The people of West Bridgewater will be interested to know just what our intentions and practices are. Therefore, I am setting forth the following aims and objectives which I believe to be prac- tical and worthwhile.
1. The most singularly human attribute is the ability to do creative work, using tools and materials. It is our first goal to see that every child in the school system has the opportunity to experi- ence the "Creative Process" which may be described as "The intel- lectual conception of an idea formed by a coordination of ideas." This is regarded by thinking people as the most sublime of all human acts.
Experiencing the creative process presupposes a knowledge of the use of certain instruments suited to more or less easy expression. At the present time we are partly equipped with basic art materials which experience has found to be most useful in evoking creativity within the student. As the program develops, more complete equip- ment will provide for a well balanced course.
2. Another important aim for art education is to familiarize the student with his cultural heritage. The most cxpeditious way of accomplishing this, is to purposefully expose the child to works of art, both antique and contemporary which are proved to be worthy contributions to the language of art and to civilization. Field trips

to nearby collections and museums are useful but difficult and must be severely limited by time. Wherever possible, these should be provided, but for careful study under ideal conditions, the use of visual aids is invaluable. It is my hope that we will be able to ac- quire a good library of slides, filmstrips, prints, reproductions and books to emphasize appreciation of art.
Some of the projects already accomplished or in process are as follows:
a. Posters for games and dances.
b. Scenery for Senior play.
c. Christmas decorations (Stained glass window, etc.).
d. Christmas cards.
e. Textile designs (Stencils and Block Prints).
f. National Scholastic Awards Contest.
g. Designs for cover of annual report.
3. By its very nature the practice of art must be an individual effort and it is the aim of this department that every child will be given the fullest possible opportunity for successful achievement relative to his own gifts and interests. Therefore, at the same time the basic skills of drawing, design and color are being presented and practiced, the students will be given the opportunity to see the use of art in many fields. A partial list would include:
a. Business Advertising, Posters, etc.
b. Industry Industrial design, Packaging
c. The home Decorating, Clothing ,etc.
d. The school Seasonal projects, Decorating
e. The community Architecture, City Planning
f. The theatre Costumes, Scenery, Publicity
g. The press Book illustrations, Lettering

Report of the West Bridgewater-Raynham School Union No. 57
The annual meeting of the Union Committee of the West Bridgewater-Raynham Superintendency Union #57 was held at the Center School in West Bridgewater on April 2, 1952. Five members and Mr. Bert Merrill, superintendent of schools, were present. The following officers were re-elected: Mr. Erland W. Thayer, West Bridgewater, Chairman and Mr. George F. Bellamy, Jr., Raynham, Secretary.
Mr. Bert Merrill was re-elected Superintendent for the two- town union. It was noted that Mr. Merrill, who first assumed his present duties on September 15, 1950, had served faithfully during an especially difficult period for West Bridgewater due to the many problems created by the new school construction.
Mrs. Lillian Hewitt was re-elected as School Nurse.
A special meeting held on February 11, 1952 was too late to be included in the 1951 Annual Town Report. At this meeting the resignation of Mrs. Barbara Perkins, Union secretary for the Super- intendent was accepted with regret. Miss Mildred Hagglund of

West Bridgewater was then appointed as Union Secretary begin- ning March 1, 1952.

THE BOOSTERS' CLUB
During the past year the activities of the Boosters' Club were much the same as in previous years, namely to sponsor and support the athletic activities within the school program.
Some of the activities which the Club carried out, as in the past, were the selling of tickets at all home basketball and football games, and at the football rally with parade and bonfire.
The operation of the refreshment booth at football games was again a success. This is one of the Club's main source of revenue along with donations from townspeople who are interested in the Boosters objectives.
The Club undertook the project of outfitting the Jr. High School football team with sufficient helmets, shoulder pads, and football pants, at a cost of $240.00. We feel that this will be of great value to the High School football program of the future.

The Club also donated a trombone to the High School Band.
A new policy of giving a banquet to all pupils receiving their letters and to cheerleaders at the close of the athletic program has been adopted.
The Boosters' Club again wishes to thank all who cooperated to make this program possible.

FINANCE COMMITTEE REPORT
Our recommendations with respect to the Budget and Special Articles in the Town Warrant amount to $533,720.50. This repre- sents an increase which is due primarily to higher school costs and an increase in School Bond payments of $16,557.50.
It will be noted that there have been a number of requests for salary and hourly rate increases. In some instances, we believe that this is a direct result of the action taken by the Board of Selectmen in granting a 15c an hour wage increase to the employees of the Highway Department after the voters had overwhelmingly disap- proved the increase at the Special Town Meeting held on July 29, 1952. We firmly believe and recommend that the departments which have the power to set salary and hourly rates should do so before submitting their annual budgets. This is not to be construed that the employees of the Highway Department were not worthy of the increase granted. It is our considered opinion that the voters intend that Town business and the yearly program be executed, except for emergencies, as voted at the Annual Town Meeting.

In accordance with the provisions of Chapter 70 of the Gen- eral Laws, whereby the Finance Committee is required to specify the estimated amount which is to be received as School Aid or re- imbursements from the Commonwealth and the amount to be raised by local taxation, the following report is submitted:
Total appropriation for the support of schools recommended by the
Finance Committee for the cur- rent year (Budget Item No. 51) $198,932.00

Our Town government is made up of a number of different departments, some of whose functions could probably be combined. We recommend the appointment of a committee to investigate the advantages and disadvantages of combining any of the several Town departments.
We recommend that the Chief of Police and the Board of Assessors, who are now compensated on an hourly or day rate, be put on a salary basis beginning January 1, 1954.
We recommend the continuance of the Street-Lighting and Building and Zoning Committees.
The amount of time available for budget review and discus- sion is very limited. We recommend that the Town Accountant

furnish the Finance Committee with the departinental reports as soon after December 31 as possible. This will require the coopera- tion of all department heads. It is obvious that all will benefit if the consideration and discussion of the budgets can be extended over a longer period.
The Finance Committee plans to meet with all department heads and committees during the year as well as at budget meet- ings. We feel that the time allotted for budget meetings isn't suf- ficient for a good understanding of departmental operations. Meet- ing with department heads during the year should promote a more intelligent and cooperative approach to Town affairs.
We wish to thank all Town officials, department heads and others who have assisted the Finance Committee in its work. The committee meets on the second Thursday evening of each month. We welcome and urge the citizens of West Bridgewater to come in and talk over Town affairs and finance with us.
The Budget Report and Articles in the Town Warrant, to- gether with our recommendations, appear on the following pages. If our recommendations are followed, a Tax Rate of $59.00 is anticipated.

Article 1. To choose Town officers for the ensuing year not elected on the Official Ballot.
Article 2. To hear the reports of all Town Officers and Com- mittees, and act thereon.

To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the fi- nancial year beginning January 1, 1953, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 4. To see if the Town will vote to authorize the Board of Selectmen to appoint one of their members to the office of Agent for Veterans' Services.
Article 5. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and to make ap- propriations for the same.

To see if the Town will vote to authorize the Town Treasurer, in his discretion, but with the written approval of the Board of Selectmen, or a majority thereof, to sell any land acquired by the Town through foreclosure of a tax title and to execute and deliver in the name and behalf of the Town, all deeds necessary to effectuate any such sale.

Article 10. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money for Contributory Retirement.
