TOWN MEETINGS


Annual Town Meeting March 9, 1953


A meeting of which the inhabitants of West Bridgewater, qual- ified to vote in election were duly warned, was held in the Town Hall, on Monday, March 9, 1953 at 7:30 o'clock P.M. and the fol- lowing is a record of the doings.


The meeting was called to order by the Town Clerk, Anna E. Brown, in the absence of the Moderator, James Kehoe. On Motion and seconded Horace Snell was elected Moderator pro tem. 208 voters were present. The Warrant was read by the Town Clerk.


The following articles were acted on:


Article 1. To choose Town Officers for the ensuing year not elected on the Official Ballot.


Surveyors of Lumber, Wood and Bark:

Article 2. To hear the reports of all Town Officers and Com- mittees and act thereon.


Moved :- That the reports of all Town Officers and Commit- tees, as printed in the Town Report be accepted. Motion carried.


Moved :- That the Moderator's Committee to study Union Health Department Act be continued, and that the Committee be increased in numbers from five to seven, and that the Moderator be authorized to appoint two men to serve with the present Com- mittee. Motion carried.

Moved :- That the present Committee to revise the Town By- Law on the Building Code, study zoning and standards on housing, as authorized in the annual Town Meeting under Article 29, March 12, 1951, be discharged: and that the Moderator be authorized to appoint a committee of five to study the present Town Building By-Law and to study a proposed Town Zoning By-Law or any relative method of zoning control or town planning, and to present their recommendations at the next annual Town Meeting. Motion upon vote carried.


Mr. Noyes, chairman of the Committee to study the advisa- bility of building a New Fire Station, Police Station and Town Office, gave a report that although the Town Office is in badly need of more space and a new fire station and Police station is needed the committee felt that the Town could not afford to build one at this time. Motion was made to accept the committee's report. Motion carried.


Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1953, and to issue a note or notes there- for, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Sec- tion 17, Chapter 44, General Laws.


Moved :- That the Town Treasurer be authorized, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1953, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. Upon Vote Motion carried.


Article 4. To see if the Town will vote to authorize the Board of Selectmen to appoint one of their members to the office of Agent for Veterans' Services.


Moved :- That the Board of Selectmen be authorized to ap- point one of their members to the office of Agent for Veterans' Services.


Motion upon vote carried.

Motion amended to read: The Treasurer be paid $40.00 per week and to raise and appropriate the sum of $2,080.00 for the year 1953. Ballot vote was requested. Vote cast was-No 112 Yes 81. Motion to amend was passed.

Moved :- That the sum of $2,400.00 be raised and appropri- ated for the Tax Collector's salary for the year 1953.


Motion amended to read: The sum of $3,000.00 be raised and appropriated for the Tax Collector's salary for the year 1953. Upon vote motion to amend was passed.


Original motion for the sum of $2,400.00 was upon vote carried.


Moved :- That the sum of $3,000.00 be raised and appropri- ated for the salaries of the board of Assessors for the year 1953, to be paid at the rate of $10.00 per day or $5.00 per meeting. So voted.


Moved :- That the sum of $1,300.00 be raised and appropri- ated for the Town Clerk's salary for the year 1953.


Amended to read: the sum of $1,100.00 be raised and appro- priated for the Town Clerk's salary for the year 1953. Upon vote amendment carried.


Moved :- That the sum of $12,489.25 be raised and appropri- ated for the Police Department for the year 1953.

Moved :- That the sum of $1,000.00 be raised and appropri- ated from Water Revenue Receipts for salaries of members of the Water Board, and that each member be paid at the rate of $4.00 per meeting or $8.00 per day, for the year 1953. So Voted.


Article 6. To see if the Town will vote to raise and appropri- ate, or transfer from available funds in the Treasury, a sum of money for Chapter 90 Maintenance, or take any action relative thereto.


Moved :- That the sum of $1,000.00 be raised and appropri- ated to meet the Town's share of Chapter 90 Maintenance, and that in addition the sum of $2,000.00 be appropriated from Surplus Revenue to meet the State's and County's share of the cost of the work, the reimbursement from the State and County to be restored, upon their receipt, to the Surplus Revenue Account. Upon vote motion carried.


Article 7. To see if the Town will vote to raise and appropri- ate or transfer from available funds in the Treasury, a sum of money for Chapter 90 New Construction, or take any action rela- tive thereto.


Moved :- That the sum of $3,000.00 be raised and appropri-

ated to meet the Town's share of Chapter 90, New Construction, and that in addition the sum of $9,000.00 be appropriated from Surplus Revenue to meet the State's and County's share of the cost of the work, the reimbursement from the State and County to be restored, upon their receipt, to the Surplus Revenue Account. So Voted.


Article 8. To see if the Town will vote to raise and appropri- ate the sum of $100.00 for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Ser- vice) and choose a Town Director as provided in Sections 41 and 42 of Revised Chapter 128 of the General Laws, and act thereon.


Moved :- That the sum of $100.00 be raised and appropriated for the use of the Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service), and that Clif- ford H. Carlson be appointed as Town Director as provided in Sec- tions 41 and 42 of Revised Chapter 128 of the General Laws. So Voted.


Article 9. To see if the Town will vote to authorize the Town Treasurer, in his discretion, but with the written approval of the Board of Selectmen, or a majority thereof, to sell any land acquired by the Town through foreclosure of a tax title and to execute and deliver in the name and behalf of the Town, all deeds necessary to effectuate any such sale. So Voted, upon motion.


Article 10. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money for Contributory Retirement.

Article 12. To see if the Town will vote to raise and appro- priate the sum of $1,800.00 for physical training, athletics, sports, equipment, etc.

Article 13. To see if the Town will vote to raise and appropri- ate the sum of $315.00 for a Dental Clinic.

Article 14. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, the sum of $88,517.50 to pay Bonds and Interest on the School Construction Loan.


Moved :- That the sum of $65,000 be raised and appropriated for debt maturing on the School Loan, and the sum of $23,517.50 for interest on said loan, and to meet said appropriation of $88,517.50, that the sum of $32,000.00 be appropriated from available funds in the Treasury, the sum of $1,541.10 be transferred from School Bond Premium Account, and the sum of $54,976.40 be raised in the tax levy of the current year. Upon vote motion carried.


Article 15. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money to be used for the payment of Water Bonds and Interest.


Moved :- That the sum of $19,675.00 be appropriated from Water Revenue, to be used for the payment of Water Bonds and Interest. Upon vote motion carried.


Article 16. To see if the Town will vote to raise and appro- priate the sum of $2,200.00 to drill new wells for the Water Depart- ment.


Moved :- That the sum of $2,200.00 be appropriated from Water Surplus to install new wells for the Water Department. Upon vote motion carried.


Article 17. To see if the Town will vote to raise and appro- priate the sum of $6,623.00 for new Water Meters for the Water Department.

Moved :- That the sum of $6,622.42 be raised and appropri- ated for new water meters and meter repairs for the Water Depart- ment and to meet said appropriation the sum of $922.42 be trans- ferred from Crescent Street New Water Main Account, and the sum of $5,700.00 be transferred from Water Surplus. Upon vote motion carried.


Article 18. To see if the Town will vote to raise and appro- priate a sum of money to lay a new water main on part of Brooks Place and Progressive Avenue.


Moved :- That the Town raise and appropriate the sum of $6,500.00 to lay a new water main on Brooks Place and Progressive Avenue, to replace the present two-inch main; and do such other work on said Streets as, may be advisable. Upon vote motion carried.


Article 19. To see if the Town will vote to raise and appro- priate a sum of money to replace water main on South Street to Cross Street, and Cross Street and Forest Street. (By Petition).


Moved :- That the sum of $24,800.00 be raised and appropri- ated to lay a new water main on South Street to Cross Street, Cross Street, and Forest Street. Upon vote motion lost.


Article 20. To see if the Town will vote to raise and appro- priate the sum of $260.00 for the payment of a 1952 bill for services rendered by Whitman & Howard for the Water Department.


Moved :- That the sum of $260.00 be taken from Water Rev- enue to pay a 1952 bill of Whitman & Howard for services ren- dered the Water Department. So Voted.


Article 21. To see if the Town will vote to raise and appro- priate the sum of $2,400.00 to cover the cost of pruning and de- stroying all existing dead wood in the town elms.


Moved :-- That the sum of $500.00 be transferred from High- way New Truck Account and that the sum of $1,800.00 be raised and appropriated to cover the cost of pruning and destroying all existing dead wood in the town elms. So voted.

Article 22. To see if the Town will raise and appropriate the sum of $2,099.00 for Moth Suppression.


Moved :- That the sum of $1,999.00 be raised and appropri- ated for Moth Suppression. So voted.


Article 23. To see if the Town will vote to raise and appro- priate the sum of $2,000.00 to be used for Aerial Spraying.
