To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1958, and to issue note, or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44, Section 17 General Laws.

Article 5. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.


Article 6. To see if the Town will vote to accept as a public way that part of Grove Street which commences on the easterly side of West Street, a public way, and extends in a southerly and easterly direction for a distance of approximately 1063.34 feet to that section of Grove Street accepted by Article 20 of the Adjourned Annual Town Meeting of March 14, 1955, as laid out by the Selectmen and as shown on a plan entitled "Plan of Relocation and Widening of Grove Street, Medfield, Mass." dated January 15, 1958, and on file in the Town Clerk's Office and to authorize the Selectmen to acquire by eminent domain or otherwise such rights, titles, and easements as may be necessary to accomplish said purpose.


Article 7. To see if the Town will vote to transfer the sum of $899.93 from the unexpended balance of an amount appropriated under Article 12 of the Annual Town Meeting of 1955 and amounts borrowed in connection therewith and/or raise and appropriate and/or borrow a sum of money for the construction of High Street; said money to be used in conjunction with money allotted by the State, and County, or do or act anything in relation thereto.


Article 8. To see if the Town will vote to raise and appropriate a sum of money for the purpose of replacing the surface flooring of the overhead bridge on Curve Street, or do or act anything in relation thereto.


Article 9. To see if the Town will vote to raise and appropriate a sum of money for the purpose of purchasing a pick-up truck for the Street Department, and authorize the Selectmen to trade the present pick-up truck as part of the purchase price, or do or act anything in relation thereto.


Article 10. To see if the Town will vote to raise and appropriate, and/or borrow a sum of money for the purpose of purchasing a sidewalk tractor and plow, and bulldozer conversion and blade, and authorize the Selectmen to trade the present sidewalk tractor as part of the purchase price, or do or act anything in relation thereto.


Article 11. To see if the Town will vote to raise and appropriate and/or borrow in accordance with Chapter 44 of the General Laws, and/or transfer from the Stabilization Fund established under Article 30 of the Annual Town Meeting of 1956, a sum of money for the purchase of an ambulance and accessories, and authorize the Selectmen to trade

the present ambulance as part of the purchase price, or do or act any- thing in relation thereto.


Article 12. To see if the Town will vote to accept as a gift an easement in lands of John D. Williams and Beatrice B. Williams as heretofore granted to the Town of Medfield by instrument recorded with Norfolk Deeds at Book 3610, Page 556.


Article 13. To see if the Town will vote to accept as a gift an easement in lands of Harrison K. and Jacqueline M. Dutton and Burton S. Hooker, as heretofore granted to the Town of Medfield.


Article 14. To see if the Town will vote to adopt the following Town By-Law, or do or act anything in relation thereto.


By-Law. The Park and Planning Board of the Town of Medfield, shall in behalf of the Town of Medfield, determine and designate the street number for all buildings built or to be built upon all lots shown on any sub-division plan hereafter submitted to it for formal approval by it under the provisions of the Sub-Division Control Law, so-called.


Article 15. To see if the Town will vote to authorize the Water and Sewerage Board to appoint one of its members as Water Superin- tendent, or do or act anything in relation thereto. (Water and Sewerage Board)


Article 16. To see what sum of money the Town will vote to raise and appropriate, borrow, and/or transfer for the purpose of purchasing for water standpipe purposes of 40,000 square feet of land on Mt. Nebo, so-called said premises being shown on a certain "Plan of Proposed Standpipe Lot and Right of Way to be acquired by the Town of Med- field, Mass., Cheney Engineering Co., Needham, Mass., February 15, 1957" which said plan is on file in the Office of the Water and Sewerage Board, or do or act anything in relation thereto. Article 17. To see if the Town will vote to purchase, take by eminent domain or accept as a gift from sundry owners an easement in, on, over and under several parcels of land all being shown as "Right of Way" on a certain "Plan of Proposed Standpipe Lot and Right of Way to be acquired by the Town of Medfield, Mass., Cheney Engineering Co., Needham, Mass., February 15, 1957" which said plan is on file in the Office of the Water and Sewerage Board, and to see what sums of money the Town will vote to raise and appropriate for any of the foregoing purposes, or do or act anything in relation thereto. Article 18. To see if the Town will vote to raise and appropriate and/or borrow a sum of money for the purchase of a truck and winch for the use of the Tree and Moth Departments, and authorize the trade of the present truck, or do or act anything in relation thereto. (Tree Department)


Article 19. To see if the Town will vote to appoint a committee and authorize said committee to prepare and/or secure plans, speci- fications, and estimate costs for a fire and police station, to report at a future Town Meeting, and to raise and appropriate a sum of money to defray any costs of said committee, or do or act anything in relation thereto. (Fire Department)


Article 20. To see if the Town will vote to amend the Zoning By-Law of the Town of Medfield as amended March 1957, by adding to Section II, "AA", "A", "C", Residence District Uses, Paragraph 8, the following, or do or act anything in relation thereto.


(i) Alteration to single or multi-family residences so as to adapt them to additional limited multiple family use upon the following conditions:


(1) That there will be no change in the existing district use and the approval shall automatically cease when the structure is removed.


(2) That a minimum floor space of five hundred (500) square feet per family unit be provided.


(3) That satisfactory off street parking must be provided.


(4) That each family unit must be a complete housekeeping unit.


(5) That additions or appurtenances may not be added with- out the prior approval of the Board of Appeals, except for openings for ingress and egress, for necessary stairs and steps including shelters therefore, and for the provisions of the housing of one motor vehicle per family unit.


(6) And upon other conditions as may lawfully be required by the Board of Health, the Building, Plumbing and Wiring Inspectors, and the Board of Appeals, not inconsistent with the foregoing. (Park and Planning Board)


Article 21. To see if the Town will raise and appropriate the sum of two hundred fifty-dollars ($250.00) for the purpose of repairing the existing rail fence along Frairy Street beside Baker's Pond, or do or act anything in relation thereto. (Park Planning Board)

Article 22. To see if the Town will raise and appropriate the sum of one hundred fifty dollars ($150.00) for the purpose of installing a drinking fountain adjacent to the tennis court on Adams Street, or do or act anything in relation thereto. (Park and Planning Board)


Article 23. To see what sum of money the Town will vote to raise and appropriate or transfer to the Park and Planning Board for the repair and maintenance of the structures and land on that portion of Metacomet Park which is being used by the Little League, so-called, said sum to be expended for said purposes by the Park and Planning Board in consultation with the officers of the Medfield Little League Association, or do or act anything in relation thereto. Article 24. To see if the Town will vote to accept the following pay scale for a police chief:


Minimum $4,700 per year, or $90.38 per week


Maximum $5,700 per year, or $109.61 per week


To be increased at the rate of $333.33 per year or approximately $6.40 per week until the maximum has been reached. Maximum time from minimum to maximum of the rate range is three years. (Special Police Committee)


Article 25. To see if the Town will vote that the police chief draw up a set of "Police Regulations" to be presented to the Select- men for their approval and in turn to the Town for approval as soon as possible after his appointment. (Special Police Committee)


Article 26. To see if the Town will vote to accept the following pay scale on a forty-hour week for patrolmen in the Police Depart- ment of the Town of Medfield:


Minimum $3,380 per year, or $65.00 per week Maximum $4,300 per year, or $82.69 per week


To be increased at the rate of $230.00 per year, or approximately $4.42 per week until the maximum has been reached. Maximum time from minimum to maximum of the rate range is four years.


Minimum 8 men - $27,040 per year


Maximum 8 men - $34,400 per year


No officer presently employed shall receive a less sum than his present salary schedule. (Special Police Committee)

Article 27. To see if the Town will vote to accept the following vacation schedule for members of the police force:


One year's service - Two weeks Five years' service - Three weeks


Ten years' service - One month

Article 28. To see if the Town will vote to accept the following rules pertaining to uniforms of the police force:


That each new member shall be given complete regulation uniform and equipment at the Town's expense, and each regular full-time member of the police force be granted an allowance not to exceed $50.00 per year for replacement costs. Complete uni- forms to be worn at all time when on duty, and not to be used when off duty. (Special Police Committee)


Article 29. To see if the Town will vote to accept the following regulations in regard to sick leave for the police force. Any regular full time employee shall be granted sick leaves aggregating not more than fifteen working days per year, without loss of pay. Sick leave will not be accumulative. For the protection of the Town, presenta- tion of a doctor's certificate as proof of incapacity to work will be required. (Special Police Committee)


Article 30. To see if the Town will vote to raise and appropriate the sum of $500 to purchase insurance covering a period not to exceed six months, for the purpose of providing occupational job coverage in the amount of $150 per month for members of the police force. (Special Police Committee)


Article 31. To hear and act on the report of any special com- mittee appointed at any previous Special Town Meeting or Annual Town Meeting or appointed by the Moderator or Selectmen as author- ized by the vote of the Town.


Article 32. To see if the Town will vote to choose, authorize the Moderator or Selectmen to appoint a committee or committees which shall report at a future Town Meeting on whatever matter is assigned to it, or them, at this meeting, or do or act anything in relation thereto.


Article 33. To see if the Town will vote to appoint a committee of five members and authorize it to make arrangements and to spend

Article 37. To see if the Town will vote to instruct the Selectmen to petition the Boston Edison Company to install three street lights on Charlesdale Road and two street lights on Richard Road, the cost of same to be taken from the regular street light account, or do or act anything in relation thereto. Article 38. To see if the Town will vote to raise and appropriate and/or borrow a sum of money for the installation of drainage and for surfacing Dale Street between Grove Street and Bridge Street, or do or act anything in relation thereto. (Petition Jane E. Stubblebine and others)


Article 39. To see if the Town will vote to accept the following pay scale for Patrolmen in the Police Department of the Town of Medfield to become effective upon passage:


Minimum $3600.00 per year

REPORT OF THE BOARD OF SELECTMEN


The Board of Selectmen respectfully submit to the citizens of the Town of Medfield their report for the year 1958.


WIRING FEES:


In the 1957 report of the Selectmen it was reported that the cost of operating the Office of the Wiring Inspector between 1952 and 1956 was $722.32.

The total cost of this service has been $1,099.06 since it was estab- lished in 1952.


In 1953 the Wiring Inspector as a result of a year's experience recommended by an article in the Annual Warrant, that the fees be increased in order to make the Department self-sufficient. The matter was referred to a By-Law Committee which was studying the feasibil- ity of revising the Town By-Laws. However, the By-Law Committee took no action and the deficit continued.
