Article 13. To see if the Town will vote to adopt the existing Plumbing Regulations of the Town of Medfield under the authority of Chapter 142 of the General Laws (Ter. Ed) as amended, or do or act anything in relation thereto.


Article 14. To see if the Town will vote to amend Section 6 of the Wiring By-Law accepted under Article 3 of the Special Town Meeting of May 9, 1952, by deleting said Section 6 and substituting therefor the following section:

Article 16. To see if the Town will vote to raise and appropriate. and/or borrow a sum of money for the purchase of a truck and winch. for the use of the Tree and Moth Departments, and authorize the. trade of the present truck, or do or act anything in relation thereto.


Article 17. To hear the report of the Committee appointed under. Article 19 of the Special Town Meeting of September 8, 1958, for the. purpose of a proposed new fire and police station, or do or act anything: in relation thereto.


Article 18. To see if the Town will vote to authorize the Com -. mittee appointed under Article 19 of the Special Town Meeting of September 9, 1958, to employ architects for the purpose of securing necessary preliminary plans and estimates for a fire and police station, . and to raise and appropriate a sum of money for the cost of this work or do or act anything in relation thereto.


Article 19. To see if the Town will vote to establish a Recreation Commission to function under the provisions of General Laws, Chapter 45, Section 14, and to determine in what manner the membership thereof shall be elected or appointed, or do or act anything in relation thereto.


Article 20. To see if the Town will vote to instruct the Selectmen to petition the Boston Edison Company to install one street light on Pole No. 6 Spring Street, the cost of the same to be taken from the . regular Street Light Account, or do or act anything in relation thereto. Article 21. To see if the Town will vote to instruct the Selectmen to petition the Boston Edison Company to install street lights on four - (4) poles on Cross Street, Medfield, the cost of same to be taken from the regular Street Light Account, or do or act anything in relation thereto. Article 22. To see if the Town will vote to transfer from Available . Funds in the Town Treasury and/or borrow a sum of money for the . purpose of installing a drainage system for street surface water in Curve Street and South Street for a distance of approximately 500 feet : and from South Street to South Plain Brook (so-called), or do or act anything in relation thereto.


Article 23. To see if the Town will vote to amend the Zoning By-Laws of the Town of Medfield adopted April 5, 1938, and amend- - ments thereto, and as on file with the Town Clerk by removing the

REPORT OF THE BOARD OF SELECTMEN


December 31, 1959


The Board of Selectmen respectfully submit to the citizens of the Town their report for the year 1959.


On March 3rd at 8:00 P.M. the Board met and was duly organized: Harvey M. Hamilton, Chairman, Austin C. Buchanan, Clerk, and Joseph A. Roberts, third member.


The usual appointments were made and during the year the Police Department was brought up to its authorized strength with the appoint- ment of a chief and two permanent patrolmen.


During the year a study was made and the Board voted- to change the polling place from the Town Hall to the Memorial School Audi- torium. This was deemed advisable for the general convenience of the public.


The School Bonds were issued at a time most favorable to the Town and far enough in advance of construction to enable the reinvestment of a substantial amount of this bonded money to the economic advan- tage of the Town.


After a careful study of surrounding towns, rules and regulations for the Ambulance were adopted and the enforcement and administra- tion of this vital unit was placed under the responsibility of the Chief of Police.


During the painting of the Town Hall, we were again made aware of the condition of the flat tar and gravel roof of this building. This roof has not been repaired in over 27 years and we are requesting the sum of $2,000.00 in the Town Hall budget to make necessary repairs.


To those who have contributed so generously of their time and expense to the general welfare of the Town, we wish to express our appreciation and gratitude.

REPORT OF THE BOARD OF PUBLIC WELFARE


January 11, 1959


To the Honorable Board of Selectmen:


The following is the report of the Board of Public Welfare for the year 1959.


A total of 44 Old Age Assistance cases, 5 Aid to Dependent Children cases, 4 Disability Assistance cases and 7 General Relief cases were administered during the year. Fourteen applications for aid were received and processed. Eight applicants were found eligible and were aided. Six applicants were found ineligible.

The Medical Care Plan, although administratively complex in its operation, seems to be providing competent administrative control. The continuing increase in medical expenses is a serious problem which faces each and every one of us, but it is an even greater problem in Public Welfare because the larger percent of our case load is com- prised of aged and ill persons who must have adequate care. Although hospital care, in accordance with the State Medical Plan, has increased periodically, beginning January 1, 1960, it shows an increase cost for care in all hospitals in the State, which should be of grave concern to all.


During the year 1959 there were many changes in the Public Welfare field. Some of the more important changes were:


1. An increase in grants given under Old Age and Survivors Insurance and Old Age and Survivors Disability Insurance, which became an added resource.


2. A revision of the method used for re-budgeting for standard item of Fuel and Light.


3. A change in the method of claiming monthly reimburse- ments.


Mrs. Helen E. Kennedy, Senior Clerk and Mrs. Doris M. Carr, Director of Public Assistance have continued to serve this Board of Public Welfare commendably. For their able assistance during the year the Board wishes to publicly thank them.

In conclusion this Board wishes to acknowledge its appreciation for the excellent cooperation given this Board by the Town Officials, Doctors and private businessmen and to extend publicly their thanks.

REPORT OF THE BOARD OF HEALTH


To the Honorable Board of Selectmen:


We hereby respectfully submit our Report of the Board of Health for the year ending December 31, 1959.


The Board has issued licenses to dealers selling, buying or trans- porting Methyl Alcohol or Wood Alcohol, so-called, or any preparation other than Shellac or Varnish; the manufacturing of Ice Cream; and a license to Funeral Directors for the establishment and maintaining of a Funeral Home.


The garbage collection contract was renewed and collections were made twice a week during the summer months and once a week during winter months.


The Medfield Dental Clinic is under the supervision of the Board of Health and is held at the Memorial School. All elementary school children were examined and treatment was started on all children desiring work at the clinic.

We feel certain that the number of communicable diseases re- ported to the Board of Health does not reflect the actual number of cases. Please bear in mind that according to the General Laws of the Commonwealth, "If a physician knows or has cause to believe that a person whom he visits is infected with a disease declared to be dan- gerous to the public health . he shall immediately give written notice thereof, signed by him , " and when a householder knows that a person within his family or house is sick with a disease dan- gerous to the public health he shall immediately give written notice thereof to the Board of Health in the manner required by the statute, provided however, that in cases where a physician has been called in, the physician's notification will be accepted in place of the householder.


During the year several complaints were taken care of by the Board.

REPORT OF INSPECTOR OF ANIMALS


Medfield, Mass., December 31, 1959


To the Honorable Board of Selectmen:


I hereby submit my report for the year ending December 31, 1959.


The dogs known to have bitten persons were quarantined and released at the end of the quarantine period. There have been a large number of dog bites reported.


In the annual inspection there were 133 cattle, 59 horses, 37 sheep and 11 swine.


The animals showed no signs of contagious diseases and the premises were found in a satisfactory condition.

During the past year the usual spraying of the entire roadside trees for the control of the Gypsy Moth and the Elm Leaf Beetle was carried on. This coming year we anticipate the need for additional spraying on the Oaks for the Solitary Oak Leaf Miner which was so destructive during 1959. I recommend that $1,400.00 be appropriated for Moth work for 1960.


The Dutch Elm Disease control work was carried out with the removal of approximately fifty-four dead and diseased Elms in 1959, also fourteen stumps were removed. Spraying for the Elm Bark Beetle was carried out along with the sampling of sick Elms. I recom- mend that $4,000.00 be appropriated for 1960.


The program for the control of Poison Ivy was carried on the same as in previous years. The results of our spraying has been very good and the need for additional spraying is lessening. I recommend $300.00 be appropriated to keep it on the decrease.


Routine pruning was carried on throughout the year along with the removal of eighteen dead or dangerous trees and four stumps. I recommend $3,000.00 be appropriated for the Care of Trees for 1960.


Our tree planting program was resumed this spring with the plant- ing of fifty-four trees of various species and varieties. I recommend $500.00 be appropriated for this work in 1960.
