To either of the Constables of the Town of Eastham in the County of Barnstable :
In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in Elections and Town Affairs, to meet at the Town Hall in said Town on Monday, the 4th day of February next, at ten o'clock in the fore- noon, then and there to act on the following articles in this Warrant, and to meet in the Town Hall in said Town at 12:00 noon on Tuesday, the 5th day of February next, then and there to elect all necessary Town Officers.
Polls to be opened at 12:00 noon and may be closed at 5:30 P. M.
Article 1. To act upon the Annual Report including Recommendations of the Selectmen and other Town Officers and Committees and see if the Town will vote to raise and appropriate the following sums of money to defray depart- mental expenses for the ensuing year :

Article 2. To see if the Town will vote to elect a Town Director for the Cape Cod Extension Service.
Recommend that one be elected. Unanimous vote.
Article 3. To see in what manner the Town will dis- pose of its refunded Dog Tax.
Recommend that the refunded Dog Tax be made avail- able to the Public Library. Unanimous vote.
Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of financial year beginning January 1, 1946, and to issue a note or notes therefore, payable in one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Sec. 17, Chap. 44, G. L.
Recommend that the Treasurer be so authorized. Unanimous vote.
Article 5. To see if the Town will vote to raise and appropriate a sum of money for the Public Library or take any action relative thereto.
Recommend the appropriation of $300.00; $200.00 of the appropriation to be used for painting and repairs. Unanimous vote.
Article 6. To see if the Town will vote to raise and appropriate a sum of money not to exceed $1,000.00 for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for the care and treatment of persons certified by Selectmen to be residents of the Town and unable to pay for such care and treatment, in

accordance with Chap. 111, Sec. 74, G. L., or take any action thereto and act fully thereon.
Reccomend the appropriation of $300.00. Unanimous vote.
Article 7. To see if the Town will vote to raise and appropriate a sum of money for the protection and propa- gation of Shellfish or take any action thereto and act fully thereon.
Recommend the appropriation of $400.00 for the follow- ing purposes : Constable's salary $100.00; shellfish protec- tion, $100.00 and propagation, $200.00. Unanimous vote.
Article 8. To see if the Town will vote to instruct the Selectmen to control, regulate or prohibit the taking of eels, and any kind and all kinds of shellfish and seaworms, as provided for under the provisions of Sec. 52, Chap. 130, Acts of 1941.
Recommend that the Town so vote. Unanimous vote.
Article 9. To see if the Town will vote to instruct the Selectmen to issue licenses for private grants under the provisions of Sec. 57, Chap. 130, G. L., as amended by Chap. 598, Acts of 1941.
Recommend that the Town so vote. Unanimous vote.
Article 10. To see if the Town will invest the Select- men with the authorization to plant and close areas as pro- vided for under the provisions of section 54, Chap. 130, G. L., as amended by the Acts of 1941.
Recommend that the Town so vote. Unanimous vote.
Article 11. To see if the Town will vote to authorize the Selectmen to act exclusively as provided by Sec. 56, . G. L., as amended by Chap. 598, Acts of 1941.

Article 12. To see if the Town will vote to instruct the Selectmen to continue to make a charge on all shellfish permits issued, or take any action relative thereto.
Recommend that the Town so vote. Unanimous vote.
Article 13. To see if the Town will vote to authorize the Selectmen to sell property taken by the Town under tax title procedure, or take any action relative thereto.
Recommend that the Town so vote and an appropriation of $300.00 be made. Unanimous vote.
Article 14. To see if the Town will vote to pay a bounty of fifty cents each for woodchucks killed within its boundaries during the ensuing year and raise and appro- priate a sum of money for this purpose or take any action relative thereto.
Recommend an appropriation of $25.00. Unanimous vote.
Article 15. To see if the Town will vote to raise and appropriate a sum of money to pay 1945 bills, under the provisions of Chap. 179, Acts of 1941.
Recommend that the Town so vote and appropriation be made if needed. Unanimous vote.
Article 16. To see if the Town will vote to raise and appropriate a sum of money to be used for the suppression of tent caterpillars under direction of local 4H Clubs Lead- ers, or take any action relative thereto.
Recommend that the Town so vote and the appropria- tion of $25.00 be made. Unanimous vote.

Article 17. To see if the Town will vote to accept the layout for and extension of the Town Landing of Common Place the North side of Salt Pond, as made out by Selectmen to take by eminent domain, purchase or gift, said landing and vote to raise and appropriate a sum of money for this purpose or take any action relative thereto.
Recommend that the Town so vote and the appropria- tion of $1,000.00 be made. Unanimous vote.
Article 18. To see if the Town will vote to accept the layout for and extension of the Town Landing or Common Landing Place the Southeast side of Great Pond, as made out by the Selectmen and filed with the Town Clerk and to see if the Town will instruct the Selectmen to take by eminent domain, purchase, or gift, said landing and vote to raise and appropriate a sum of money for this purpose or take action relative thereto.
Recommend that the Town so vote and the appropria- tion of $100.00 be made. Unanimous vote.
Article 19. To see if the Town will vote to raise and appropriate a sum of money, and appoint a committee for the purpose of purchasing an Honor Roll for World War Two Veterans or take any action relative thereto.
Recommend the appointment of a committee of five by the moderator, two of the committee to be World War II Veterans. Unanimous vote.
Article 20. To see if the Town will vote to rescind the the action of the Town whereby it was voted to elect a shellfish constable, which is contrary to the provisions of Sec. 98, of Chap. 130, General Laws.
Recommend the passage of this article. Unanimous vote.

Article 21. To see if the Town will vote to raise and appropriate a sum of money for the purpose of dredging Rock Harbor Creek and building a piece of rip rap at the mouth of said creek in conjunction with the state Department of Public Works.
Do not recommend an appropriation. Unanimous vote.
Article 22. To see if the Town will vote to transfer a sum of money from the Road Machinery Fund to the Road Machinery operation Account, or take any action relative thereto.
Recommend the transfer of $200.00. Unanimous vote.
Article 23. 'To see if the Town will vote to raise and appropriate a sum of money for the purpose of creating a stabilization fund under Chap. 124, Acts of 1945, or take any action relative thereto.
Do not recommend an appropriation. Unanimous vote.
Article 24. To see if the Town will vote to raise and appropriate a sum of money for the purpose of purchasing snow fences, or take any action relative thereto.
Recommend the appropriation of $250.00. Unanimous vote.
Article 25. To see if the Town will vote to accept the layout of the Sunken Meadow Road as made out by the Selectmen and raise and appropriate a sum of money to cover expenses or take any action relative thereto.
Recommend the Town so vote and appropriate the sum of $50.00. Unanimous vote.

Article 26. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chap. 90, High- ways Construction, or take any action Relative thereto.
Recommend the appropriation of $1,200.00 as the Town's share and $3,600.00 to be transferred from available funds to cover State's and County's shares which will be reimbursed to the Town later. Unanimous vote.
Article 27. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chap. 81, High- ways, or take any other action thereto.
Recommend the appropriation of $3,225.00 as the Town's share, and $6,450.00 to be transferred from available funds to cover the State's share which will be reimbursed to the Town later. Unanimous vote.
Article 28. To see if the Town will vote to accept the layout of a Town Landing or Common Landing Place the North side of Jemima's pond as made out by the Selectmen and filed with the Town Clerk and to see if the Town will instruct the Selectmen to take by eminent domain, purchase or gift, said landing and vote to raise and appropriate a sum of money for this purpose or take any action relative thereto.
Recommend the Town so vote and the appropriation of $100.00.
Article 29. To see if the Town will vote to raise and appropriate a sum of money for repairs on the old Wind Mill, or take any action relative thereto.
Recommend the appropriation of $200.00. Unanimous vote.

Article 30. To see if the Town will vote to authorize the Selectmen to sell the piece of land which was a Town Dump in So. Eastham, or take any action relative thereto.
Recommend the Town so vote. Unanimous vote.
Article 31. To see if the Town will so vote to ap- propriate from unappropriated available funds in the treas- ury the sum of $5,000.00 for the purchase and maintenance of fire apparatus, or do or act anything thereon. (By re- quest.)
Recommend a committee of five to be appointed from the floor to bring in a detailed report at a future Town Meeting. Unanimous vote.
Article 32. To see if the Town will vote to accept the provisions of Chap. 723, Acts of 1945, being an act to author- ize the establishment and maintenance of municipal depart- ments and of districts for furnished information, advice, and assistance to veterans of World War II, or other veterans.
Do not recommend acceptance of this Article. Unani- mous vote.
Article 33. To see if the Town will vote to authorize the School Committee to establish and maintain State-aided vocational education in accordance with the provisions of Chap. 74, General Laws and Acts amendatory thereto, or dependent thereon, and further raise and appropriate the amount of $350.00, therefore, or take any action relative thereto.
Recommend appropriation of the sum of $350.00. Unani- mous vote.

Article 34. To see if the Town will vote to raise and appropriate the sum of $150.00 for the free band concerts to be given by the Junior Community Band during the en- suing year, or do or act anything thereon. (By request.)
Recommend the appropriation of the sum of $150.00. Unanimous vote.
Article 35. To see if the Town will vote to raise and appropriate a sum of money for the purpose of paying the electric current bills on the air horn or take any action relative thereto. (By request.)

Article 36. To see if the Town will vote to raise and appropriate a sum of money for the purpose of maintaining street lights, or take any action relative thereto. (By request.)
Recommend a committee of three be appointed from the floor, to bring in a detailed report at a future Town Meeting.
Article 37. To see if the Town will accept the building regulations under 3, 4, and 5 of Chap. 143, of the General Laws, or take any action relative thereto.
Recommend the acceptance of this article. Unanimous vote.
Article 38. To see if the Town will vote to elect a planning Board of five members under Sec. 81A of Chap. 41 of the General Laws, at the next annual Town Meeting, or take any action relative thereto.

Article 39. To see if the Town will vote to raise and appropriate a sum of money to properly celebrate the return of the men and women who served in or were affiliated or associated with the Armed Forces of the United States in World War II, under Chap. 1 of the Acts of 1946, or take any action relative thereto.
Recommend the appointment of a committee of five by the moderator, two of the committee to be World War II Veterans. Unanimous vote.
Article 40. To see if the Town will adopt, the same to become effective from and after the annual Town Meet- ings in the year 1947 the following by-laws:
(1.) The Board of Selectmen shall have authority to promote, control, regulate or prohibit the taking of eels and any and all kinds of shellfish within the Town of Eastham in accordance with Chap. 130, of the General Laws and acts in addition thereto, and amendment thereof.
(2.) The Board of Selectmen shall have authority to grant licenses to plant, grow, dig and take shellfish and to plant shells for catching seed within the Town of Eastham in accordance with Chap. 130 of the General Laws and acts in addition thereto and amendment thereof.
(3.) The Board of Selectmen of Eastham shall have authority to act exclusively in the exercise of all the rights, privileges and authority conferred by Section 56, with respect to such fisheries within the Town of Eastham, make appropriations as provided in Section 54, and exercise such other control, privileges and responsibilities as are granted in other sections of this Chap. pertinent thereto, as though such joint control or property did not exist, in accordance with Chap. 130, of the General Laws and acts in addition thereto and amendment.
Recommend the adoption of these by-laws. Unanimous vote.

And you are directed to serve this Warrant by posting attested copies thereof, at the packing house of Bernard C. Collins in South Eastham; at the barn of Harry W. Collins in South Eastham; at the Post Office in North Eastham, and at the Post Office in Eastham, seven days at least before the time of holding said Meeting as aforesaid. Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk at the time and place of hold- ing said Meeting.

To the Voters and Taxpayers of Eastham
Another year finds the Town in a growing and pros- perous condition. It is hard to realize what will take place when building material becomes available .. With condi- tions as they are, about 35 buildings have been constructed. It is pleasant to know that the Town is keeping up with its growth as the following items show.
You will find the Fire Chief's first report. If you have not seen the new piece of fire apparatus you should stop and see it, and its new quarters.
There are not many towns that have as many town landings on the bay, pond and ocean as we have, for the benefit of our visitors and ourselves.
There are seven on the bay, four on the fresh water ponds, two on the ocean, and the town now owns 9/10 of the shore around the Salt Pond. The north side was given this year through the courtesy and generosity of the sons of the late Dr. Ed. P. Richardson.
Barrels for rubbish were placed at all the Town Land- ings last year and most people used them. It is hoped that the Bass fishermen who use our shores will not be quite so careless, but will bury their scrap fish near the bank so that the Selectmen will not have to take any hard measures. It is not very pleasant to be on a picnic with dead fish and large flies around you. It is at Nauset Light Beach where the offense occurs at its worst.
Be sure to attend election this year as a new Planning Board becomes a fact at that time.

Under Articles in the Warrant another MUST is being asked for-the Ambulance to be owned by Brewster, Or- leans and Eastham. Anyone who has had experiences with the doctors and ambulances in the past years will not question the worthiness of this request.
The Town Hall is a very popular place as those con- nected with the Vocational School, Firemen's Association, Grange, Red Cross, and the Civic Center will testify. It will not be long before the building will have to be en- larged. The building is in good condition with the exception of the main south roof. There is enough in the Town Hall income fund to take care of this.
We believe it has worked out to everyone's satis- faction by keeping the dump open every day. In places like the Camp Ground Colony there should be garbage col- lections now. This is something the Town will soon have to take action on.
The Town is still getting along very well without a regular paid police force. Several investigations were made, auto accidents taken care of, etc., traffic work at the airport and band concerts and inspections of closed houses and cottages. There were no arrests to boast of. We be- lieve that the courts are overburdened now with the cases which should not have gone that far.
There should be an Airport Committee appointed to work with the new Planning Board. As Eastham has a location that can be purchased very reasonably and the surrounding towns would be glad to come in on it jointly. The small private airport we now have is not the proper place for a commercial port.
If you will turn to the page of comparative figures you will notice that some items are higher and some are lower, but few changes.

The Town owned spray truck proved to be a success, not only as a spray truck, but as an auxiliary fire truck. Until the weather became cold the tank was always full and ready. See Moth Superintendent's report.
Under the Expense Accounts of the Town Officers there is "hiding" a full time clerk. For years the need has been there, but now it really is a necessity. The ex- pense to the town would be small, after deducting what would be reimbursed under Old Age Assistance, and Aid to Dependent Children, the extra returns from sale of real es- tate, and the extra time the Town Officers could give to their many duties. Hope you will give this request much thought before Town Meeting.
Sorry to report no planting of any shellfish this year. We got promises and $300.00 from the State. This coming year we expect better results. You will notice under Re- ceipts that a large sum was realized from the sale of shell- fish permits. In fact 853 non-commercial were sold. Had hoped all the fishermen out of Rock Harbor would show their appreciation for the money Eastham put into dredg- ing and purchase permits, as a few did-seven in fact.
