three pounds specie each, they being inhabitants of Westmoreland county, taken prisoners and carried into Canada, from whence they have made their escape to this place, the same being to bear their expences to their several homes.
James Hannums having laid before the Council several letters threatening to injure divers persons by burning and destroying their houses and effects, signed by Thomas Bulla, an attainted traitor, and representing that a certain Stephen Anderson and John Jackson, also attainted traitors, were said to be his accomplices.
Ordered, That the following proclamation be issued.
By his Excellency WILLIAM MOORE, Esquire, President, and the late Supreme Excecutive Council of the Commonwealth of Pennsylvania.
A PROCLAMATION.
WHEREAS, It hath been represented to us that divers attainted traitors, who have heretofore adhered to the United States of America, have returned into this State, to the great danger and annoyance of the liege subjects of the State, and more especially a certain Thomas Bulla, Stephen Anderson and John Jackson, late of the county of Chester, who, or some of them, have threatened to burn and de- stroy the houses and property of the good people of the State :
And whereas, It is of great importance to bring such audacious offenders to speedy and condign punishment ; we do hereby offer a public reward of fifty pounds specie, to be paid to any person who shall apprehend the said Thomas Bulla and secure him in any jail within the State, and a reward of twenty pounds specie to be paid to any person or persons who shall apprehend the said Stephen Anderson, and secure him in any jail within this State, and the like reward of twenty pounds specie to be paid to any person or persons who shall apprehend the said John Jackson and secure him in any jail within this State : And all Judges, Justices, Sheriffs, Constables ond other peace officers of the State, are hereby strictly charged, enjoined and required to use all possible diligence in searching for, apprehending and securing the said Thomas Bulla, Stephen Anderson and John Jackson : And we do hereby strictly charge, enjoin and require, the said peace officers to enquire con- cerning, apprehend, and secure, all persons who shall be justly suspected of aiding, abetting and comforting, or having aided, abetted or comforted, the said Thomas Bulla, Stephen Anderson and John Jackson, in order that they may be dealt with according to law.

An order was drawn on the Treasurer in favor of Mr. Jacob Bailey, for the sum of fifty-seven pounds, being amount of his ac- count for sixty reams of paper, for re-printing the laws of the State.
A petition from John Lownes, setting forth his claim to a city lot, in right of the original purchase of Roger .Beck from William Penn, first Proprietor of Pennsylvania, and praying that the said lot may be laid out accordingly, was read ; and thereupon,
Ordered, That the said petition be sent to the Surveyor General of the State, to make enquiry respecting the same, and report thereon to this Board as soon as may be.
An order was drawn on the Treasurer in favor of John Nichol- son, Esquire, Comptroller General of the State, for one hundred and twenty five pounds specic, in full for one quarter's salary, due · the thirteenth instant.
Two deeds were examined and signed by his Excellency the Presi- dent, to Isaac Snowden, Esquire, vizt : One of them for ten lots in the city of Philadelphia, numbered from 389 to 391, from 401 to 404, and from 949 to 951. Consideration five hundred and thirty-eight pounds. One other for sixteen lots in the said city, numbered from 533 to 537, and from 602 to 612, inclusive. Consideration six hundred and forty-nine pounds. The said lots being sold agreeably to law, for the redemption of the bills of credit of this State of the twenty-ninth of April, 1780, and marked in the gene- ral plan of city lots remaining in the Surveyor General's office. Deeds dated the eighteenth instant.
A letter from Alexander M'Clean, Esquire, respecting the run- ning of the line between this State and the State of Virginia.
'The Council resumed the consideration of a letter from his Ex- cellency Governor Harrison, of Virginia, dated the twenty-ninth of June . last, inclosing the resolutions of the General Assembly of that State, dated the first day of June; and thereupon,
Ordered, That Monday the fourth day of November next be ap- pointed to run the line between the States of Pennsylvania and Virginia, agreeably to the said resolution ; and that a guard of one , hundred militia be ordered to attend the Commissioners while on that duty.

An order was drawn on the Treasurer in favor of James Loug- head, Paymaster of the militia of the city and liberties of Phila- delphia, for three hundred and forty-seven pounds thirteen shil- lings and six pence specie, for paying the militia lately called into service for guards, to be charged to William Henry, Esq'r, Lieutenant of the said city and liberties, and paid out of the money arising from militia fines only.

A petition from Elizabeth Stevenson and Mary Shannon, pray- ing Council to order sixty-one pounds thirteen shillings and four pence, State money, to be paid to them by the late Marshal of the Admiralty, being the balance of prize money in his hands due to Carney and Shannon, two deserters from the Continental army, al- leging that they are empowered to receive the same, was read; & thereupon,
Ordered, That the said petition be rejected, the same being for- feited to the use of the State.
The Council taking into consideration divers accounts of insults and robberies committed upon divers liege subjects of this State, residing in the counties of Bucks & Chester, agreed that a procla- mation be issued, offering a reward of fifty pounds for apprehend- ing each and every of the said robbers ; and a draft being prepared and laid before the Board, was read and approved, and is as follows, vizt :

WHEREAS, It hath been represented to us that a number of armed men insulted and robbed divers liege subjects of this State residing in the counties of Chester and Bucks, and have threatened to com- mit further depredations in the said counties .:

And whereas, It is highly necessary to the protection of the good people of this State that such offenders should be brought to speedy and condign punishment, we have, therefore, thought pro- per to offer a public reward, and do hereby offer a public reward, of fifty pounds specie, for each and every of the said robbers who shall be apprehended and convicted of the said robbery, to be paid on conviction, to any person or persons who shall apprehend and secure the said robbers, or any of them; and over and besides the said reward, we do hereby promise free and full pardon to any one of the said robbers, or any one of their aiders or abettors, who shall so apprehend and secure the said robbers, or any of them : And all Judges, Justices, Sheriffs, Coroners, and other peace offi- cers of the State, are hereby strictly charged, enjoined, and requi- red, to enquire concerning, apprehend, and secure, the said robbers, their aiders, abettors and comforters, in order that they may be dealt with according to law.

An order was drawn on the Treasurer in favor of Francis Bailey, for the sum of two hundred pounds, on account of printing the laws of the Commonwealth, for which he is to account.
Further information respecting robberies committed within the State by armed persons, being now received, the Council resumed

Ordered, That the like reward of fifty pounds specie, be paid on conviction, and like encouragements, in all respects, be extended to persons who shall apprehend and secure such robbers within the counties of Philadelphia, Lancaster, Berks, and Northampton.
Ordered, That the foregoing resolution be published.
Passes to Boston, in the State of Massachusetts, were granted to Adam Seibert, Conrad Jumbler, Jesse Justice, Peter Justice, William Sickle, John Boyer, John Perot, and Thomas Denton, with permission to return.

One of them for nineteen lots in the city of Philadelphia, numbered from 477 to 480, from 483 to 484, 488, 491 to 499, and from 502 to 504, inclusive .-- Consideration seven hundred and sixty-four pounds. On petition of Elizabeth Coxill, convicted of larceny, and suf- fered one whipping,
Ordered, That the remainder of her corporal punishment be re- mitted.
The record of conviction of Jesse Vickars of felony and bur- glary, before the Judges of the Supreme Court, held at Newtown, in the county of Bucks, and sentenced that the said Jesse be hanged by the neck till he be dead ; being read and considered,
Ordered, That the said sentence be executed on Wednesday, the seventh of this instant, and that a warrant be accordingly issued.
The Council considering that Jesse Vickars has probably been concerned in, or privy to other robberies than that for which he has been convicted, and may, on assurance of pardon, make important discoveries if an opportunity of so doing be afforded him,
Ordered, That the Secretary be directed to assure Vickars that if he shall make a full discovery of his accomplices in the robberies of public property or mails, so that they, or some of them, be con- victed, that in such case the Council will extend their pardon to the said Vickars.
The delegates of Pennsylvania in Congress, and the Agents on the Connecticut claims, attended in Council, and represented that the Agents of Connecticut and themselves had had several confer- ences on the subject of nominating a Court for deciding the said controversy, and represented that they had agreed on six of seven persons for that purpose, of which seven any five are to be a quo- rum, and that there is at present no member from New York, Maryland, or Delaware. They therefore requested the advice of

Council on the steps now to be taken. And a free conference be- ing had thereupon, the Council expressed their approbation of the · nominations agreed upon, and having no objections to any of the three persons named, and it appearing that Connecticut will not probably object to General Greene as the seventh Judge, the Coun- cil think it will be advisable to appoint him.
An order was drawn on the Treasurer in favor of John McFar. ren, Paymaster of the county of Northampton, for six hundred and ninety-one pounds seventeen shillings, State money of the sev- enth of April, 1781, for the purpose of paying Captain Vanetten's company of seven months men, raised for the defence of the fron- tiers of the said county, for which the said Paymaster is to account.
Passes to New Jersey, with permission to return, were granted to Henry Pratt, Philip Hagner, Matthias Keely, Leonard Jacobi, Charles Shelbach, and William Hunter.

Ordered, That the execution of the sentence passed upon Jesse Vickars, be deferred until Wednesday the fourteenth day of Au- gust instant, and that a reprieve be issued accordingly.
Ordered, That Jesse Vickars, now under sentence of death in the gaol of the county of Bucks, be removed, under a sufficient guard, from thence to the gaol of the city and county of Philadel- phia, and that a warrant be issued accordingly.
Ordered, That Moses Winder, now confined in the gaol of the county of Bucks, on a charge of being concerned in robbing of the Treasury of the said county, and all other persons who have been or shall be apprehended, or charged of being concerned in the said robbery, be removed by the Sheriff of the county of Bucks, under a sufficient guard, to the gaol of the city and county of Phila- delphia, and delivered into the custody of William Will, Sheriff of the said city and county, or to his Deputy, Keeper of the said gaol. .
Ordered, That upon the removal of Jesse Vickars, and of the persons committed to the gaol of the county of Bucks, on a charge of being concerned in robbing the Treasury of the said county, the militia now on guard in the county of Bucks be discharged.
The Sub-Sheriff now attending with the further confession of Jesse Vickars, and also the confession of Solomon Vickars, by which it appears probable that Caleb Paul is now confined in the gaol of the county of Monmouth, under some other name ;
Ordered, That a communication be made thereof to his Excel- lency Governor Livingston, with a request that he may be deliv- ered up to this State, and also to inform Governor Livingston that two men of the name of Woodward, who lived near Crosswicks, have been concerned in robbing the Treasurer of the county of Bucks.
Ordered, That Captain Joseph Stiles, Commissary of Military Stores, be directed to deliver to Colonel Robert Smith, Lieutenant of the county of Chester, eight pounds of powder, twenty pounds of lead, and three hundred flints; two hundred for muskets, and one hundred for pistols, for which the said Lieutenant is to account.
A deed was examined and signed by his Excellency the Presi- dent, to Abraham Sasportas, and Francis Le Boeuf, for lots in the city. of Philadelphia numbered 108, 109, and 110, marked in the general plan of city lots, remaining in the Surveyor General's office, sold agreeably to law, for the redemption of the bills of credit of this State of the twenty-ninth day of April, 1780. Con- sideration money one hundred and thirty-four pounds. Deed dated this day. ,

Ordered, That the said Morris Keaton give security for his good behaviour, himself in the sum of five hundred pounds, and two sufficient sureties in two hundred and fifty pounds each, during the present war, and that he take the oath of allegiance to the State.
An order was drawn on the Treasurer in favor of David Forst, for the sum of twenty-seven pounds eleven shillings and three pence specie, amount of his expences for bringing divers prisoners from the gaol of the county of Bucks to this city.
