Moved :- That the sum of $1,500.00 be raised and appropri- ated to meet the Town's share of the cost of Chapter 90 Mainten- ance, and that in addition the sum of $3,000.00 be appropriated from Surplus Revenue to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to the Surplus Revenue account. Article 6


To see if the Town will vote to raise and appropriate, or trans- fer from available funds in the treasury, a sum of money for Chap- ter 90, New Construction, or take any action relative thereto.

Article 7


To see if the Town will vote to raise and appropriate the sum of $100.00 for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and choose a Town Director as provided in Sections 41 and 42 of Re- vised Chapter 128 of the General Laws and act thereon.


Moved :- That the sum of $100.00 be raised and appropriated for the use of the Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service), and that Clif- ford H. Article 8


To see if the Town will vote to authorize the Town Treasurer, in his discretion, but with the written approval of the Board of Selectmen, or a majority thereof, to sell any land acquired by the Town through Foreclosure of a tax title and to execute and deliver in the name and behalf of the Town all deeds necessary to effectu- ate any such sale.

To see if the Town will vote to raise and appropriate or trans- fer from available funds in the treasury a sum of money for Con- tributory Retirement.

To see if the Town will vote to raise and appropriate the sum of $1,500.00 for physical training, athletics, sports, equipment, etc.


Moved :- That the sum of $1,500.00 be raised and appropri- ated for the organization and conduct of physical training exercises, athletics, sports, games and plays, for the providing of proper ap- paratus, equipment, supplies, athletic wearing apparel and facili- ties for the same in the buildings, yards and playgrounds under the control of the school committee or upon any other land which it may have the right or privilege to use for this purpose and for the employment of experienced athletic directors to supervise said phys- ical training and exercises, athletics, sports, games and play. Also, for the transportation of school athletic teams bearing the school name and coaches to and from the grounds where the athletic con- tests are held within the Commonwealth. (Chapter 658, Section 47 of the General Laws of 1950.) Motion carried upon vote.

To see if the Town will accept Chapter 152, General Laws, Section 69-75 inclusive (Workmen's Compensation).

Article 12


To see if the Town will vote to raise and appropriate the sum of $800.00 for a new car for the Police Department, the present car of said department to be applied toward the purchase price.


Moved :- That the Board of Selectmen be authorized to pur- chase a new car for the Police Department, and to transfer, deliver and expend the present car therefor, and raise and appropriate the sum of $800.00 for the balance of the purchase price. Motion car- ried upon vote.

Article 13


To see if the Town will vote to raise and appropriate or trans- fer from available funds in the Treasury, a sum of money to pur- chase a new truck for the Highway Department, and authorize the Selectmen to dispose of by trade, sale or otherwise the Dodge truck of the Tree Warden's Department.


Moved :- That the Board of Selectmen be authorized to pur- chase a new truck for the Highway Department, and to transfer, deliver and expend the present Dodge truck of the Tree Warden Department thereof, and to transfer from available funds in the Treasury the sum of $3,400.00 for the balance of the purchase price; and that the 1946 Ford of the Highway Department be transferred to the Tree Warden Department. Motion carried upon vote.


Article 14


To see if the Town will vote to raise and appropriate or trans- fer from available funds in the treasury, a sum of money to purchase a pick-up truck for the Tree Warden Department, the present pick- up truck of said department to be applied toward the purchase price.


Moved :- That the Board of Selectmen be authorized to pur- chase a new pick-up truck for the Tree Warden Department, and to transfer, deliver and expend the present pick-up truck of said Department therefor, and to transfer from available funds in the Treasury the sum of $1,500.00 for the balance of the purchase price. Article 15


To see if the Town will vote to raise and appropriate or trans- fer from available funds in the Treasury, the sum of $500.00 to pur- chase a parcel of land adjoining present school property.


Moved :- That the sum of $500.00 be raised and appropriated to purchase a certain parcel of land situated westerly from Spring Street, in West Bridgewater, in the County of Plymouth, and Com-

monwealth of Massachusetts bounded and described as follows, to wit: Northerly by lands now or formerly of James Howard, Francis E. Howard and Horace Bartlett, respectively, there measuring elev- en hundred eighty-five and sixty-one one hundredths (1185.61) feet more or less; westerly by land now or formerly of Harold F. Denley, there measuring one hundred fifteen (115) feet more or less; (see deed from John S. Seablom to said Denley, dated May 21, 1948, and recorded with Plymouth County Deeds, Book 2013, Page 308); southerly by land now or formerly of John Gillespie, land of the Town of West Bridgewater and land now or formerly of James Howard, there measuring twelve hundred thirty and three tenths (1230.3) feet more or less; and easterly by land of John S. To see if the Town will vote to raise and appropriate or trans- fer from available funds in the treasury, a sum of money to install a six-inch main on Ash Street. (By Petition).


Moved :- That the sum of 11,000.00 be raised and appropri- ated, to lay a new six-inch main on Ash Street to replace the present two-inch main. Motion carried.


Article 17


To see if the Town will vote to raise and appropriate or trans- fer from available funds in the treasury, the sum of $20,335.00 to be used for the payment of Water Bonds and Interest.

Article 18


To see if the Town will vote to raise and appropriate the sum of $1,000.00 to cover the cost of pruning and destroying all existing dead wood in the town elms.

To see if the Town will vote to raise and appropriate or trans- fer from available funds in the treasury, the sum of $411.00 to pur- chase a power saw for the Tree Warden Department.

To see if the Town will vote to accept Highland Avenue from Progressive Avenue to Sunset Avenue. (By Petition).


Moved :- That the Town accept Highland Avenue from Pro- gressive Avenue to Sunset Avenue, as laid out by the Selectmen.

To see if the Town will vote to raise and appropriate or trans- fer from available funds in the treasury, the sum of $69,960.00 to pay Bonds and Interest on the School Construction Loan.


Moved :- That the sum of $50,000.00 be raised and appropriated for debt maturing on the School Loan and the sum of $19,960.00 for interest on said loan; and that to meet said appropriation of $69,960.00, the sum of $7,658.07 be appropriated from the Premium on Loans Account, the sum of $7,584.00 be appropriated from avail- able funds in the treasury, and the sum of $54,717.93 be raised in the tax levy of the current year.

Article 24


To see if the Town will vote to authorize the Board of Select- men to dispose of by sale or otherwise unused property of the Town not exceeding $500.00 in value.

To scc if the Town will vote to raise and appropriate or trans- fer from available funds in the treasury, the sum of $17,000.00 for the purchase and originally cquipping a 750 gallon pumping engine for the Fire Department.

Moved :- To appropriate from available funds in the treasury seventeen thousand ($17,000.00) dollars for purchasing a fully equipped 750-gallon pumping engine for use by the Fire Depart- ment; and that the old Maxim pumping engine may be turned in for allowance to be applied on the purchase price of the new pump- ing engine; and that a committee consisting of the Chief and two Deputy Chiefs of the Fire Department, Chairman of the Finance Committee, Chairman of the Board of Selectmen and one voter to be appointed by the Moderator are hereby created a committee to carry out the purposes of this vote.

To see if the Town will vote to raise and appropriate the sum of $500.00 for Civilian Defense.


Moved :- That the Town raise and appropriate the sum of $500.00 for Civilian Defense, to be expended with the approval of the Board of Selectmen. Motion carried.

To see if the Town will vote to raise and appropriate the sum of $300.00 for desk and file for the Town Accountant's Office.


Moved :- That the Board of Selectmen be authorized to pur- chase a desk and file for the Town Accountant's office and that the sum of $300.00 be raised and appropriated for this amount. Motion carried.


Article 28


To see if the Town will vote to transfer Reimbursement on School Plans of $1,631.12 to the New School Building Fund.


Moved :- That the sum of $1,631.12 now in the Reimburse- ments on School Plans, account, be transferred to the New School Building Fund. Motion carried.

To see if the Town will vote to appoint a Committee to revise the Town by-law on the building code, study zoning and standards on housing.


Moved :- That a committee of five be appointed by the Mod- erator to revise the Town by-law on building code, and study zoning and standards on housing, and report at the next annual Town Meeting. Motion carried.


Article 30


To see if the Town will vote to authorize the Moderator to appoint a committee of five to continue the Finance Committee survey of street lighting in the entire Town, and report at the next annual Meeting.

ANNUAL TOWN ELECTION March 17, 1951


A Meeting of which the inhabitants of West Bridgewater, qualified to vote in election were duly warned, was held in Town Hall, on Saturday, March 17, 1951 at nine o'clock in the fore- noon and the following is a record of the doings.


The Meeting was called to order by the Warden John Seager and Article 33 of the Warrant was read, to elect the following offi- cers by ballot.


The election officers were then sworn in by the Town Clerk to the faithful performance of their duties and were: Lulu Gardner, Anna O'Shaughnessy, Eleanor Sullivan, Loretta Burque, Charles Grippen, Ernest Pratt, Madalena Ellis, Anna Peterson, Marjorie MacDonald, Dorothy Williams, Helen Ross.


The Ballot Box was inspected by the police officer in charge and found to be empty. The register was set at zero. 1500 Ballots were delivered by the Town Clerk and receipt given for same.


At 8:00 o'clock P.M. the polls were declared closed. There were 911 ballots cast as shown on the indicator of the Ballot Box.

A meeting duly warned of the inhabitants of West Bridgewater qualified to vote in election and Town affairs was held in the Town Hall at West Bridgewater, Tuesday the 4th Day of December at 8:30 p.m. and the following is a record of the doings of said meeting:


The meeting was called to order by the Moderator, James Kehoe. Warrant was read by the Town Clerk.


Article 1


To see if the Town will vote (a) to accept the sum of seventeen thousand ($17,000) dollars from the "Trustees of Howard Funds in West Bridgewater" to be used for the purchase and installation of equipment and furnishings for the laboratories, in the new High

School, to be known as the "Benjamin B. Howard Laboratories;" (b) to accept said sum for the uses specified in lieu of any and all further assistance, financial or otherwise, by said "Trustees of the Howard Funds in West Bridgewater," to the public schools in said West Bridgewater; (c) to raise a committee consisting of the com- bined membership, as presently constituted, of the Board of Select- mcn, the School Committee and the School Building Committee; and (d) to authorize, empower and direct said committee, consist- ing of the combined membership, as presently constituted, of the Board of Selectmen, the School Committee and the School Build- ing Committee, to do each and every act and thing necessary, con- venient, or advisable, in order to obtain approval, of the proposed action of the Trustees, by any Court of competent jurisdiction to which the matter may be presented; or take any action relative thereto.
