STATE AUDITOR'S REPORT

Sir:
As directed by you, I have made an audit of the books and accounts of the town of West Bridgewater for the year ending December 31, 1953, and submit the following report thereon:
The financial transactions, as shown on the books of the sev- cral departments receiving or disbursing money for the town or committing bills for collection, were examined and checked in detail.
The books and accounts in the town accountant's office were examined and checked. The recorded receipts were compared with the records of the several departments collecting money for the town and with the treasurer's books, while the recorded disburse- ments were checked with the treasury warrants and with the treas- urer's cash book.
An analysis of the town accountant's ledger was made, the ap- propriations and transfers being checked with the town clerk's records of town meetings and with the records of the finance com- mittec. A trial balance was taken off proving the accounts to be in balance, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town on Decem- ber 31, 1953.
The books and accounts of the town treasurer were examined and checked in detail. The recorded receipts were analyzed and compared with the accountant's books, with the records of the sev- cral departments collecting money for the town, and with other sources from which money was paid into the town treasury. The payments were checked with the selectmen's warrants authorizing the treasurer to disburse town funds and with the accountant's ledger. The cash balance on January 11, 1954 was proved by recon- ciliation of the bank balances with statements furnished by the banks of deposit and by actual count of the cash in the office.
The payments on account of maturing debt and interest were

checked with the amounts falling due and with the cancelled sccur- ities and coupons on file.
The records of tax titles and tax possessions held by the town were examined and checked. The transfers to the tax title account were compared with the collector's records, the reported redemp- tions of tax titles and sales of tax possessions were compared with the treasurer's receipts, and the tax titles and tax possessions on hand were listed, reconciled with the town accountant's ledger, and compared with the records in the Registry of Decds.
The records of payroll deductions for Federal taxes and for the county retirement system were examined and checked, the pay- ments to the Director of Internal Revenue and the county treas- urer being compared with the amounts withheld from employees' salaries and wages.
The savings bank books and securities representing the invest- ment of the trust and investment funds in the custody of the town treasurer were examined and listed. The income was proved and the transfers to the town were checked with the treasurer's rec- orded receipts.
The books and accounts of the collector of taxes were exam- ined and checked. The taxes and motor vehicle and trailer excise outstanding according to the previous examination, as well as all subsequent commitment lists, were audited and compared with the assessors' warrants issued for their collection. The recorded collec- tions were checked with the payments to the treasurer, the cash bal- ance on January 11, 1954 was verified, the abatements were checked with the assessors' records of abatements granted, the taxes trans- ferred to the tax title account were proved, and the outstanding ac- counts were listed and reconciled with the town accountant's ledger.
The records of departmental and water accounts were exam- ined and checked. The payments to the treasurer were verified, the abatements of water accounts were checked with the water com- missioners' records of abatements granted, and the outstanding ac- counts were listed and proved.
The outstanding tax, excise, departmental, and water accounts were verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, and from the replies received thereto it appears that the accounts, as listed, are correct.

The financial accounts of the town clerk were examined and checked. The receipts from dog and sporting licenses were checked with the records of licenses issued and the payments to the town treasurer and to the State were verified.
The surety bonds of the town officials required by law to furn- ish them were examined and found to be in proper form.
The records of receipts of the selectmen, the sealer of weights and measures, and of the police, school, and library departments, as well as of all other departments collecting money for the town or committing bills for collection, were examined and checked with the treasurer's cash book and with the reports and records of the town accountant.
Appended to this report, in addition to the balance sheet, are tables showing reconciliations of the treasurer's and the collector's cash, summaries of the tax, motor vehicle and trailer excise, tax title. tax possession, departmental, and water accounts, as well as schedules showing the condition and transactions of the trust and investment funds.
Cooperation was received from the town officials during the progress of the audit, for which, on behalf of my assistants and for myself, I wish to express appreciation.

FINANCE COMMITTEE REPORT
The recommendations of the Finance Committee, with respect to the Budget and Special Articles in the Town Warrant, are the result of serious study and deliberation.
The Finance Committee's presentation of the 1954 Budget is made in greater detail than in previous years. Expenditures for previous years have always been shown as an average. The 1954 Budget shows the exact amounts spent for the various budget items for each of the two previous years. With this method, the Commit- tee feels that the voter, during the Annual Town Meeting, can ana- lyze more intelligently the expenditures of the various departments.
In accordance with provisions of Chapter 70 of the General Laws, the following report is submitted:
Total Appropriation for the support of schools recommended by the Finance Committee for the current year $221,120.00
Deduct: Estimated School Aid and State Reim-
bursements 55,700.00
Estimated Amounts to be raised from local Tax- ation $165,420.00
We, the Finance Committee, are taxpayers like you, and hope that you will approve our recommendations. None of our members receive any compensation for services rendered on this Committee. We gain only what you gain - that is, if funds are spent wisely, we all will pay less taxes.
We wish to express our appreciation to all Departments for their fine co-operation and assistance during the year.
If the Budget and Special Article recommendations of this Committee are followed, the Tax Rate for 1954 will be $58.00.

WARRANT FOR ANNUAL MEETING March 8, 1954
Article 1. To choose Town Officers for the ensuing year not elected on the Official Ballot.
Article 2. To hear the reports of all Town Officers and Com- mittees, and act thereon.
Article 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1954, and to issue a note or notes there- for, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Sec- tion 17, Chapter 44, General Laws.
Article 4. To see if the Town will vote to authorize the Board of Selectmen to appoint one of their members to the office of Agent for Veterans' Services.
Article 5. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and to make ap- propriations for the same.

Article 6. To see if the Town will vote to raise and appro- priate or transfer from avaliable funds in the Treasury, a sum of money for Chapter 90 Maintenance, or take any action relative thereto.
