The town is growing. In order to finance its growth, the town has gone into debt. But the town is also able to carry its debt. Since January 1, 1951 the town has reduced its school loans by $230,000 and its water loans by $68,000, built a fire and police station for $62,000, and at the same time increased its surplus funds by $64,000.
The town is growing. Some of the problems discussed in last year's Town Report are being solved. Special articles for consider- ation at the annual town meeting take into account additional equipment requirements for the highway department, the new Fire and Police Station and Civil Defense. Nothing has been done about such problems as rubbish and garbage disposal, enlarge- ment and extension of our water system, sidewalks for the safety of school children, improved town office facilities, a new library and others. None of these problems admit of hasty solution.
It is heartening to note in the annual report submitted by the Chief of Police that he knows of no juvenile delinquency problem within the town. As his report points out, much credit for this

favorable condition must be given to the organizations such as our Churches, the American Legion, the Boy Scouts and Girl Scouts, the Grange, 4-H, P.T.A. and others which promote activities which guide and direct youthful energy.
Town departments as a whole are efficiently and economically operated. Most departments were able to operate within their budgets; some departments with special problems exceeded their budgets and required transfers which were authorized by the Fi- nance Committee. Departments which were able to operate within their budgets had unexpended balances totalling about $7,800. Transfers totalling $4,000 were required for those departments which exceeded their budgets, so that, overall, the town depart- ments spent approximately $3,800 less than was originally appro- priated at the last annual town meeting.
In order to exercise more control over expenditures, the Fi- nance Committee has requested that each department submit its equipment requirements separately and has made arrangements to have equipment requirements voted separately at the annual town meeting. It is expected that this procedure will result in better planning and all town departments have indicated their willingness to cooperate with the Finance Committee in this matter.
The town was in the path of two hurricanes and all depart- ments are to be complimented for the manner in which these emer- gencies were handled. Under special emergency regulations, hurri- cane expenditures up to $20,000 were authorized and it is expected that the town will be reimbursed by the Commonwealth for most of this expense.
Special recognition is given to the committees who have been appointed to study and administer special town problems:
To the Fire and Police Station Committee, who with the help of volunteer work done by the members of the fire and police departments and other public-spirited townspeople, have been able to accomplish their objective, a new Fire and Police Station.
To the Building and Zoning By-Laws Committee, who have publicly announced proposed zoning regulations for consideration by the town.

To the Elementary School Building Committee, whose plans will probably result in one of the lowest unit cost school building projects in this area.
To the Public Health Committee, who are concerned with the health problems created by the growth of the town.
To the School Survey Committee, whose studies indicate a continuing need for new school construction.
To the Street Lighting Survey Committee, for its practical approach to the street-lighting problem.
To the Finance Committee, who function as the taxpayers' representatives, auditing, discussing and recommending depart- mental expenditures.
The town is indeed fortunate that so many qualified citizens are willing to serve on these special committees, for which they re- ceive no compensation, and wishes to express a sincere "thank- you," not only for their time, but also for the quality of their accomplishments.
Attention is called to Emergency Unit No. 1, a truck built especially for emergency service of all kinds, which has been given to the town by members of the fire and police departments and other volunteers who have donated materials, labor and services to its construction.
As responsible citizens of the town, we are all under obligation to keep our elected and appointed officials informed on all matters in the public interest. All of us, observing special situations, are prone to say to ourselves and to others, "Why doesn't someone do something about it?" Very often the reason nothing has been done is that those in authority haven't been told about it.
We are grateful for the support and cooperation received from all departments, officials, committees and townspeople during 1954.
