ANNUAL TOWN MEETING WARRANT February 2-3, 1942
Commonwealth of Massachusetts
Barnstable, ss.
To either of the Constables of the Town of Eastham in the County of Barnstable : Greeting.
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and town af- fairs, to meet in the Town Hall in said town on Monday the Second day of February next, at ten o'clock in the forenoon, then and there to act on the following articles in this warrant, and to meet in the Town Hall in Eastham at 12.30 P. M. on Tuesday, the Third day of February next, then and there to elect all necessary Town Officers.
Polls will be open at 12:30 P. M. and may close at 6:00 P. M.
Article 1. To act upon the annual report including recommendation of the Selectmen and other Town Officers and Committees.
Article 2. To see if the Town will elect a Town Di- rector for the Cape Cod Extension Service.
Article 3. To see in what manner the Town will dis- pose of its refunded dog tax.
Article 4. To see if the town will vote to raise and ap- propriate a sum of money, providing the State makes a

satisfactory allotment, for repairs and maintenance of Town Ways under Chapter 81. Sections 26 to 29 as amended.
Article 5. To see if the town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1942 and to issue a note or notes therefor, payable in one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.
Article 6. To see if the town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of re-imbursement for the financial year beginning January 1, 1942 and to issue a note or notes therefor payable in one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 6A Chapter 44 of the General Laws.
Article 7. To see if the town will vote to raise and appropriate a sum of money for the Public Library.
Article 8. To see if the town will vote to raise and appropriate a sum of money, not to exceed $500.00 for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for care and treatment of persons, certified by the Selectmen to be residents of the town and unable to pay for such care and treatment, in ac- cordance with Chapter 111, Section 74 of the General Laws, or take any action thereto and act fully thereon.
Article 9. To see if the town will vote to raise and appropriate the sum of $150.00 for free band concerts to be given by the Junior Community Band during the ensuing year or take any action thereto and act fully thereon.

Article 10. To see if the town will vote to raise and appropriate a sum of money for the protection and propa- gation of shellfish, or take any action thereto and act fully thereon.
Artiele 11. To see what sum of money shall be taken from available funds towards defraving the tax levy for 1942.
Article 12. To see if the town will vote to raise and appropriate a sum of money to be used by the local W.P.A. or any other succeeding government agency of like nature, for the purchase of material and other expenses.
Article 13. To see if the town will vote to instruct the Selectmen to control, regulate, or prohibit the taking of eels and any and all kinds of shellfish and seaworms, as provided for under the provisions of Section 48, Chapter 130, General Laws as amended by Chapter 329 Acts of 1933.
Article 14. To see if the Town will vote to instruct the Selectmen to issue licenses under the provisions of Sec- tion 57, Chapter 130, General Laws as amended by Chapter 329 Acts of 1933.
Article 15. To see if the Town will invest the Select- men with the authorization provided for under the provi- sion of Section 55, Chapter 130, General Laws as amended by Chapter 329, Acts of 1933.
Artiele 16. To see if the Town will vote to instruct the Selectmen to continue to make a charge on all shellfish permits issued, or take any action relative thereto.
Article 17. To see if the Town will vote to authorize the Selectmen to sell property taken by the Town under tax title procedure, or take any action relative thereto.

Article 18. To see if the Town will vote to pay a bounty of twenty-five cents each for woodchucks killed the ensuing year and appropriate the sum of $40.00 for this purpose.
Article 19. To see if the Town will vote to raise and appropriate a sum of money for the purpose of acquiring fire equipment for the town, determine how the same shall be raised or to take any action relative thereto. (By request of committee appointed at last Annual Town Meeting.)
Article 20. To see if the Town will vote to raise and appropriate a sum of money for the purpose of purchasing a chassis for the Town sprayer and improving its building in the rear of the Town Hall, or take any action thereto.
Article 21. To see if the Town will vote to raise and appropriate a sum of money under the provision of Chapter 90, General Laws same to be used for the Control of Erosion of beach near Camp Ground Landing, and that the Select- men be authorized to enter into any contracts necessary. (By request of Committee appointed at Last Annual Town Meeting).
Article 22. To see if the Town will vote to raise and appropriate a sum of money to pay 1941 bills, under the provisions of Chapter 179, Acts of 1941.
Article 23. To see if the Town will vote to raise and appropriate a sum of money for the purpose of Civilian Defense, under the provisions of Chapter 487, Acts of 1941.
Article 24. To see if the Town will vote to raise and appropriate a sum of money for the purchase of a snow plow.

Article 25. To see if the Town will vote to adopt the following By-Law "there shall be an annual audit of the Town's accounts under the supervision of the Director of Accounts of the Department of Corporation & Taxation in accordance with the provisions of Section 35. Chapter 44. General Laws.
And you are directed to serve this warrant by posting attested copies thereof at the Packing house of Bernard C. Collins, the barn of Harry W. Collins in So. Eastham, the Post Office in Eastham and the Post Office of No. Eastham seven days before time of holding said meeting. Hereof fail not and make due return of this warrant with your doings. to the Town Clerk at the time and place of meeting afore- said. Article 2. Voted to elect a Town Director for the Cape Cod Extension Service ; elected Clayton O. Horton, Director for the Cape Cod Extension Service.

Article 3. Voted that the Refunded Dog Tax be made available for the Public Library.
Article 4. Voted to raise and appropriate the sum of. $3,225.00 for care and maintenance of Town Ways pro- vided the State will make a satisfactory allotment to the Town for the same under Chapter 81, Sections 26 to 29 as amended.
Article 5. Voted to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1942, and to issue a note or notes therefor, payable in one year and to renew any note or notes as may be given for a period of less than one year.
Article 6. Voted to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of re-imbursement of the finan- cial year beginning January 1, 1942, and to issue a note or notes therefor payable in one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 6A, Chapter 44 of the General Laws.
Article 7. Voted to raise and appropriate the sum of $250.00 for the Public Library.
Article 8. Voted to raise and appropriate the sum of $300.00 for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for care and treatment of persons certified by the Selectmen to be citi- zens of the town and unable to pay for such care and treat- ment.
Article 9. Voted to raise and appropriate the sum of $150.00 for free Band Concerts to be given by the Junior Community Band during the ensuing year.

Article 10. Voted to raise and appropriate the sum of $500.00 for protection and $300.00 for propagation of shell- fish.
Article 11. Voted to indefinitely postpone.
Article 12. Voted to raise and appropriate the sum of $200.00 for W.P.A. or other government agency of like nature.
Article 13. Voted to instruct the Selectmen to control, regulate or prohibit the taking of eels and any and all kinds of shellfish and seaworms, as provided for under the provi- sions of Section 48, Chapter 130, General Laws as amended by Chapter 329, Acts of 1933.
Article 14. Voted to instruct the Selectmen to issue licenses under provisions of Section 57 Chapter 130, Gen- eral Laws as amended by Chapter 329, Acts of 1933.
Article 15. Voted to invest the Selectmen with the authorization provided for under the provisions of Section 55, Chapter 130, General Laws as amended by the Acts of 1933, Chapter 329.
Article 16. Voted to instruct the Selectmen to con- tinue to make a charge for licenses or permits issued for the taking of shellfish.
Article 17. Voted to authorize the Selectmen to sell property taken for the Town under Tax Title procedure and to raise and appropriate the sum of $50.00 for this pur- pose.
Article 18. Voted to pay a bounty of $.25 for each woodchuck killed within its boundaries, and to raise and appropriate the sum of $40.00 for this purpose.

At 11:45 A. M. meeting recessed to 1:00 P. M. Recon- vened at 1:00 P. M.
Article 19. After a lengthy discussion a vote was taken upon this article - prior to taking the vote, William H. Forrest had made a motion to raise and appropriate the sum of $4000.00 for fire fighting equipment. Mr. Lincoln was accorded the privilege of addressing the meeting; he spoke on the question of the fire hazards. Mr. Albion F. Rich, Jr., reported for the committee appointed at a Special Town Meeting July 1941 -; this committee was to make its re- port at the Annual Town Meeting.
Upon the motion of Chas. F. Atwood it was voted to appoint a recess committee by the Moderator to retire and bring in a report as to the cost of supplementary equipment for the fire fighting apparatus. Committee reported at 2:30 P. M. as follows after deliberation it was found the ad- ditional cost would be $1375.00 making a total appropria- tion of $5375.00 for the entire outfit.
