To see if the Town will vote to raise and appropriate the sum of $315.00 to purchase a new power lawn mower for the use of the Park Department, and use the present mower as part payment.


Moved :- that the Board of Selectmen be authorized to pur- chase a new mower for the Park Department, and to transfer, del- iver and expend the present mower therefor and raise and appro- priate the sum of $290.00 for the balance of the purchase price.

Article 27


To see if the Town will vote to raise and appropriate the sum of $51.00 to install three street lights on East Street beginning at Matfield Street. (By Petition).


Moved :- that the sum of $34.00 be raised and appropriated to install two street lights on East Street, beginning at Matfield Street. Upon vote motion carried.


Article 28


To see if the Town will vote to raise and appropriate the sum of $221.00 to install twelve street lights on Spring Street between Howard and North Elm Streets, and 1 light on Crescent Street be- tween North Elm and Spring Streets. (By Petition).

SPECIAL TOWN MEETING March 23, 1950


Meeting was called to order at 8 p.m. by the Moderator, E. Marion Roberts and the Warrant was read by the Town Clerk.


Meeting proceeded as follows:


Motion made to accept the Report of the Building Commit- tee. So Voted.


Article 1


To see if the town will vote to raise and appropriate a sum of money for the purpose of constructing a Junior-Senior High School Building, and for originally equipping and furnishing the said building, determine whether the money shall be provided for by taxation, by appropriation from available funds in the treasury, or by borrowing under authority of Chapter 285 of the Acts of 1949, as amended by Chapter 71 of the Acts of 1950, and under Chapter 44 of the General Laws; or take any action in relation thereto.


Moved :- that the sum of $968,000.00 be raised and appro- priated for the purpose of constructing a Junior-Senior High School Building, and for originally equipping and furnishing the said building; and that to meet the said appropriation the sum of $5,000.00 be appropriated from available funds in the Treasury,. the sum of $3,000.00 be raised in the tax levy of the current year, and that the treasurer, with the approval of the selectmen, be and hereby is authorized to borrow the sum of $800,000.00 under au-

thority of Chap. 285 of the Acts of 1949, as amended by Chapter 71 of the Acts of 1950, and the sum of $160,000.00 under the au- thority of Chapter 44 of the General Laws, and to issue bonds or notes of the Town therefor payable in accordance with the provi- sions of Chapter 44 of the General Laws so that the whole loan shall be paid in not more than 20 years from the date of the issue of the first bond or note.


By Ballot vote of 594-Yes; 383-No, the motion was declared lost. Counters were: Edwin T. Gibson, Royal K. Snell, Winthrop Jackson, George W. Maxim, Paul Asack, Clifford E. Broman, Max Berkowitz.


Motion was then made that the Selectmen be directed to ap- point a new School Building Committee within three days, this Committee to include; one Selectman, one member of the School Committee, two members of the former School Building Commit- tee, and three new members, this Committee be authorized to hire an architect and to have a professional survey made. From the findings of this survey, preliminary plans to be drawn to cover our educational housing requirements, all funds of the former Build- ing Committee to be transferred to the new School Building Committee.


Amended :- this Building Committee shall hereby be in- structed not to cut, eliminate, or reduce in any part the educa- tional facilities provided in the previously recommended Junior- Senior High School Building.


Motion and amendment upon vote carried.


Motion made the meeting be adjourned.


Agreement Between Town of West Bridgewater and Pine Hill Cemetery Association of West Bridgewater, Mass.


At the Annual Town Meeting held March 13, 1950 the fol- lowing action was taken.


To wit;

Article 21: Moved the Town authorize the Selectmen to transfer to the Pine Hill Cemetery Association a number of lots now owned by the Town and enter an agreement whereby the town will retain four lots provided permanent care will be given all lots in which the town has an interest.


The lots referred to in the following description are the lots set aside as Town lots in the deed which gave the old section of Pine Hill Cemetery to the Proprietors of Pine Hill Cemetery in a deed from Town of West Bridgewater dated March 18, 1870 re- corded June 15, 1870 at eleven A.M. at Registry of deeds;


The town transfers to Pine Hill Cemetery Association the Town Lots located on the west side of the Old Section of said cemetery and recorded on the plans of the Association with the exception of one four grave lot, one four or more grave lot which is occupied, four other single grave lots which are also occupied.


This transfer of ownership of these lots is with the understand- ing and agreement that the Pine Hill Cemetery Association assume the care of said lots "To be known as Town Lots" in the same manner as they do all Perpetual Care lots.


Witness each other's signature the third day of May, 1950.

Article 1


To see if the Town will vote to raise and appropriate or trans- fer from available funds in the Treasury, the sum of $1,600.00 to equip the Fire Department with two-way radio.


Moved :- that the Town vote to appropriate from Surplus Revenue the sum of $1,600.00 to equip the Fire Department with two-way radio.


Upon vote motion carried.


Article 2


To see if the Town will vote to raise and appropriate or trans- fer from available funds in the Treasury, the sum of $150.00 to purchase a loud speaker, amplifier and microphone to be attached to the present radio in the Police Department cruiser.


Moved :- that the Town vote to appropriate from Surplus Revenue the sum of $150.00 to purchase a loud speaker, amplifier and microphone to be attached to the present radio in the Police Department cruiser.


Upon vote motion carried.


Article 3


To see if the Town will vote to authorize the selectmen to sell the old horse drawn snow plows and old sewing machines not now being of use to the Town.


Moved and seconded article as read was carried.


Article 4


To see if the Town will vote to raise and appropriate a sum of money for the purpose of constructing a School Building, and for originally equipping and furnishing the said building, deter- mine whether the money shall be provided for by taxation, by ap-

propriation from available funds in the treasury, or by borrowing under authority of Chapter 285 of the Acts of 1949, as amended by Chapter 71 of the Acts of 1950, and under Chapter 44 of the General Laws; or take any action in relation thereto.


Warren Anderson, chairman of the Building Committee, gave a complete report and explanation of the new School Plan.


Motion made and seconded to accept the report of the Build- ing Committee. Motion carried.


Moved: that the sum of $1,000,000.00 be raised and appro- priated for the purpose of constructing a school building and for originally equipping and furnishing said school building, and to meet said appropriation the sum of $2,000.00 be appropriated from available funds in the Treasury, and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $800,000.00 under authority of Chapter 285 of the Acts of 1949 as amended by Section 71 of the Acts of 1950, and the sum of $198,000.00 under authority of Chapter 44 of the General Laws, payable in accordance with the provisions of Chapter 44 of the General Laws so that the whole loan shall be paid in not more than twenty years from date of issue of the first bond or note.


Upon ballot vote of 398-Yes and 44-No, the motion as read was carried. Counters were: Winthrop E. Jackson, Henry G. Kundzicz, George W. Maxim, Max Berkowitz.


Article 5


To see if the Town will vote to raise and appropriate or trans- fer from available funds in the Treasury, a sum of money to be used by the School Department for the purchase of equipment for the High School.


Moved: that the Town vote to appropriate from Surplus Rev- enue the sum of $7,721.15 to be used by the School Department for the purchase of equipment for the High School. Upon vote motion carried.

Article 6


To see if the Town will vote to appoint a committee of seven to be known as the School Building Committee, to have full au- thority to enter into all agreements and contracts necessary to construct and equip a school building, and raise and appropriate or transfer from available funds in the Treasury, a sum of money to be used by the Committee for necessary expenses.


Moved :- that the Town vote to authorize the Moderator to appoint a Committee of Eleven, to be known as the School Build- ing Committee, to have full authority to enter into all agreements and contracts necessary to construct and equip a school building and transfer to this committee the balance remaining in the previ- ous committee account.


Upon vote motion carried.


Article 7


To see if the Town will vote to raise and appropriate or trans- fer from available funds in the Treasury the sum of $500.00 for Chapter 90, New Construction, or take any action relative thereto.


Moved :- that the sum of $500.00 be appropriated from Sur- plus Revenue in the Treasury to meet the Town's share of cost of Chapter 90, New Construction, and that, in addition, the sum of $1,500.00 be appropriated from Surplus Revenue to meet the State's and County's share of the cost of the work, the reimburse- ments from State and County to be restored upon their receipt to the Surplus Revenue Account.

ACCEPTANCE OF BUTTONWOOD AVENUE


At a Selectmen's meeting held August 14, 1950, it was voted to accept as a Town Way, Buttonwood Avenue, as laid out on plan of Buttonwood Park, property of Frank E. Shaw, dated November, 1906, E. B. & C. L. Hayward, Civil Engineers, beginning at North Elm Street and extending a distance of 250 feet, more or less, to the westerly line of Francis Avenue.
