To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1959, and to issue note, or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44, Section 17, General Laws.


Article 5. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.

Article 6. To see if the Town will vote to accept as a public way, Winter Street, which extends in an easterly and northeasterly direction from North Street to Pine Street for a distance of approximately 1400 feet as relocated by the Selectmen and as shown on a plan entitled "Plan of Relocation and Widening of Winter Street, between North and Pine Streets" and on file in the Town Clerk's Office and to authorize the Selectmen to acquire by eminent domain or otherwise such rights, titles and easements as may be necessary to accomplish said purpose.


Article 7. To see if the Town will vote to accept as a gift an easement for drainage purposes running between Nebo Street and Mill Brook (so-called), said easement to be over the land shown as "20' Drain Easement" on Land Court Plan No. 24576B duly filed with Norfolk Registry District of the Land Court, or do or act anything in relation thereto.


Article 8. To see if the Town will vote to raise and appropriate the sum of $5,250.00 for the construction of High Street, said money to be used in conjunction with money allotted by the State and County, or do or act anything in relation thereto.


Article 9. To see if the Town will vote to raise the sum of $5,000.00 and appropriate the same to an account to be designated the Street Improvement Account; said money to be expended in 1959 for the improvement and surfacing of Grove Street and for installing drainage in Dale Street, or do or act anything in relation thereto.


Article 10. To see if the Town will vote to raise and appropriate and/or borrow a sum of money for the purchase of a pick-up truck for the use of the Highway Department and authorize the Selectmen to trade the present pick-up truck as part of the purchase price, or do or act anything in relation thereto.


Article 11. To see if the Town will vote to raise and appropriate and/or borrow the sum of $7,500.00 for the purchase of a used road grader for the Street Department, or do or act anything in relation thereto.


Article 12. To see if the Town will vote to raise and appropriate the sum of $2,200.00 payable to the County of Norfolk as reimbursement for land damages paid in the first instance by the County of Norfolk to Elizabeth Koch for settlement of a suit for damages by Superior Court Petition No. 59654 in the matter of the relocation of High Street and further sum of $1,075.00 incurred as expenses of said suit, said sums amounting in the whole to Thirty-two Hundred and Seventy-five Dollars ($3,275.00).


Article 13. To see if the Town will vote to adopt the existing Plumbing Regulations of the Town of Medfield under the authority

of Chapter 142 of the General Laws (Ted. Ed.) as amended, or do or act anything in relation thereto.


Article 14. To see if the Town will vote to amend Section 6 of the Wiring By-Law accepted under Article 3 of the Special Town Meeting of May 9, 1952, by deleting said Section 6 and substituting therefor the following section:


Section 6. Fees for wiring permits shall be determined and fixed from time to time by the Board of Selectmen and shall become effective after publication in a newspaper of general publication within the Town, or do or act anything in relation thereto. (Wiring Inspector)


Article 15. To see if the Town will vote to authorize the Water and Sewerage Board to appoint one of its members as Water Superin- tendent, or do or act anything in relation thereto. (Water and Sewerage Board)


Article 16. To see if the Town will vote to raise and appropriate and/or borrow a sum of money for the purchase of a truck and winch for the use of the Tree and Moth Departments, and authorize the trade of the present truck, or do or act anything in relation thereto.


Article 17. To hear the report of the Committee appointed under Article 19 of the Special Town Meeting of September 8, 1958, for the purpose of a proposed new fire and police station, or do or act anything in relation thereto.


Article 18. To see if the Town will vote to authorize the Com- mittee appointed under Article 19 of the Special Town Meeting of September 8, 1958, to employ architects for the purpose of securing necessary preliminary plans and estimates for a fire and police station, and to raise and appropriate a sum of money for the cost of this work or do or act anything in relation thereto.


Article 19. To see if the Town will vote to establish a Recreation Commission to function under the provisions of General Laws, Chapter 45, Section 14, and to determine in what manner the membership thereof shall be elected or appointed, or do or act anything in relation thereto.

To see if the Town will vote to instruct the Selectmen to petition the Boston Edison Company to install one street light on Pole No. 6 Spring Street, the cost of the same to be taken from the regular Street Light Account, or do or act anything in relation thereto. By virtue of this warrant, I have notified and warned the inhab- itants of the Town of Medfield qualified to vote in elections to meet at the time and for the purpose named by posting attested copies of said warrant in not less than five public places in the town at least seven days before the time of holding the meeting.

ANNUAL TOWN MEETING FOR THE ELECTION OF OFFICERS March 2, 1959


Pursuant to the foregoing warrant the meeting was opened at 12:00 o'clock noon by Joseph A. Roberts, Presiding Officer with the reading of said warrant through Article 1. The ballot box had been previously checked and found in good working order, instructions to voters and specimen ballots posted at the entrance and within the polling place. The following persons were sworn in and assigned to their duties: Mary Mair Etienne and Alice Ripley distributing ballots, Lorraine Ricci, Charlotte Randolph, Viola Burr, Beatrice Bangs, Joseph Mair, Margaret Kennedy, Hildegarde Munson, Constance Knight as tellers, Anne Young and Alice Hogan checking at the ballot box and Thomas Clancy in charge of the ballot box.


The polls were declared closed at 8:00 P.M.


The ballots were counted in open meeting and after tabulation the results were announced as follows:


A record vote for town elections was cast, 1397. (Regist. Voters- 2160.)

Article 24. Voted to hear and act on the reports of any committees previously appointed.


Article 25. Voted to authorize the Moderator to appoint any com- mittees which shall report at a future town meeting on whatever matter is assigned to it or them.
