Article 39. To see if the Town will vote an appropriation for the construction of a fire and police station and to determine in what manner the appropriation shall be raised, by Taxation, by transfer from the Post War Rehabilitation Fund, by borrowing, or otherwise. (By the Fire and Police Station Committee).


Moved: that the sum of sixty-two thousand ($62,000.00) dol- lars be raised and appropriated for the erection and construction of a Police and Fire Station on land belonging to the town, situated on the northerly side of West Centre Street and the easterly side of Howard Street; and that to meet said appropriation the sum of sixty-two thousand ($62,000.00) dollars be appropriated from avail- able funds in the treasury; and that the Moderator and Board of Selectmen be and they hereby are, authorized, directed and em- powered to appoint a committee of seven to arrange for and have charge of the erection and construction of said building for and in behalf of the town; and that said committee be, and they hereby are authorized, directed and empowered to do all things and to enter into, sign, seal and deliver any and all agreements and con- tract necessary, convenient or advisable for the purpose aforesaid.


Upon ballot vote of 291-yes and 165-no, motion carried.


Article 40. To see if the Town will vote to accept the pro- visions of Section 69, Chapter 152 of the General Laws, relating to Workmen's Compensation for school teachers and office workers. (By the Selectmen).

Article 41. To see if the Town will vote that the term of office of the Town Clerk shall be three years, beginning at the March election in 1955. (By the Town Clerk).

Article 42. To see if the Town will vote to establish an Elementary School Building Committee, for the purpose of obtain- ing preliminary plans, and to raise and appropriate a sum of money to be used by said committee. (By the School Survey Committee).


Moved: that the Moderator and Board of Selectmen be au- thorized to appoint a committee of seven for the purpose of ob- taining preliminary plans for an Elementary School Building, and raise and appropriate the sum of twenty-five hundred dollars ($2,500.00) to be used by this Committee for this purpose.

Article 43. To see if the Town will vote to authorize the Assessors to take from available funds in the Treasury a sum of money to be used for the purpose of reducing the tax rate for the current year.

A Meeting of which the inhabitants of West Bridgewater, qualified to vote in election were duly warned, was held in Town Hall, on Saturday, March 13, 1954 at nine o'clock in the forenoon and the following is a record of the doings.


The meeting was called to order by the Warden, John E.

Seager; motion was made to dispense with the reading of the war- rant and proceed with the voting. Polls were declared opened for voting.


The ballot box was inspected by the Police officer in charge and found to be empty. The register was set at zero. 1800 Ballots were delivered by the Town Clerk to the warden and receipt given for same.


The election officers were then sworn in by the Town Clerk to the faithful performance of their duties and were: Lulu Gardner, Anna O'Shaughnessy, Anna Peterson, Loretta Burque, William Brown, Marjorie MacDonald, Helen Ross, Dorothy Williams, Eleanor Mahoney, Caroline Luddy, Ernest Pratt.


At 8:00 o'clock P.M., the polls were declared closed. There were 1322 ballots cast as shown on the indicator of the Ballot Box.

Special Town Meeting


June 22, 1954


A meeting of which the inhabitants of West Bridgewater, qualified to vote in election were duly warned, was held in the Town Hall, on Tuesday, June 22, 1954, scheduled for 7:30 o'clock P.M., and the following is a record of the doings.


Not having a quorum present at 7:30, the meeting was called to order by the Moderator, John E. Eldridge at 8:15. The warrant was read by the Town Clerk.


The following articles were acted on:


Article 1. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money to construct an enclosure over the present pump pit at the Junior-Senior High School, for the purpose of re-locating the ef- fluent pumps of the sewage disposal system, or take any action relative thereto.


Moved: that the total sum of $1,251.00 be transferred from available funds to the school department for the re-location and repair to the motors in the septic tank at the rear of the West Bridgewater High School, and to provide a suitable enclosure for the same; said sum to be allocated as follows:


$1,000.00 to the Capital Outlay Item; $251.00 to the Main- tenance Item of the School Budget.


Upon unanimous vote, motion carried.

Article 2. To see if the Town will vote to raise and appro- priate a sum of money to be expended by the Elementary School Building Committee, for the purpose of making a study of condi- tions of a proposed site for a new Elementary School.


Moved: that the sum of $600.00 be raised and appropriated for the purpose of making a study of conditions of a proposed site for a new Elementary School; and to meet said appropriation, the sum of $600.00 be transferred from available funds in the Treasury to the Elementary School Building Committee Expenses Account.


Upon unanimous vote, motion carried.

Special Town Meeting


September 20, 1954


A Meeting of which the inhabitants of West Bridgewater, qualified to vote in election were duly warned, was held in the High School Gymnasium, on Monday, September 20, 1954, sched- uled for 7:30 o'clock P.M., and the following is a record of the doings.


The meeting was called to order at 7:30 by the Moderator, John C. Eldridge. It was announced that 321 registered voters had been checked in at the door. The Warrant was read by the Town Clerk, Anna E. Brown.


The following articles were acted on:


Article 1. To see if the Town will vote to raise and appro- priate a sum of money to complete the landscaping of the Athletic Field at the Junior-Senior High School.


Moved: that the sum of nineteen hundred fifty dollars and sixty-three cents ($1,950.63) be raised and appropriated from avail- able funds in the Treasury of the Town, to be expended by the School Building Committee, John C. Eldridge, Chairman, for the purpose of completing the construction, landscaping and reseeding of the Athletic Field adjacent to the Junior-Senior High School Building, in accordance with plan entitled "Grading Plan for Ath- letic Field, West Bridgewater High School, prepared by Arthur A. Shurcliff and Sidney N. Shurcliff, Landscape Architects, in Consul- tation with Adden, Parker, Clinch & Crimp, Architects, Scale 1"- 40', dated August 9, 1951," and "Specifications Re-seeding of Ath- letic Field, Junior-Senior High School Building, West Bridgewater, Massachusetts, August, 1951, Adden, Parker, Clinch & Crimp,

Architects, 177 State Street, Boston, Mass."; that upon the receipt of reimbursement from the Century Indemnity Company or any other source, such sum be restored to the available funds from which said appropriation has been taken; that said School Building Committee, John C. Eldridge, Chairman, be, and hereby are, au- thorized, directed and empowered, for and in behalf of the Town, to release the Century Indemnity Company, surety upon the bond of the Blue Hill Sand and Gravel Co., Inc., principal, from any and all further liability under and by virtue of the terms of said bond.


Motion upon vote unanimously carried.


Article 2. To see if the Town will vote to raise and appro- priate, or transfer from available funds in the Treasury, a sum of money for the enumeration of the State Census as of January 1, 1955, such sums as appropriated to be spent under the direction of the Board of Selectmen or take any action in relation thereto.


Moved: that the sum of six hundred dollars ($600.00) be raised and appropriated from available funds in the Treasury of the Town to be expended under the direction of the Selectmen for the enu- meration required in connection with the State Census to be taken as of January 1, 1955.


Motion, upon vote, carried.


Article 3. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of constructing a School Building, and originally equipping and furnishing the said build- ing, and determine whether the money shall be provided for by taxation, by appropriation from available funds in the Treasury, or by borrowing; or take any other action in relation thereto.


Moved: that the sum of four hundred sixty-two thousand ($462,000.00) dollars be raised and appropriated for the purpose of constructing upon available land owned by the Town, a school building and for originally equipping and furnishing the said build- ing, and that to meet said appropriation the sum of two thousand ($2,000.00) dollars be appropriated from available funds in the Treasury of the Town, the sum of sixty thousand ($60,000.00) dol- lars be appropriated from the "Post-War Rehabilitation Funds" and that the Treasurer with the approval of the Selectmen be and

hereby is authorized and empowered to borrow the sum of one hundred thousand ($100,000.00) dollars under authority of Chapter 44 of the General Laws and the sum of three hundred thousand ($300,000.00) dollars under authority of Chapter 645 of the Acts of 1948, as subsequently amended, and to issue bonds or notes of the town therefor payable in accordance with said Chapter 44 of the General Laws so that the whole loan shall be paid in not more than twenty years from the date of issue of the first bond or note, said sum of $462,000.00 to be expended for the purpose aforesaid by a committee to be appointed by the Moderator and said commit- tee is hereby authorized, empowered and directed to sign, seal, ac- knowledge and deliver all agreements and contracts necessary, con- venient or advisable therefor, in behalf of the Town.


Mr. Arthur Steptoe, Chairman of the School Building Com- mittee, gave a complete report with movie slides on the proposed building.


Upon ballot vote, two-thirds majority required, motion was carried with 267 voting yes and 53 voting no.

Article 1. To see if the Town will vote to transfer a sum of money from Item #4 to Items #1 and #2 of the School Depart- ment Budget.


Moved: that the sum of $400.00 be transferred from Item #4 School Department Maintenance; $150.00 of this amount to Item #1 Administration and $250.00 to Item #2 Instruction.


Upon vote, motion carried.


Article 2. To see if the Town will vote a sum of money from Overlay Surplus (Reserve Fund) to the Finance Committee.


Moved: that the sum of $1,000.00 be transferred from Overlay Surplus to the Finance Committee Reserve Fund.

Article 3. To see if the Town will vote to raise and appro- priate or transfer from another Department, a sum of money to originally furnish and equip the new Fire and Police Station.

Article 4. To see if the Town will vote to raise and appro- priate a sum of money to be expended for the purpose of re-laying of water mains not less than six inches but less than sixteen inches in diameter, and determine whether said sum of money shall be provided by taxation, by transfer from available funds in the Treasury, or by borrowing under authority of Chapter 44 of the General Laws.


Moved: that the sum of $5,000.00 be raised and appropriated for the purpose of re-laying water mains of not less than 6 inches but less than 16 inches in diameter on parts of South and Cross Streets and that the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow the sum of five thousand ($5,000.00) dollars under the authority of Chapter 44 of the Gen- eral Laws and to issue bonds or notes of the Town therefor payable in accordance with the provisions of Chapter 44 of the General Laws so that the whole loan shall be paid in not more than five (5) years from the date of issue of the first bond or note.
