Article 18. To see if the Town will vote to raise and appropriate a sum of money for the operating expense of the Town Ration Board.

Article 21. To see if the Town will vote to raise and appropriate a sum of money for Civilian Defense, under the provisions of Chapter 487, Acts of 1941.


Recommend an appropriation of $350.00. Unanimous vote.


Article 22. To see if the Town will vote to transfer the sum of $336.26 from the following accounts: Landing at Nauset Beach $28.37; landing Cape Cod Bay $113.07; land damage Schoolhouse Road $78.39, acquiring land at Nauset Light $31.90 and taking land at new school $94.53, for the purpose of paying off the school note, or take any action thereto and act fully thereon.


Recommend the transfer of these sums. Unanimous vote.


Article 23. To see if the Town will vote to raise and appropriate the sum of $100.00 toward the installing and maintaining a light at Rock Harbor, or take any action thereto and act fully thereon.


Do not recommend any appropriation. Unanimous vote.


Article 24. To see if the Town will vote to hold for public use the piece of shore and meadow land it now owns, obtained through tax title procedure, shown on the asses- sors' map as Block 48 Lot 31, near the site of the first encounter, or take any action thereto and act fully thereon.

Article 25. To see if the Town will vote to raise and appropriate a sum of money for athletic equipment to be used by the children of the town, and grant the use of

the Town Hall or Schoolhouse for recreational purposes or take any action thereto and act fully thereon. (By request.)

Article 26. To see if the Town will vote to increase the salary of the Town Clerk, Treasurer and Collector of Taxes, and appropriate a sum of money for the same.


Recommend the increase of $250.00. Unanimous vote.


Article 27. To see if the Town will vote to appropriate a sum of money from unappropriated available funds in the treasury to purchase War Bonds or other bonds in order to establish a Post-War Rehabilitation Fund in ac- cordance with the provisions of Chapter 5, Acts of 1943.


Recommend the appropriation of $5000.00 from avail- able funds. Unanimous vote.


And you are directed to serve this Warrant by posting attested copies thereof, at the packing house of Bernard C. Collins in South Eastham; at the barn of Harry W. Col- lins in South Eastham; at the Post Office in North Eastham, and at the Post Office in Eastham, seven days at least be- fore the time of holding said Meeting as aforesaid. Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk at the time and place of holding said Meeting.

IN MEMORIAM


1st LT. ROBERT W. SPARROW


Born in Eastham, Massachusetts, December 8th, 1918


He was a pilot on a Flying Fortress and was lost in action over Hanover, Germany, Sept. 12, 1944, on his 18th mission.


On Aug. 2nd, 1944, he received the following citation:


For meritorious achievement in accomplishing with distinction, several aerial operational missions over enemy occupied Continental Europe. The courage, cool- ness, and skill displayed by this individual in the face of determined opposition, materially aided in the suc- cessful completion of these missions. His actions re- flect great credit upon himself and the Armed Forces of the United States.


At this time he was awarded the Air Medal and one Oak Leaf Cluster. The Presidential Citation and the Purple Heart Citation were awarded posthumously.


WARREN LEIGH WILSON


Born November 28, 1896 Died April 26, 1942


One of 10 men lost on the S. S. Alcoa Partner Torpedoed in the Caribbean Sea while transporting vital war material.


Served in the Coast Artillery during World War I.

Assessors' Report

This Town was one of the few Towns on the Cape to be visited by the Hurricane and several heavy gales and still have a small loss in valuation from the damage they caused.


The loss was mostly old barns with very low valuation. Several of these will be replaced by structures of higher valuation in the near future.


The loss in valuation was less than two-thousand dol- lars and there has been enough new building to overcome this.


At the 1944 Town Meeting there was talk of a Tax Rate of $24.00. After communications with the Tax Commissioner a rate of $25.00 was set. This was done without taking any money from available funds as the Town received $3,528.82 from the Gasoline Tax which was not expected.


Though the Town has a good balance in the Surplus Revenue Account, now with the State losing so much in revenue, their funds to the town will be smaller and this balance will be needed to stabilize the tax rate in the future.

ANNUAL TOWN MEETING WARRANT


Including Recommendations of Eastham Finance Committee

To either of the Constables of the Town of Eastham, in the County of Barnstable : Greeting :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in Elections and Town Af- fairs, to meet at the Town Hall in said Town on Monday, the seventh day of February next at ten o'clock in the forenoon ; then and there to act on the following articles in this war- rant, and to meet in the Town Hall in Eastham at 12:30 P. M. on Tuesday, the eighth day of February next, then and there to elect all necessary Town Officers.


Polls to be opened at 12:30 P. M. and may be closed at 6:00 P. M.


Article 1. To act upon the Annual Report including recommendations of the Selectmen and other Town Officers and Committees and see if the Town will vote to raise and appropriate the following sums of money to defray depart- mental expenses for the ensuing year.
