge, two hundred forty-three and 39/100 (243.39) feet;


NORTHWESTERLY by other land of Ella C. Marcionette, one thousand twenty-three and 29/100 (1,023.29) feet; and


NORTHEASTERLY by land now or formerly of William C. and Barbara R. Blackett, two hundred forty (240) feet.


Containing 260,811 square feet or 5.987 acres according to a Plan of Land in Medfield, Mass., dated December 31, 1956, by Cheney Engineering Co.,


Together with a right of way for all purposes for which ways are now or hereafter may be used in Medfield, in common with the grantor, throughout the strip of land forty-feet wide, shown as "way" on said plan, between the premises described above and Pound Street:

Article 19. To hear the report of the Committee appointed at the 1956 Annual Town Meeting to acquire necessary land; and to appropriate a sum of money for their future needs in 1957, and there- fore conduct an architectural study with preliminary plans for the remodelling of the Town House for the best possible use of the munici- pal departments; and to appropriate a sum of money for an architectural survey and preliminary plans for the building of a combination fire and police station, or do or act anything in relation thereto (Land Acquisition Committee)


Article 20. To see if the Town will vote to raise and appropriate a sum of money to install an 8" water main in High Street from the corner of South Street to the corner of Forest Street, a distance of approximately 4600 feet. To see if the Town will vote to raise and appropriate a sum of money to install an 8" water main in High Street from the corner of South Street in a southerly direction to about 600 feet, this installation to be in accordance with the regulation relative to water main assessments approved by the Town, March 14, 1956. To see if the Town will vote to hear the Report of the Committee appointed under Article 52 of the Annual Town Meeting of March 12, 1956, "to look into the cost and feasibility of having a professional evaluation of real estate in the Town made by a private company, said committee to make a report and recommendations to the Town at the next annual Town Meeting". Article 27. To see if the Town will vote to authorize and direct the Board of Assessors, or other Town Board, to contract with any person, persons or corporation for the purpose of having a professional evaluation made of all real estate situated in the Town of Medfield, and to see what sum the Town will vote to raise and appropriate, transfer, or borrow for said purpose, or do or act anything in relation thereto. Article 28. To hear the report of the Swimming Pool Committee appointed at the Special Town Meeting of November 26, 1956. (Swim- ming Pool Committee)

Article 36. To see what sum the Town will vote to raise and appropriate for the installation of a street light on Line 35 Pole/3 on Granite Street, approximately across the street from land of John Spender et ux, or do or act anything in relation thereto. (Petition of George C. Baker and others)


Article 37. To see if the Town will vote to authorize the Moderator to appoint a committee of five (5) members for the purpose of evaluat- ing the present form of the warrant for the annual town meeting and making recommendations concerning any changes it might deem ad- visable, said committee to report to the next annual town meeting, or at any intervening special town meeting. Article 39. To see if the Town will vote to accept the following pay scale for patrolmen in the Police Department of the Town of Medfield, to become effective upon its passage:


Minimum Maximum $4,500 per year


$3,600 per year


Salary adjustments from minimum to maximum to be set on a three year basis with an annual increase of $300.00 per year, provided however that no officer presently employed shall receive a less sum than his present salary schedule, or do or act anything in relation thereto. Article 40. To see if the Town will vote to accept the provisions of Section 16C of Chapter 147 of the General Laws providing for a five day week for members of the police forces in cities and towns, or do or act anything in relation thereto. (Petition of Ruth F. Dornig and others)


Article 41. To see if the Town will vote to amend the Zoning By- Law and the Zoning Map of the Town of Medfield, as amended, by removing the following described parcel of land in the Town of Medfield from the provisions of "Section IV Business District Uses" and placing the same under the provisions of "Section V Industrial District Uses" or do or act anything in relation thereto.


The parcel of land sought to be rezoned is described as follows:


NORTHEASTERLY by Park Street;


NORTHWESTERLY by Main Street;


SOUTHWESTERLY by the location of the Mansfield and Framing- ham Branch of the New York, New Haven & Hartford Railroad and SOUTHEASTERLY by the southeasterly line of Oak Street as that line would be extended in a southwesterly direction to the Right of Way of the said branch of the New York, New Haven & Hartford Railroad.

REPORT OF THE BOARD OF SELECTMEN


The Board of Selectmen respectfully submit to the citizens of the Town their report for the year 1957.


Each year as the Town grows the business of the Town increases. Consequently, the report of the Board of Selectmen becomes lengthier. The Selectmen also notice the increased interest of the people in their local government. Therefore, the Selectmen attempt each year to review major problems and make certain recommendations to the people so that they will have background information to help them not only at the Town Meetings but provide the basis for constructive suggestion throughout the year.


Although many pages could be written about the many problems of the Town, the major ones that deserve your consideration are con- tained in the following report.


WIRING FEES.


Under Article 3 of the Special Town Meeting of May 19, 1952, the Town unanimously voted to establish a Wiring By-Law under the pro- visions of Chapter 529 Acts of 1949. Because the fees collected were insufficient to make the Department self-sufficient, the Wiring In- spector recommended that the fees be increased. The Selectmen included Article 63 in the Annual Warrant for the year 1953 which specified a new schedule. However, the Town referred the matter to the By-Law Committee for further study.
