one member of the Historical Society and one Selectman, to make preparations for a Tercentenary celebration, to be held in 1956.


Article 22. The Finance Committee approves this appoint- ment and recommends that the sum of $250.00 be appropriated for the use of the Tercentenary Committee.


Article 23. To see if the Town will vote for the Moderator to appoint a committee of five to investigate and study the provi- sions of Chapter 662 of the Acts of 1949, the act relative to the organization of union health departments, and to study existing public health services and facilities in the Town and to determine the advantages to be derived from West Bridgewater joining with neighboring towns for a town union health department. This com- mittee to report its findings and recommendations at a future town meeting.


Article 23. Refer to the Voters.


Article 24. To see if the Town will vote to raise and appro- priate the sum of $880.00 for street lights on No. Main Street, West Center Street, Commonwealth Avenue, and Crescent Street. (Street-lighting Survey Committee).


Article 24. The Finance Committee approves this appro- priation.


Article 25. To see if the Town will vote to continue the Street-lighting Survey Committee.


Article 25. The Finance Committee recommends the con- tinuance of this survey committee.


Article 26. To see if the Town will vote to raise and appro- priate the sum of $51.00 for one light on Grant Street, one light on North Elm Street at the Brockton line and one light at the corner of Church and High Streets. (By petition).

Article 27. To see if the Town will vote to raise and appro- priate the sum of $240.00 for seven street lights, to be installed on or near the property of the new school building.

(a) To appropriate the sum of seventeen thousand dollars ($17,000.00) heretofore donated and paid over to the Town by the "Trustees of Howard Funds in West Bridgewater" to be used for the purchase and installation of equipment and furnishings for the laboratories in the new high school, to be known as the "Benjamin B. Howard Laboratories;"


(b) To authorize, empower and direct the School Building Committee as presently constituted to expend said sum for the purpose of purchasing and installing equipment and furnishings in the laboratories at the new high school, and


(c) to name said laboratories the "Benjamin B. Howard Lab- oratories" as a deserved memorial to the late Benjamin B. Howard, a citizen of West Bridgewater, whose benefactions made the said sum of money available for the purpose specified; or take any ac- tion relative thereto.


Article 28. The Finance Committee recommends this ap- propriation and authorization.


Article 29. To see if the Town will vote to raise and appro- priate the sum of $1,500.00 to erect a fence between the new school building and the property of Mary Howard.


Article 29. The Finance Committee approves this appro- priation.

ANNUAL REPORT


A contest was held this year by the School Depart- ment for a suitable cover for this Town Report. Seven entries were received by the Board of Selectmen, includ- ing: Marshall Broman '56, William Ledin '56, Allan MacLean '54, Marilyn Nickerson '53, Cynthia North '54, Joanne Bassett '56 and Lawrence Boyd '53. After careful consideration, the Board of Selectmen chose the entry of Lawrence Boyd '53 as first prize and for publi- cation. Honorable mention was awarded to Marshall Broman '56 and William Ledin '56.


The Board of Selectmen hopes that the art contest may continue in future years, as a means of helping to develop greater interest in the Town Report.

ANNUAL TOWN MEETING


Monday, March 10, 1952


A meeting of which the inhabitants of West Bridgewater, qual- ified to vote in election were duly warned, was held in the Town Hall, on Monday, March 10, 1952 at 7:30 o'clock P.M. and the following is a record of the doings.


The meeting was called to order by the Moderator, James Kehoe, after which William W. Noyes, chairman of the Board of Selectmen, asked for a moment of silence in memory of Thomas J. Carnes, Water Commissioner and James A. Hemenway a past Se- lectman. The Warrant was then read by the Town Clerk.


The following articles were acted on:


Article 1. To choose Town Officers for the ensuing year not elected on the Official Ballot.


Surveyors of Lumber, Wood and Bark:

Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1952, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

Moved :- That the sum of $1,600.00 be raised and appropriated for the salary of the Town Treasurer for the year 1952. So Voted.


Moved :- That the sum of $3,000.00 be raised and appropriated for the salaries of the board of Assessors for the year 1952, to be paid at the rate of $10.00 per day or $5.00 per meeting. So Voted.


Moved :- That the sum of $1,100.00 be raised and appropriated for the salary of the Town Clerk for the year 1952. So Voted.


Moved :- That the sum of $1,472.00 be raised and appropriated for the salary of Tree Warden for the year 1952, to be paid at the rate of $1.15 per hr. So Voted.


Moved :- That the sum of $252.00 be raised and appropriated for the salary of the Board of Public Welfare for the year 1952, each to be paid at the rate of $84.00 per year. So Voted.


Moved :- That the sum of $200.00 be raised and appropriated for the salary of the Veteran's agent for the year 1952, to be paid at the rate of $10.00 per case. So Voted.


Moved :- That the sum of $1,000.00 be raised and appropriated from Water Revenue Receipts for salaries of members of the Water Board, and that each member be paid at the rate of $4.00 per meet- ing or $8.00 per day, for the year 1952. So Voted.


Moved :- That the sum of $3,000.00 be transferred from Over- lay Surplus to the Reserve Fund, for the use of the Finance Com- mittee for the year 1952. So Voted.


Article 6. To see if the Town will vote to raise and appropri- ate, or transfer from available funds in the Treasury, a sum of money for Chapter 90 Maintenance, or take any action relative thereto.


Moved :- That the sum of $1,000.00 be raised and appropriated to meet the Town's share of the cost of Chapter 90 Maintenance,

and that in addition the sum of $2,000.00 be appropriated from Surplus Revenue to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to the Surplus Revenue account.


Article 7. To see if the Town will vote to raise and appropri- ate or transfer from available funds in the Treasury, a sum of money for Chapter 90 New Construction, or take any action relative thereto.


Moved :- That the sum of $10,200.00 be raised and appropri- ated to meet the Town's share of Chapter 90 New Construction, and that in addition the sum of $30,600.00 be appropriated from Surplus Revenue to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to the Surplus Revenue account. So Voted.


Article 8. To see if the Town will vote to raise and appropri- ate the sum of $100.00 for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and choose a Town Director as provided in Section 41 and 42 of Revised Chapter 128 of the Generals Laws, and act thereon.


Moved :- That the sum of $100.00 be raised and appropriated for the use of the Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service), and that Clif- ford H. Carlson be appointed as Town Director as provided in Sec- tions 41 and 42 of revised Chapter 128 of the General Laws. So Voted.


Article 9. To see if the Town will vote to authorize the Town Treasurer, in his discretion, but with the written approval of the Board of Selectmen, or a majority thereof, to sell any land acquired by the Town through foreclosure of a tax title and to execute and deliver in the name and behalf of the Town all deeds necessary to effectuate any such sale. On motion article carried as read.

Article 10. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money for Contributory Retirement.


Moved :- That the sum of $1,634.00 be raised and appropriated to be used for Contributory Retirement. So Voted.


Article 11. To see if the Town will vote to raise and appro- priate the sum of $1,200.00 for physical training, athletics, sports, equipment, etc.


Moved :- Pass this article as the sum had already been voted on the regular appropriations under Article 5.


Article 12. To see if the Town will vote to raise and appro- priate the sum of $400.00 for a Dental Clinic. On Motion Article carried.


Article 13. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money to be used for the payment of Water Bonds and Interest.


Moved :- That the sum of $20,005.00 be appropriated from Water Revenue, to be used for the payment of Water Bonds and Interest. So Voted.


Article 14. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, the sum of $1,500.00 to be used with the old truck, for the purchase of a new truck for the Water Department.


Moved :- That the Water Commissioners be authorized to purchase a new truck for the Water Department, and to transfer, deliver and expend the present truck of the Department therefor, and to raise and appropriate from Water Surplus the amount of $1,500.00 for the balance of the purchase price. So Voted.
