An estimated return of $54,836.00 from outside sources re- duces appreciably the burden of a $169,292.00 school budget, but in final analysis a greater school load falls on the taxpayer in 1951.
The school budget shows an increase of $17,055.00 for teach- er salaries. Although this represents in most cases, an increase of $133.00 per year, the same teachers will end 1951 with a base rate of $200.00 over that with which they ended 1950. To this, in some cases, professional incurments are added and in the case of High School teachers, a $250.00 per teacher bonus is added.
New school construction will account for an increase of ap- proximately $11.00 in the tax rate. Since the building will not be completed in 1951, the state's share of its yearly cost must be borne by the Town. The State's 1951 share will come to us upon completion as an extra payment.
The Finance Committee feels that the acquisition of a new pumping engine for the Fire Department should be paid for out of surplus funds. The extreme need has been demonstrated by the Fire Department. The decision of the Committee to raise this from surplus instead of the Rehabilitation Fund was due to the interest accruing to the latter fund. Thus we are spending money not now gathering interest and retaining a profitable investment.

The Finance Committee is very pleased with the result of the Street Light Survey. We hope that this work can be continued on a Town Committee basis.
In recommending the various articles on the warrant, the Com- mittee attests to their soundness and benefit to the Town. The final decision is in the hands of the voters. The warrant and budget items have been studied thoroughly and are factors for Town better- ment. They do impose, however, a heavy tax burden. The choice is up to the Town.
If the recommendations of the Finance Committee are fol- . lowed an estimated tax rate of $59.00 is anticipated.

FINANCE COMMITTEE RECOMMENDATIONS ON WARRANT ARTICLES
Article 1. To choose Town officers for the ensuing year not elected on the Official Ballot.
Article 2. To hear the reports of all Town Officers and Committees and act thereon.
Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1951, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accord- ance with Section 17, Chapter 44, General Laws.
Article 4. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and to make ap- propriations for the same.

Article 5. To see if the Town will vote to raise and appro- priate, or transfer from available funds in the treasury, a sum of money for Chapter 90 Maintenance, or take any action relative thereto.
Article 5. The Finance Committee recommends the appro- priation of $1500.00 to be used with any sum al- loted thereto by State and County.
Article 6. To see if the Town will vote to raise and appro- priate, or transfer from available funds in the treasury, a sum of

To see if the Town will vote to raise and appro- priate the sum of $100.00 for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Serv- ice) and choose a Town Director as provided in Section 41 and 42 of Revised Chapter 128 of the General Laws and act thereon.

To see if the Town will vote to authorize the Town Treasurer, in his discretion, but with the written approval of the Board of Selectmen, or a majority thereof, to sell any land acquired by the Town through foreclosure of a tax title and to exccute and deliver in the name and behalf of the Town all deeds Treccssary to effectuate any such sale.

February 17, 1951
Meeting called to order at 3:00 o'clock P.M. by Moderator, E. M. Roberts. The warrant was read by the Town Clerk.
The meeting proceeded as follows:

To see if the town will vote to raise and appropriate a sum of money for the purpose of constructing and originally equipping and furnishing a school building, said appropriation to be in addition to the amount authorized for the same purpose under Article 4 of the warrant for the Town Meeting held on Tuesday the 20th day of June, 1950, and determine how the money shall be provided for, by taxation, by appropriation from available funds in the treasury, or by borrowing under authority of Chapter 71 of the Acts of 1950, as last amended by the Acts of 1951.
Moved :-- that the sum of $300,000.00 be raised and ap- propriated for the purpose of constructing and originally equipping and furnishing a school building, said appropriation to be in addi- tion to the amount authorized for the same purpose under Article 4 of the Warrant for the Town Meeting held on Tuesday the 20th day of June, 1950, and to meet said appropriation the treasurer with the approval of the Selectmen be and hereby is authorized to bor- row the sum of $300,000.00 under authority of Chapter 285 of the Acts of 1949 as most recently amended.
Upon ballot vote of 173 yes and 22 no the motion was declared carried. Tellers were Walter Dunbar, Raymond Pearson, Arnold Ahlborg, Myron Mather.

To transact any other business that may legally come before the meeting.
Motion was made for adjournment. Meeting adjourned.
ANNUAL TOWN MEETING March 12, 1951
Meeting was called to order at 7:30 P.M. by Town Clerk. James Kehoe appointed Moderator, pro tem, by a motion from the floor. Warrant was read by the Town Clerk.
The meeting proceeded as follows:
Article 1
To choose Town Officers for the ensuing year not elected on the Official Ballot.
Surveyors of Lumber, Wood and Bark :- Albert Howard, Chester R. Ripley, James A. Hemenway.
Field Drivers :- Robert Cogswell, Edward Hackenson, Frank Burque.
Fence Viewers :- Clinton Howard, William Turner, Robert Redman.
Article 2
To hear the reports of all Town Officers and Committees and act thereon.
Moved :- That the reports of all Town Officers and Commit- tees, as printed in the Town Report, be accepted. Motion by vote carried.

Article 3
To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the Financial year beginning January 1, 1951, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Motion made and seconded, article carried as read.
Article 4
To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and to make appropriations for the same.
