ANNUAL TOWN MEETING WARRANT
February 3-4, 1941
Commonwealth of Massachusetts
Barnstable, ss.
To Harvey T. Moore, Constable of the Town of Eastham in the County aforesaid : Greeting.
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and town affairs, to meet in the Town Hall, Eastham, Monday the third day of February next at 10 o'clock in the forenoon, then and there to act on the articles in this warrant, and to meet in the Town Hall, Eastham, Tuesday the fourth day of Febru- ary next, at ten o'clock in the forenoon, then and there to elect all necessary Town Officers.
Polls will be open from 10 o'clock A.M. to 6:30 o'clock P.M.
Article 1. To act upon the annual report including rec- ommendations of the Selectmen and other Town Officers and Committees.
Article 2. To see if the Town will vote to elect a Town Director for the Cape Cod Extension Service.
Article 3. To see in what manner the Town will dis- pose of its refunded Dog Tax.
Article 4. To see if the Town will vote to raise and ap- propriate a sum of money, providing the State makes a sat-

isfactory allotment for repair and maintenance of Town Ways under Chapter 81 Section 26-20 as amended.
Article 5. To see if the Town will authorize the Trea- surer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the finan- cial year beginning January 1, 1941, and to issue a note or notes as may be given for a period of less than one year, in accordance with Chapter 44 Section 17, General Laws.
Article 6. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of re-imburse- ment for the financial year beginning January 1, 1941, and to issue a note or notes as may be given for a period of less than one year, in accordance with Chapter 44 Section 6A, General Laws.
Article 7. To see if the Town will vote to raise and ap- propriate a sum of money for the Public Library.
Article 8. To see if the Town will vote to raise and ap- propriate a sum of money not to exceed $500.00 for the es- tablishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for the care and treatment of per- sons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment, in accord- ance with Chapter 111, Section 74, General Laws, or take any action relative thereto and act fully thereon.
Article 9. To see if the Town will vote to raise and ap- propriate the sum of $150.00 for free band concerts to be given by the Junior Community Band during the ensuing year or do or act anything thereon.
Article 10. To see if the Town will vote to raise and appropriate a sum of money for the protection and propaga- tion of shellfish, or do or act anything thereon.

Article 11. To see what sum of money shall be taken from available funds toward defraying the tax levy of 1941.
Article 12. To see if the Town will vote to raise and appropriate a sum of money to be used by the local W.P.A. or any other succeeding governmental agency of like nature, for the purchase of material and other expenses.
Article 13. To see if the Town will vote to instruct the Selectmen to control, regulate or prohibit the taking of eels and any and all kinds of shellfish and seaworms, as provid- ed for under the provisions of Section 48, Chapter 130, Gen- eral Laws as amended by Chapter 329, Acts of the year 1933.
Article 14. To see if the Town will vote to instruct the Selectmen to issue licenses under the provisions of Sec- tion 57 Chapter 130, General Laws as amended by Chap. 329, Acts of 1933. '
Article 15. To see if the Town will invest the Select- men with the authorization provided for under the provi- sions of Section 55, Chapter 130, General Laws, as amended by Chapter 329 Acts of the year 1933.
Article 16. To see if the Town will vote to raise and appropriate a sum of money to be used for the suppression of tent caterpillars under the direction of the local 4-H Club leaders, or do or act anything thereon.
Article 17. To see if the Town will vote to raise and appropriate a sum of money for the purpose of installing a sink with necessary drainage, and a radiator for the heat- ing, both to be installed in the south basement room in the Eastham School, or do or act anything thereon. (By re- quest ).
Article 18. To see if the Town will vote to instruct the

Selectmen to continue to make a charge for all shellfish per- mits issued or do or act anything thereon.
Article 19. To see if the Town will vote to amend the By-Laws establishing a Finance Committee by inserting the words "No member of said Finance Committee shall suc- ceed himself." (By request).
Article 20. To see if the Town will vote to authorize the Selectmen to sell property taken by the Town under tax title procedure, or do or act anything thereon.
Article 21. To see if the Town will vote to raise and appropriate a sum of money under the provisions of Chap- ter 90-General Laws, same to be used for the construction of a bridge or dyke at Boat Meadow and that the Selectmen be authorized to enter into any contracts necessary.
Article 22. To see what action the Town will take re- garding the erosion of the beach at the West Shore.
Article 23. To see if the Town will vote to pay a boun- ty of twenty-five cents each for woodchucks killed within its boundaries during the ensuing year, and raise and ap- propriate the sum of $40.00 for this purpose.
Article 24. To see if the Town will instruct the Select- men to pay out, relocate, and define the boundaries of School House Road, so-called, and appropriate the sum of $175.00 for the same.
Article 25. To see what action the Town will take in acquiring Town Landings.
Article 26. To see what action the Town will take rela- tive to building regulations.
And you are directed to serve this warrant by posting

attested copies thereof, at the Packing House of Bernard C. Collins in South Eastham at the Barn of Harry W. Collins in South Eastham, at the Post Office in North Eastham and at the Post Office in Eastham seven days at least before time of holding said meeting. Hereof fail not and make due re- turn of this warrant with your doings thereon to the Town Clerk at the time and place of holding said meeting.

Article 4. Voted to raise and appropriate the sum of $3,225.00 for repairs and maintenance of town ways, provid- ed, the State will make a satisfactory allotment to the town under Chapter 81 Sections 26-29 as amended (General Laws). (Unanimous vote).

Article 6. Voted to authorize the Treasurer, with the approval of the Selectmen to borrow money from time to time in anticipation of re-imbursement for the financial year beginning January 1, 1941, and to issue a note or notes as may be given for less than one year in accordance with Chapter 44, Section 6A General Laws.
Article 7. Voted to raise and appropriate the sum of $150.00 for the use of the Public Library. (Unanimous vote)
Article 8. Voted to raise and appropriate the sum of $300.00 for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for care and treatment of persons certified by the Selectmen to be resi- dents of the town and unable to pay for such care and treat- ment. Article 12. Voted to raise and appropriate the sum of $700.00 for local W.P.A. or other succeeding governmental agency of like nature. (Unanimous vote).

Article 19. Voted to amend the Town By-Laws by in- serting the words "No member of the Finance Committee shall succeed himself." (28 in favor, 8 opposed).
Article 20. Voted to authorize and empower the Select- men to sell all land taken by tax title procedure from time to time in their discretion and that a list of all land for sale by the Town be kept posted in two or more public places and that the sum of $50.00 be appropriated for enabling pur- poses. (Unanimous vote)
Article 21. Voted that the Town raise and appropriate the sum $1,875.00 for the construction of Boat Meadow Bridge; said sum, or any portion thereof, to be used in con- junction with any money which may be allotted by State or County, or both, for this purpose and the Selectmen are hereby empowered to enter into any and all contracts ne- cessary thereto. (36 in favor, 1 opposed).
Article 22. Voted that a committee of three be appoint- ed by the Moderator to investigate methods of controlling erosion at the West Shore Beach. Committee appointed Har- vey T. Moore, Daniel W. Sparrow and Winford L. Schofield.
Article 23. Voted to pay 25 cents for each woodchuck killed within the town and to raise and appropriate the sum of $40.00 for the same. (Unanimous vote)
Article 24. Voted that the Selectmen be and hereby are authorized to locate and define the boundaries of School

At the Annual Town Meeting, held February 3, 1941, it was voted to amend the Town By-Laws, I forward to you for approval the article in the warrant and the vote taken upon said article.
Article 19. To see if the Town will vote to amend the By-Law establishing a Finance Committee by inserting the words "No member of the said Finance Committee shall succeed himself."
