TOWN MEETINGS


Annual Town Meeting


March 8, 1954


Meeting called to order at 7:30 P.M. by the Moderator. A motion was made and seconded to adjourn the meeting to the High School Auditorium because of lack of room in the Town Hall.


A meeting of which the inhabitants of West Bridgewater, qualified to vote in election were duly warned, was then called to order at 8:10 P.M. by the Moderator. Warrant was read by the Town Clerk.


The following articles were acted on:


Article 1. To choose Town Officers for the ensuing year not elected on the Official Ballot.


Surveyors of Lumber, Wood and Bark: Albert Howard, Clinton Howard, Alfred Gambao.


Field Drivers:

Article 2. To hear the reports of all Town Officers and Com- mittees and act thereon.


Moved :- that the reports of all Town Officers and Commit- tees, as printed in the Town Report be accepted. So Voted.


Article 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the Fi- nancial year beginning January 1, 1954 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Moved :- that the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning Janu- ary 1, 1954, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, Gen- eral Laws.

Article 4. To see if the Town will vote to authorize the Board of Selectmen to appoint one of their members to the office of Agent for Veterans' Services.

Moved that the sum of $2240.00 be raised and appropriated for the Selectmen's Department, and that the annual salaries of the Selectmen are hereby fixed for the year 1954 as follows: Chair- man, $700.00; other two members, $400.00 each.

Moved: that the sum of $2,925.00 be raised and appropriated for the Treasurer, and that the annual salary of the Treasurer is hereby fixed at $1,800.00 as of January 1, 1954.


Motion amended to read: That the sum of $2,725.00 be raised and appropriated for the Treasurer's Department, and that the an- nual salary for the year 1954 is hereby fixed at $1,600.00


Upon vote, original motion was lost, amendment carried.


Moved: that the sum of $3,995.00 be raised and appropriated for the Collector's Department, and that the annual salary for the year 1954 is hereby fixed at $2,800.00.


Motion amended to read: that the sum of $3,595.00 be raised and appropriated for the Collector's Department, and that the an- nual salary for the year 1954 is hereby fixed at $2,400.00.


Upon vote, original motion lost and amendment carried.


Motion: that the sum of $1,382.00 be raised and appropriated for the Town Clerk's Department, and that the annual salary for the year 1954 is hereby fixed at $1,100.00. So voted.


Moved: that the sum of $25.00 be raised and appropriated for the Moderator. So voted.


Moved: that the sum of $13,204.00 be raised and appropriated for the Police Department of which $75.00 is for out of State travel. So voted.


Moved: that the sum of $6,232.00 be raised and appropriated for the Tree Warden, and that the salary of the Tree Warden for the year 1954 be hereby fixed at $1,856.00. So voted.


Moved: that the sum of $7,725.00 be raised and appropriated for the Fire Department of which $65.00 is out of State travel. So voted.


Moved: that the sum of $545.00 be raised and appropriated for Moth Suppression. So voted.

Town Elms: Moved to pass without action. So voted.


Moved: that the sum of $4,460.00 be raised and appropriated for the Assessors' Department, and that the annual salaries of the Assessors for the year 1954 are hereby fixed as follows: Chairman, $1,400.00; clerk, $900.00; third member, $700.00.


Amended to read: the sum of $3,460.00 be raised and appropri- ated for the Assessors' Department, and that the annual salaries for the Assessors for the year 1954 are hereby fixed at $2,000.00.


Upon vote, amendment lost and original motion carried.


Moved: that the sum of $7,322.00 be raised and appropriated for the Public Welfare Department, and that the salaries of the Board of Public Welfare for the year 1954 are hereby fixed at $84.00 per member, or a total of $252.00; and further, that the ex- penses be hereby fixed at $670.00 and Welfare Aid be fixed at $6,400.00. So voted.


Moved: that the sum of $500.00 be raised and appropriated for the Town Counsel, and that the sum of $200.00 be raised and ap- propriated for expense of legal claims and suits. So voted.


Moved: that the sum of $221,120.00 be raised and appropriated for the School Department to be expended in the following manner: Administration $7,950.00, which includes out of State travel of $100.00; Instruction $153,450.00; Maintenance $4,110.00; Opera- tion $29,150.00; Auxiliary Agencies $23,390.00; Capital Outlay $3,070.00. So voted.


Moved: that the sum of $22,560.00 be raised and appropriated from Water Revenue from the Water Department, and that the salaries of the Water Commissioners for the year 1954 are hereby fixcd at $4.00 per meeting, or $8.00 per day each. So voted.


Moved: that the sum of $1,431.05 be raised and appropriated for Town Reports. So voted.


Article 6. To sce if the Town will vote to raise and appropri- ate or transfer from available funds in the Treasury, a sum of money for Chapter 90 Maintenance, or take any action relative thereto.

Moved: that the sum of one thousand dollars ($1,000.00) be raised and appropriated to meet the Town's share of Chapter 90 Maintenance, and that in addition, the sum of two thousand dol- lars ($2,000.00) be appropriated from Surplus Revenue to meet the State's and County's share of the cost of the work, reimburse- ment from the State and County to be restored, upon their receipt, to the Surplus Revenue account. Upon vote, motion carried.


Article 7. To see if the Town will vote to raise and appropri- ate or transfer from available funds in the Treasury, a sum of money for Chapter 90 New Construction, or take any action rel- ative thereto.


Moved: that the sum of thirty-five hundred dollars ($3,500.00) be raised and appropriated to meet the Town's share of Chapter 90, New Construction, and that in addition the sum of ten thous- and, five hundred dollars ($10,500.00) be appropriated from Sur- plus Revenue to meet the State's and County's share of the cost of the work, reimbursement from the State and County to be restored, upon their receipt, to the Surplus Revenue Account.


Upon vote, motion carried.


Article 8. To see if the Town will vote to raise and appropri- ate the sum of $100.00 for the use of the Plymouth County Trus- tees for County Aid to Agriculture (Plymouth County Extension Service) and to choose a Town Director as provided in Sections 41 and 42 of Revised Chapter 128 of the General Laws, and act thereon.


Moved: that the sum of one hundred dollars ($100.00) be raised and appropriated for the use of the Plymouth County Trus- tees for County Aid to Agriculture (Plymouth County Extension Service) and that Clifford Carlson be appointed as Town Director as provided in Sections 41 and 42 of Revised Chapter 128 of the General Laws.


Upon vote, motion carried.


Article 9. To see if the Town will vote to amend the Town By-Laws by inserting the following as Section 4 of Article 10: Duties of the Treasurer: "The Treasurer, in his discretion, but with

the written approval of the Board of Selectmen, or a majority there- of, sell any land acquired by the Town through foreclosure of a tax title and to execute and deliver in the name and behalf of the Town, all deeds necessary to effectuate any such sale. (By the Selectmen).


Moved: that the Town By-Laws be amended by inserting the following as Section 4 of Article 10: "The Treasurer in his discre- tion but with the written approval of the Board of Selectmen, or a majority thereof, sell any land acquired by the Town through fore- closure of a tax title, and to execute and deliver in the name and behalf of the Town, all deeds necessary to effectuate any such sale."


Upon vote, motion unanimously carried.


Article 10. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money for Contributory Retirement.


Moved: that the sum of thirty-three hundred and twenty-two dollars ($3,322.00) be raised and appropriated for Contributory Retirement.


Upon vote, motion carried.


Article 11. To see if the Town will vote to raise and appro- priate the sum of $2,500.00 for physical training, athletics, sports equipment, etc., for the schools. (By the School Committee).


Moved: that the sum of twenty-five hundred dollars ($2,500.00) be raised and appropriated for physical training, athletics, sports and equipment, according to Chapter 638, Acts of 1950.


Upon vote, motion carried.


Article 12. To see if the Town will vote to raise and appro- priate the sum of $700.00 for a Dental Clinic.


Moved: that the sum of seven hundred dollars ($700.00) be raised and appropriated for the Dental Clinic.

Article 13. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, the sum of $87,232.30 to pay Bonds and Interest on the School Construction Loan.


Upon motion, article carried as read.


Article 14. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money to be used for the payment of Water Bonds and Interest. (By the Water Commissioners).


Moved: that the sum of $19,345.00 be appropriated from Water Revenue, to be used for the payment of Water Bonds and Interest.


Motion carried upon vote.


Article 15. To see if the Town will vote to raise and appro- priate the sum of three thousand two hundred dollars ($3,200.00) to be expended for such new construction, relocation of water mains, or other purposes deemed advisable by the Water Commis- sioners, in the vicinity of the Fall River Expressway or elsewhere. (By the Water Commissioners).


Moved: that the sum of $3,200.00 be appropriated from Water Surplus to be expended for such new construction, relocation of water mains and other purposes deemed advisable by the Water Commissioners, in the vicinity of the Fall River Expressway or elsewhere.


Upon vote, motion carried.


Article 16. To see if the Town will vote to raise and appro- priate the sum of $1,010.00 to be expended for the purpose of compromising and settling the claim of Harold S. Lyon for dam- ages resulting from the taking of his land by the Town for water supply purposes; or take any action relative thereto. (By the Water Commissioners).


Moved: that the sum of one thousand ten dollars ($1,010.00) be raised and appropriated for the purpose of compromising and

settling the claim of Harold S. Lyon for damages resulting from the taking of his land by the Town for water supply purposes; and to meet said appropriation that the sum of seven hundred and ninety-one dollars and thirty-seven cents ($791.37) be appropriated from Water Surplus and the sum of two hundred and eighteen dollars and sixty-three cents ($218.63) be transferred from money appropriated under Article 2 of the Town Meeting held November 24, 1947, to this account.

Article 17. To see if the Town will vote to raise and appro- priate the sum of eleven thousand two hundred dollars ($11,200.00) for replacing water mains on parts of South Street and Cross Street and do such other work on or adjacent to said streets as may be deemed advisable by the Water Commissioners. (By the Water Commissioners).


Moved: that the sum of eleven thousand and two hundred dollars ($11,200.00) be raised and appropriated for replacing water mains on parts of South Street and Cross Street, and to do such other work on or adjacent to said streets as may be deemed advis- able by the Water Commissioners; and to meet said appropriation that the sum of three thousand dollars ($3,000.00) be appropriated from Water Revenue, and that the sum of three thousand, two hundred dollars ($3,200.00) be raised in the tax levy of the current year, and that the Water Commissioners be authorized to issue bonds or notes therefor in the sum of five thousand dollars ($5,000.00).

Article 18. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money for the purchase of an air compressor and accessory equip- ment, to be under the supervision of the Water Commissioners. (By the Water Commissioners).


Moved: that the sum of two thousand dollars ($2,000.00) be raised and appropriated for the purchase of an air compressor and accessory equipment, and that the Board of Selectmen be author- ized to make this purchase.

Article 19. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money to be used for the purchase of a sand spreading machine for the Highway Department. (By the Selectmen).


Moved: that the sum of twelve hundred and twenty-five dol- lars ($1,225.00) be appropriated from the Machine Fund for the purchase of a sand spreading machine for the Highway Department and that the Selectmen be authorized to make this purchase.

Article 20. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, the sum of $2,800.00 for alterations to the heating system in the Town Hall, to provide for separate zones of heat. (By the Selectmen).

for a term of one year, one for the term of two years, one for a term of three years, one for the term of four years and one for a term of five years, and thereafter in accordance with the provisions of the statute and by official ballots; or take any action relative thereto. To see if the Town will vote to raise and appro- priate the sum of $438.00 to install, relocate and remove street lights on Ash Street, Brooks Place, Charles Street, East Center Street, Lincoln Street, Matfield Street, North Main Street, South Street, South Elm Street and South Main Street. (By the Strect Lighting Committee).


Upon motion, article carried as read.

Article 32. To see if the Town will vote to continue the present Street-Lighting Survey Committee. (By the Street-Light- ing Survey Committee).


Moved: that the present Street Lighting Survey Committee be continued for another year. So voted.


Article 33. To see if the Town will vote to raise and appro- priate a sum of money for the purchase of a new cruiser for the Police Department. (By the Selectmen).


Moved: that the Board of Selectmen be authorized to purchase a new car for the Police Department, and to transfer, deliver and expend the present police car therefor; and raise and appropriate the sum of six hundred dollars ($600.00) for the balance of the purchase price, and transferring equipment from the old car to the new.


So voted.


Article 34. To see if the Town will vote to accept Purchase Street. (By petition).
