And whereas, The Ministers Plenipotentiary of these United States did, on the same twentieth day of January, in the name and by the authority of the said United States, accept the said declara- tion, and declare that the said States should cause all hostilities to cease against His Britannic Majesty, his subjects and his posses- sions, at the terms and epochs agreed upon between his said Majesty the King of Great Britian, His Majesty the King of France, and His Majesty the King of Spain, so, and in the same manner as had been agreed upon between those three Crowns, and to produce the same effects :
And whereas, The ratifications of the said preliminary articles between their Most Christian and Britannic Majesties, were ex- changed by their Ministers on the third day of February last, and between His Britannic Majesty and the King of Spain, on the ninth day of February, last :
And whereas, The United States in Congress assembled, did on the eleventh day of this month, declare it to be their will and pleasure that the cessation of hostilities between the said States and His Britannic Majesty should be conf rmnable to the epochs fixed between their Most Christian and Britannic Majesties :
We have thought fit to make known the same to the citizens of this State ; and we do hereby strictly charge and command all our officers, both by sea and land, and other citizens of this State, to forbear all acts of hostility, either by sea or land, against his Bri- tannic Majesty or his subjects, from and after the respective times agreed upon between their Most Christian and Britannic Majesties, as aforesaid.

The Comptroller's report upon the account of a committee of the Honorable House of Assembly, sent to the county of Chester, upon the business of the late seizure of British goods, was read and approved.
Two orders were drawn on the Treasurer in favour of the Hon- ourable James Cunningham, for the sum of ninety-nine pounds eight shillings and six pence specie, in full of his account for his attendance in Council 'till the twenty-first of April, 1783, inclusive, and his mileage.
An order was drawn on the Treasurer in favour of Joseph Dolby, for six pounds specie, in full of his account for ringing the bells of Christ church upon the proclamation made of Wednesday last.
Passports to New York were granted to Thomas Bunce and Ja- cob Mayer.

Upon considering the petition of Samuel Tennis ; it was,
Ordered, That the corporal punishment to which he was sen- tenced at the General Quarter Sessions of the Peace for the county of Cumberland, held at the town of Carlisle, on the twenty-second day of April, 1783, be rėmitted.
Upon the petition of William Layland, convicted of larceny at the General Quarter Sessions of the Peace held at Philadelphia, on the third day of March, 1783, and sentenced to pay a fine of three pounds specie to the use of the State ;
Ordered, That the said fine of three pounds adjudged to the use of the State, be remitted.
An order was drawn in favour of Frederick Sneider, for the sum of fifteen pounds two shillings and eight pence, in full for his wages as Doorkeeper, 'till this day inclusively, and cash advanced by him in the purchase of sundry articles for the use of Council.

Ordered, That Mrs. Margaret Club, and her three children, have permission to come from the city of New York to the city of Phila- delphia.
Ordered, That Robert Tomkins have permission to go to New York, and to return again.
Ordered, That Mr. Maclay be directed to forward two boxes of musquett cartridge, and three hundred rifle flints, to Captain Robe- son, now at Wyoming, and that General Potter be requested to give some attention to their speedy and secure conveyance from Sunbury.
Ordered, That Captain Joseph Stiles, Commissary of Military Stores, be directed to deliver four hundred and fifteen pounds of powder, and eight weight of lead, to Colonel Christopher Hayes, for the use of the militia of Washington and Westmoreland coun- ties.
Ordered, That letters be written enjoining it upon the Lieuten- ants of the said counties, not to issue any part of this ammunition upon the receipts of the officers commanding corps, and that the same obligation be carried down to the private soldier.

A letter from Colonel Valentine Eckhart, Lieutenant of the county . of Berks, praying direction from the Board in what manner to proceed against delinquent Collectors of militia fines in the said county, was read ; and thereupon,
Ordered, That the said Lieutenant be directed to proceed ac- cording to law, without loss of time, against all Collectors of mili- tia fines who may have neglected to do their duty.
The report of the Comptroller General on the account of Joseph Dean, Esquire, for an estate purchased by him of William Bell, an attainted traytor, was read and approved; and
Ordered, 'That upon Mr. Dean's paying into the Treasury the ballance of the purchase money according to the agreement between ' 'him and said Bell, a deed be executed in due form of law, for the land purchased as aforesaid, and that the interest be left unpaid untill the General Assembly shall determine thereon, taking into consideration the circumstances of the case.

Ordered, Upon the petition of Michael Hillegas, in behalf of his son Samuel Hillegas, and upon the petition of John Dorset, that a pardon issue for the said John Dorset, now confined in the old gaol under sentence of death, upon condition that he be trans- ported to some foreign country with the time limited by law, and not return again to this State, or any of the United States of America.
A passport was granted to Owen Jones, Junior, to go into the city of New York, and to return again.
This being the day assigned for the meeting of the Board of Property of this State, the Honorable General Ewing and Mr. Hayes agreed to meet the other members of the said Board.

Ordered, That a letter expressive of the sense of Council on this subject, be written to the Secretary at War.

Upon the representation of the Judges, and the intercession of many reputable inhabitants of this city,
Resolved, That a pardon issue in favour of Ward Spooner, now under sentence of death for the crime of burglary in the gaol of Newtown, and county of Bucks.
A deed for lots No. 997, 1002, 1005, inclusive, 1027, 1030 to 1037, and from 1043 to 1047, inclusive, in the city of Philadel- phia, was examined and signed by His Excellency the President, to James Gibson, Elizabeth Gibson, Sarah Stamper Gibson, Louise Gibson and John Gibson, heirs of John Gibson, Esq'r, deceased, which said lots were sold agreeable to law, for redemption of bills of credit of this State of 29th of April, 1780. Consideration £745 of said bills. Deed dated the seventh of May, 1783.

The Council met.
PHILADELPHIA, Thursday, May 8th, 1783. PRESENT : His Excellency JOHN DICKINSON, Esquire, President.
Honorable JAMES EWING, Esquire, Vice President.
The Honorable James Irvine, John Van Campen, and
. Christopher Hayes, George Wall. Sebastian Levan,
Upon the petition of Francis Wade, in behalf of his son James Wade,
Ordered, That a pass be granted to the said James Wade, to go into New York and to return.
A letter from the President of Congress, inclosing their act of the second instant upon the subject of literary property, was read.
The petition of James Durant, praying a remission of the fine of twenty-five pounds adjudged to the State upon his conviction of a breach of the peace, was read ; and on consideration, unanimously rejected.
The Comptroller General's reporton the account of the Trustees of the Province, now State Island, was read and approved.

The Comptroller General's report upon the accounts of Colonel Joseph Hart, Lieutenant of the county of Bucks, was read and approved.
A report of the damages sustained by the inhabitants of the county of Bucks, from the troops and adherents of His Brittannic Majesty, in the course of the late war, was this day presented to Council.
An order was drawn on the Treasurer of the State in favour of the Honorable James Ewing, Esquire, for the sum of one hundred and twenty-five pounds specie, being one quarter's salary as Vice President, due upon the seventh instant.

The following orders were drawn upon the Treasurer of the State, vizt :
In favor of John and Henry Apt, and John Stutzer, for the sun of twenty-eight pounds specie, due to them for repairs made upon the State House pumps.
