Article 2. To see if the Town will vote to elect a Town Director for the Cape Cod Extension Service.


Recommended one be elected.


Article 3. To see in what manner the Town will dis- pose of its refunded Dog Tax.


Recommended that the refunded dog tax be made available to the Public Library.


Article 4. To see if the Town will vote to raise and ap- propriate a sum of money, provided the State makes a satis- factory allotment for repairs and maintenance of Town Ways under Chapter 81, Sections 26-29 General Laws, as amended.


Recommended an appropriation of $2,688.00.


Article 5. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of revenue

for the financial year, beginning January 1, 1944, and to issue a note or notes therefor, payable in one year, and to re-new any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chap. 44, Gen. Laws. ,


Recommended that the Treasurer be so authorized.


Article 6. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of re- imbursement of the financial year beginning January 1, 1944, and to issue a note or notes therefor payable in one year, and to re-new any note or notes that may be given for a period of less than one year, in accordance with Section 17 Chapter 44, Gen. Laws.


Recommended that the Treasurer be so authorized.


Article 7. To see if the Town will vote to raise and appropriate a sum of money for the Public Library. Recommended an appropriation of $100.


Article 8. To see if the Town will vote to raise and appropriate a sum of money not to exceed $1,000.00 for the establishment and maintenance of a free bed in the Cape Cod Hospital Hyannis, Mass., for the care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment, in accordance with Chapter 111, Section 74, General Laws or take any action thereto and act fully thereon. Recommended an appropriation of $300.


Article 9. To see if the Town will vote to raise and appropriate a sum of money for the protection and propa- gation of shellfish, or take any action thereto and act fully thereon.


Recommended an appropriation of $600.00.

Article 10. To see what sum of money shall be taken from available funds towards defraying the tax levy of 1944. Recommended that the sum of $5,000.00 be taken from available funds.


Article 11. To see if the Town will vote to instruct the Selectmen to control, regulate, or prohibit the taking of eels, and any and all kinds of shellfish and sea-worms, as provided for under the provisions of Section 52, Chapter 130, General Laws as amended by Chapter 598 Acts of 1941. Recommend the Town so vote.


Article 12. To see if the Town will vote to instruct the Selectmen to issue licenses under the provisions of Section 57, Chapter 130, General Laws as amended by Chapter 598 Acts of 1941.


Recommend that the Town so vote.


Article 13. To see if the Town will invest the Select- men with the authorization provided for under the pro- visions of Section 54, Chapter 130, General Laws as amended by the Acts of 1941.


Recommend that the Town so vote.


Article 14. To see if the Town will vote to authorize the Selectmen to act exclusively as provided by Section 56, General Laws, as amended by Chapter 598, Acts of 1941.


Article 15. To see if the Town will vote to instruct the Selectmen to continue to make a charge on all shellfish per- mits issued, or take any action relative thereto.


Recommend that the Town so vote.


Article 16. To see if the Town will vote to authorize the Selectmen to sell property taken by the Town under tax title procedure, or take any action relative thereto. Recommend that the Town so vote.

Article 17. To see if the Town will vote to pay a bounty of twenty-five cents each for woodchucks killed within its boundaries during the ensuing year and appro- priate the sum of $30.00 for this purpose.


Recommend that the Town appropriate the sum of $30.00 and pay a bounty of fifty cents each.


Article 18. To see if the Town will vote to raise and appropriate a sum of money for the operating expense of the Rationing Board.


Recommend an appropriation of $60.00.


Article 19. To see if the Town will vote to raise and appropriate a sum of money to establish a Road Machinery account for the purpose of purchasing, repairing and oper- ating road machinery.


Recommend an appropriation of $250.00.


Article 20. To see if the Town will vote to raise and appropriate a sum of money to pay 1943 bills, under the provisions of Chapter 179, Acts of 1941.


Recommend an appropriation if needed.


Article 21. To see if the Town will vote to raise and appropriate a sum of money for Civilian Defense, under the provisions of Chapter 487, Acts of 1941.


Recommend an appropriation of $350.00.


Article 22. To see if the Town will vote to transfer the sum of $336.26 from the following accounts. Landing at Nauset Beach $28.37, Landing at Cape Cod Bay $113.07, Land Damage Schoolhouse Road $78.39, acquiring land at Nauset Light $31.90, and taking land at New School $94.53, for the purpose of paying off the School Note, or take any action thereto and act fully thereon.


Recommend the transfers of the above sums.

Article 23. To see if the Town will vote to raise and appropriate the sum of $100.00 toward installing and main- taining a light at Rock Harbor, or take any action thereto and act fully thereon.


Do not recommend any appropriation.


Article 24. To see if the Town will hold for public use the piece of shore and meadow land it now owns, obtained through tax title procedure, shown on the Assessors Map as Block 48, Lot 31, near the site of the First Encounter, or take any action thereto and act fully thereon.


Recommend that the Town so vote.


Article 25. To see if the Town will vote to raise and appropriate a sum of money for athletic equipment to be used by the children of the town, and grant the use of Town Hall or schoolhouse for recreational purposes, or take any action thereto and act fully thereon.


Article 26. To see if the Town will vote to increase the salary of the Town Clerk, Treasurer, and Collector of Taxes, and appropriate a sum of money for the same. (By request.) Recommend an increase of $250.00.


Article 27. To see if the Town will vote to appropriate a sum of money from un-appropriate available funds in the treasury to purchase War Bonds or other bonds in order to establish a Post War Re-habilitation Fund in accordance with the provisions of Chapter 5 Acts of 1943.


Recommend an appropriation of $5,000.00 from available funds.


And you are directed to serve this warrant by posting attested copies thereof at the packing house of Bernard C. Collins in South Eastham, at the barn of Harry W. Col- lins in South Eastham, at the Post Office in North Eastham and the Post Office in Eastham, seven days at least before

time of holding meeting as aforesaid. HEREOF FAIL NOT and make due return of this warrant with your doings thereon to the Town Clerk at the time and place of meeting as aforesaid.

ANNUAL TOWN MEETING, FEBRUARY 7, 1944


Pursuant to the foregoing warrant the voters met in the Town Hall and brought in their votes as follows : Meet- ing opened at 10 o'clock A.M. by the Moderator. Dorothy C. Clark and Josephine Horton appointed tellers and sworn by the Moderator.


Article 1. After some discussion it was voted to ac- cept the recommendations of the Department Heads for the year's budget with the exception of the item that has to do with the proposed salary of the Town Clerk, Treas- urer and Collector of Taxes, also with an increase proposed in the Janitor's salary to $1400.00.


Article 2. Voted to elect a Town Director for the Cape Cod Extension Service. Elected Joseph H. Putnam, Town Director for the Cape Cod Extension Service.


Article 3. Voted that the refunded Dog Tax be made available to the Eastham Public Library.


Article 4. Voted to raise and appropriate the sum of $2,688.00 for the purpose of repairs and maintenance of Town Ways under Chapter 81, Sections 26-29, General Laws as amended, provided the State will make a satisfactory allotment to the Town for the same.


Article 5. Article 6. Voted to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of re-imbursement for the finan- cial year beginning January 1, 1944, and to issue a note or notes therefor payable in one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 6A, Chapter 44, General Laws.


Article 7. Voted to raise and appropriate the sum of $100.00 toward the support of the Public Library.


Article 8. Voted to raise and appropriate the sum of $300.00 for the purpose of establishing a free bed in the Cape Cod Hospital, Hyannis, Mass., for care and treatment of those persons, certified by the Selectmen, to be residents of the town and unable to pay for such care and treatment.


Article 9. Voted to raise and appropriate the sum of $800.00 for protection and propagation of shellfish to be apportioned as follows: salary, $350.00; shellfish protec- tion, $150.00; propagation, $300.00.


Article 10. Voted a sum of money sufficient to set the 1944 tax rate at $24.00 per thousand be appropriated from unappropriated balances in the treasury.


Article 11. Voted to instruct the Selectmen to control, regulate or prohibit the taking of eels and any and all of shellfish and seaworms, as provided for under the pro- visions of Section 52, Chap. 130, General Laws as amended by Chap. 598, Acts of 1941.


Article 12. Voted to authorize and instruct the Select- men to issue licenses under the provisions of Section 57, Chapter 130, General Laws as amended by Chapter 598, Acts of 1941.

Article 13. Voted to invest the Selectmen with the authorization provided for under the provisions of Section 54, Chapter 130, General Laws, as amended by the Acts of 1941. A rising vote of appreciation was given Ralph A. Chase, retiring Selectman, Assessor, Member of Board of Health and Board of Public Welfare for his 12 years of faithful service to the town. Mr. Chase acknowledged with appropriate remarks.


Recess declared till 1 o'clock P.M.


Meeting re-convened to continue business at 1 P.M.


Article 14. Voted to authorize the Selectmen to act exclusively as provided by Section 56, General Laws, as amended by Chapter 598, Acts of 1941.


Article 15. Voted to instruct the Selectmen to con- tinue to make a charge on all shellfish permits issued.


Article 16. Voted to authorize the Selectmen to sell property taken by the Town under tax title procedure and appropriated $300.00 for expense connected therewith.


Article 17. Voted that the Town pay a bounty of 25 cents for each woodchuck killed within its boundaries the ensuing year and appropriated the sum of $30.00 for the same.


Article 18. Voted to raise and appropriate the sum of $60.00 for the expense of the Rationing Board for the ensuing year.


Article 19. Voted to raise and appropriate the sum of $250.00 for the purpose of establishing a road machinery account.

Article 20. Indefinitely postponed.


Article 21. Voted to raise and appropriate the sum of $350.00 for Civilian Defense, under the provisions of Chap- ter 487.


Article 22. Voted to transfer the sum of $336.26 from the following accounts : Landing at Nauset Beach, $28.37; Landing at Cape Cod Bay, $113.07; Land Damage, School- house Road, $78.39; Acquiring Land at Nauset Beach, $31.90, and taking Land at New School, $84.53 for the pur- pose of paying off the schoolhouse note.


Article 23. Voted to raise and appropriate the sum of $100.00 for the purpose of installing and maintaining a beacon light at Rock Harbor in conjunction with the Town of Orleans, and voted to appoint a committee of three fisher- men to confer with authorities who may be in charge, said appropriation of $100.00 to be expended under the direction of the Committee.


Committee appointed : Howard F. Walker, Delbert M. Johnson and Charles F. Atwood.


Article 24. Voted to hold for public use a certain parcel of land obtained through tax title procedure at the West Shore near the sight of the First Encounter, shown on the Assessors Map as Block 48, Lot 31, with the excep- tion of a small piece sold to Francis K. Kendrick.


Article 25. Voted to raise and appropriate the sum of $200.00 for the purpose of purchasing athletic equipment, provided the use of the Old Schoolhouse can be obtained for athletics.


Mr. J. Curtis Curtin is hereby authorized to act for the town to negotiate with Mrs. George E. Prentice in re- gards to the use of the building.

Article 26. Voted 52 in favor, 9 opposed to increase the salary of the Town Clerk, Treasurer and Collector of Taxes from $1,500.00 to $2,000.00 per year beginning Jan- uary 1, 1944.


Voted to take up Article 1 and accept the figure of $2,000.00.


Article 27. Voted to appropriate the sum of $10,000.00 from the unappropriated balances in the treasury for the purchase of War Bonds to establish a Post War Rehabili- tation Fund in accordance with the Acts of 1943.
