To either of the Constables of the Town of Eastham in the County of Barnstable ; Greeting.


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in Elections and Town Affairs, to meet at the Town Hall in said Town on Monday, the first day of February next, at ten o'clock in the fore- noon, then and there to act on the following articles in this Warrant, and to meet in the Town Hall in Eastham at 12:30 P.M. on Tuesday, the second day of February next, then and there to elect all necessary Town Officers.


Polls to be opened at 12:30 P.M. and may be closed at 6:00 P.M.

Article 2. To see if the Town will vote to elect a Town Director for the Cape Cod Extension Service.


Article 3. To see in what manner the Town will dis- pose of its refunded Dog Tax.


Recommended that the Dog Tax be made available to the Public Library, Unanimous vote.


Article 4. To see if the Town will vote to raise and appropriate a sum of money, provided the State makes a satisfactory allotment, for repair and maintenance of Town Ways under Chapter 81, Sections 26-29, G. L. as amended.


Recommend an appropriation of $3,225.00. Unanimous vote.


Article 5. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen. to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1943, and to issue a note or notes therefore, payable in one year, and to renew any note or notes as may be given for a per- iod of less than one year in accordance with Sec. 17, Chap- ter 44, G. L.


Recommend that the Treasurer be so authorized.

Article 6. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of re- imbursement for the financial year beginning January 1, 1943, and to issue a note or notes therefore, payable in one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Sec. 17, Chapter 44, G. L.


Recommended that the Treasurer be so authorized.


Article 7. To see if the Town will vote to raise and appropriate a sum of money for the Public Library.


Recommended an appropriation of $150.00. Unanimous vote.


Article 8. To see if the Town will vote to raise and . appropriate a sum of money not to exceed $1,000.00 for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for the care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment, in accordance with Chapter III, Sec. 74, G. L., or take any action thereto and act fully thereon.


Recommended an appropriation of $300.00. Unanimous vote.


Article 9. To see if the Town will adopt the following By-law: "All Town Officers are to report the amount of fees received by them by virtue of their office, to the Se- lectmen, who shall publish the same in the Annual Town Report." As provided in the General Laws. Chapter 40, Section 21, Part 13. (By request).


No recommendation. Unanimous vote.

Article 10. To see if the Town will vote to raise and appropriate a sum of money for the protection and propa- gation of Shellfish, or take any action thereto and act fully thereon.


No recommendation. Unanimous vote.


Article 11. To see what sum of money shall be taken from available funds towards defraying the tax levy for 1943.


Recommended that no money be taken. Unanimous vote.


Article 12. To see if the Town will vote to charge the Overlay Reserve Fund the sum of $695.41 which is the balance ordered by the Land Court refunded and tax title dismissed, in the name of James P. Brewer et al.


Recommended that the Town so vote. Unanimous vote.


Article 13. To see if the Town will vote to instruct the Selectmen to control, regulate or prohibit the taking of eels, and any and all kinds of shellfish and seaworms, ยท as provided for under the provisions of Sec. 52, Chapter 130, G. L., as amended by Chapter 598, Acts of 1941.


No recommendation. Unanimous vote.


Article 14. To see if the Town will vote to instruct the Selectmen to issue licenses under the provisions of Sec. 57, Chapter 130, G. L., as amended by Chapter 598, Acts of 1941.


No recommendation. Unanimous vote.

Article 15. To see if the Town will invest the Select- men with the authorization provided for under the pro- visions of Sec. 54, Chapter 130, G. L., as amended by the Acts of 1941.


No recommendation. Unanimous vote.


Article 16. To see if the Town will vote to authorize the Selectmen to act exclusively as provided by Section 56, G. L., as amended by Chapter 598, Acts of 1941.


No recommendation. Unanimous vote.


Article 17. To see if the Town will vote to instruct the Selectmen to continue to make a charge on all shellfish permits issued, or take any action relative thereto.


No recommendation. Unanimous vote.


Article 18. To see if the Town will vote to authorize the Selectmen to sell property taken by the Town under tax title procedure, or take any action relative thereto.


Recommended that the Town so authorize and appro- priate $50.00 for expenses. Unanimous vote.


Article 19. To see if the Town will vote to pay a bounty of Twenty-five Cents each for woodchucks killed within its boundaries during the ensuing vear and appro- priate the sum of $30.00 for this purpose.


Recommended the appropriation of $30.00. Unanimous vote.


Article 20. To see if the Town will vote to raise and appropriate a sum of money for the operating expense of the Town Ration Board.


Recommended the appropriation of $100.00. Unanimous vote.

Article 21. To see if the Town will vote to establish a road machinery account to which shall be credited all receipts received for the use or rental of road machinery, the proceeds to be appropriated as voted by the Town for road machinery purposes, or take any action in relation thereto.


No recommendation. Unanimous vote.


Article 22. To see if the Town will vote to raise and appropriate a sum of money to establish a road machinery fund for the purpose of purchasing, repairing and operating road machinery.


No recommendation. Unanimous vote.


Article 23. To see if the Town will vote to raise and appropriate a sum of money to pay 1942 bills, under the provisions of Chapter 179, Acts of 1941.


No recommendation. Unanimous vote.


Article 24. To see if the Town will vote to raise and appropriate a sum of money for Civilian Defense, under the provisions of Chapter 487, Acts of 1941.


Recommended the sum of $700.00. Unanimous vote.


Article 25. To see what action the Town wishes to take in regard to converting the Town Hall heating plant from oil to other fuel and raise and appropriate a sum of money for same.


Recommended the appropriation of $50.00 for expenses and that the date of making and change be left in the hands of the Selectmen. Unanimous vote.

Article 26. To see what rate the Town will vote to pay for laborers and trucks for the ensuing year.


Recommended Sixty cents an hour for laborers and $1.60 per hour for truck and Driver. Unanimous vote.


Article 27. To see if the Town will vote to appropri- ate an additional sum of money for the purpose of con- tinuing the school lunch project at the Schoolhouse. (By request of the School Committee).


No recommendation. Unanimous vote.


And you are directed to serve this Warrant by posting attested copies thereof, at the packing house of Bernard C. Collins in South Eastham; at the barn of Harry W. Col- lins in South Eastham; at the Post Office in North Eastham, and at the Post Office in Eastham, seven days at least be- fore the time of holding said Meeting as aforesaid. Here- of fail not and make due return of this Warrant with your doings thereon to the Town Clerk at the time and place of holding said Meeting.

Assessors' Report


The past year the Town has been more fortunate than first expected.


The personal property valuation was only $360.00 be- low last year's valuation.


There was nearly enough new building to overcome the loss and reduced assessments, making the difference of $6100.00 less in real estate valuation. Though there was the loss of the gasoline tax and one-third less of the excise tax, the two-thirds cut in the State tax with a larger receipt from the corporation taxes plus $1500.00 taken from the available funds a tax rate of $25.50 was set.
