Resolutions of the Honorable House of General Assembly of the twentieth instant were received and read, authorizing and empow- ering the President or Vice President in Council, in case of an in- vasion of this State by the enemy, to call forth such and so many waggons as shall appear to them necessary for the transportation of the necessary baggage and stores of such troops, either Continen- tal or militia, as may be called forth into actual service on this emergency, or for the transportation of the records, books, and papers, or other public property, either of the United States or of this State. That the Waggon Masters of the several counties in this State, and their Deputies, be required to attend to the several duties which were injoined by the former waggon law of this State ; and that the owners of such waggons be paid twenty-five shillings VOL. specie, per day, for a waggon and four horses, and fifteen shillings per day for a waggon and two horses, the owners finding the neces- sary drivers and forage. Also authorizing the said President or Vice President in Council, in case of necessity, to direct his war- rant under his hand and scal, to such persons as shall be deemed proper to seize and impress any waggons, horses, boats, sloops, or shallops, for the transportation of the several articles above men .. tioned ; and in the meantime to detain all waggons, horses, boats, or other vessels, which any persons may endevour to remove. Also authorizing and empowering the said President or Vice President in Council, to seize and impress arms, ammunition, and military stores and provisions of all kinds whatsoever, and apply them if need be, to public use, and to billet such troops as may be called together for the special defence of the State. "Also authorizing the said President or Vice President in Council, in case of necessity, to call forth the whole of the militia without any respect to classes ; to draw upon the Treasury for such sums of money as may be ne- cessary in the present emergency, for repairing and procuring of arms and ammunition, and for other contingent expences attending the present service. 'l'hat in case it shall become necessary to re- move the prisoners of war, the late Commissioners of Purchase, or such other persons as the Council shall appoint, be directed to pro- vide subsistence for them in the most expeditious and frugal man- ner, keeping regular accounts thereof, to be laid before a future General Assembly ; and the faith of the State to be pledged for payment.
A resolution of the House of the twenty-first instant, was also read, authorizing and empowering the said President or Vice Presi- dent in Council, to impress by warrant under his hand and seal, so many horses and waggons as he may judge necessary for the re- moval of the families and property of such inhabitants of the city of Philadelphia and districts as may be in actual service, and of such other citizens and persons who in his opinion may be entitled to and require the same, the hire of all such waggons and horses to be paid by persons making use thereof;
Ordered, That the said resolutions be filed.
A deed was examined and signed by his Excellency the Presi- dent to George Ilenry, conveying three several lots of ground situ- ate on Province Island, and marked in the general plan of said Is- land No. 26, 29, and 30, containing thirty-two acres and one hun- dred and forty-eight perches, sold agreeably to law for the redemption of the bills of credit of this State, of the twenty ninth day of April, 1780, to the said George Henry, for the sum of one thou- sand eight hundred and eleven pounds eleven shillings and six pence, which sum he hath paid to the Treasurer of this State, as by said Treasurer's receipt appears. An order was drawn on the Treasurer in favor of his Excellency the President of the State, for-the sum of one hundred pounds specie, to be by him paid to William M'Calla, late Commissioner of Purchases for the county of Bucks, for the purpose of procuring supplies of provisions for the militia ordered to rendezvous at New- town, in the county of Bucks, for which sum he is to account.

A letter from his Excellency the President, dated Trenton, 27th of September, enclosing intelligence from Woodbridge. On consid- eration,
Ordered, That the four classes of militia of the county of Ches- ter, and the Light Horse of the said county, lately called into ser- vice, immediately march for Newtown in the county of Bucks, and that the Lieutenant be directed to use every possible diligence in the execution of his order.
Lieutenant Colonel Ross informed the Council that the Lancas- ter militia, now on their march to Newtown, are entirely unarmed; and the Council not being able to furnish them with arms,
Ordered, That as the militia must not only be useless but also liable to be destroyed in case the enemy should advance upon them, they be immediately directed to return to their respective homes, holding themselves in readiness to march with their arms, upon notice so to do.
Ordered, That the Commissary of Military Stores of the United States be requested to have such work done in his department, in mounting the Artillery of the State, repairing of waggons, and other services, as the Quarter Master of the State shall apply to him for.
Ordered, That the militia of the city and districts be called forth in battalion, each under its proper officers, including the Light Horse and Artillery, agreeably to the thirtieth section of the militia law, and that the Lieutenant hold the appeal on all delinquents, and collect the fines, to be applied to the use of the militia in actual service, with all possible dispatch, agreeably to the order of the nineteenth instant: That the said militia be ordered to march im- mediately
Ordered, That the Waggon Master of the county of Chester do immediately furnish one hundred waggons, to be sent into the city as soon as possible.
An order was drawn on the Treasurer in favor of Captain Joseph Stiles, Commissary of Military Stores, for the sum of fifty pounds specie, for paying the workmen employed in repairing up arms and making up cartridges, for which sum he is to account.
Ordered, That the Waggon Master of the county of Bucks be authorised to send to the army one hundred waggons, and to im- press the same, if they cannot be otherwise obtained; that a war-

rant for this purpose be forwarded, agreeably to the resolves of the General Assembly, the law not being prepared.
Ordered, That Captain Jacob Livergood be appointed Captain of a company of Riflemen, enlisted to serve until the first day of January next ; that he be commissioned accordingly, the said com- mission to continue in force until the first day of January next, un- less sooner revoked by this Council, and all emoluments, pay and perquisites of the said office to cease on the said first day of Janu- ary, or when the same shall be so revoked ; that the said Commis- sion bear date the twenty-first instant.
An order was drawn on the Treasurer in favor of Messrs. James Stevenson and John Nicholson, for the sum of fifteen hundred pounds, State money of the seventh of April, 1781, for paying to officers and soldiers of the Pensylvania line one-third of their de- preciation certificates, and the gratuity allowed by the Assembly to the retained soldiers.
An.order was drawn on the Treasurer in favor of Mr. John Mil- ler, late Commissioner of Purchases in the county of Lancaster, for the sum of three hundred and ninety-seven pounds one shilling and four pence three farthings specie, balance of his account for purchasing supplies in the said county for the use of the army.
A letter from Colonel Hubley, Lieutenant of the county of Lan- caster, informing that the militia of that county were to march this morning for Newtown.
Ordered, That Colonel Ross, with the detachment of militia un- der his command, be directed to proceed to Newtown by the route of the Swede's ford.
Ordered, That Doctor Jackson, late Quarter Master, be directed to deliver over to Clement Biddle, the present Quarter Master, all the public stores now in his possession, and also a return of such stores as have been delivered to the several corps of militia and not returned.
Ordered, That the Waggon Master of the county of Chester be authorised and required forthwith to furnish one hundred waggons, with four horses and a driver to each, according to law, and that a warrant be issued authorising him to impress, if they cannot be otherwise obtained under the law.
Proposals by Daniel Montgomery and Daniel Rees, to supply the troops stationed in Northumberland county, being considered,

Ordered, That the said contractors do furnish rations to Captain Robinson's company, and others actually employed and bearing arms for the defence of the frontiers, agreeably to a muster roll signed by Captain Robinson, and countersigned by the Lieutenant of the county monthly, and to no other persons whatever; that they furnish no back rations of any kind, or to any person.
Two orders were drawn on the Treasurer.in favor of Christian Wirtz, Esquire, late Commissioner of Purchase for the county of Lancaster ; one for the sum of two hundred and ninety-eight pounds four shillings and ten pence, State money of the seventh of April, 1781, balance of his State account; and the other for the sum of sixty-five pounds twelve shillings and six pence specie, balance of his specie account for procuring supplies in said county for the use of the army.
A petition from Mary Burns, convicted of felony in stealing the goods of Eleanor McDonald, and now confined in the old gaol, was read, praying remission of her fine; and thereupon,
Ordered, That the fine adjudged to be paid to the use of the State by the said Mary Burns, be remitted.
The petition of Abraham Beam and Jacob Barkman, convicted at the last Court of Oyer and Terminer and General Gaol Delivery, held at Lancaster on the sixteenth of May last, of a misdemeanour, was read, representing that the said Abraham was fined in the sum of seven hundred and fifty pounds specie, &c .; and the said Jacob was fined two hundred and fifty pounds in specic, &c .; that the same had respect to the value of paper money then current, and praying that the said fines may be moderated, &c .; and the records of conviction of the said petitioners being read,
Ordered, That the fines of the aforesaid Abraham Beam and Jacob Barkman be received in the bills of credit of this State emitted by act of General Assembly of the seventh of April, 1781.
An order was drawn on the Treasurer in favor of Mr. John Nicholson, for the sum of fifty pounds specie, in part of his pay as one of the Auditors for settling the depreciation of the pay of the Pennsylvania line ; for which sum he is to account.

In favor of Mr. Samuel Boutcher, for sixty-four pounds ten shil- lings, State money emitted by act of Assembly of the seventh of April, 1781, amount of his account for the hire of waggons called into service from the county of Philadelphia in August, 1780, agreeably to requisitions of Congress, the same to be charged to the United States of America.
In favor of the Honorable Robert Morris, Esq'r, Superintendent of the Finances of the United States, for the sum of two thousand five hundred pounds specie, in part of the supplies required by Congress from this State, for which the said Mr. Morris is to ac- count, the same to be charged to the United States of America.
In favor of Frederick Sneider, Door-keeper, for the sum of twenty-three pounds specie, amount of his account for his wages from the first to the thirtieth of September, 1781, thirty days at 15s.
In favor of for the sum of one hundred pounds specie, to be paid the Honorable John Lacey, Jun'r, Esquire, at Newtown, for procuring supplies for the militia at that post ; for which Gen'l Lacey is to account.
In favor of William Henry, Esquire, of Lancaster, for the sum of eleven thousand eight hundred and sixty seven pounds five shil- lings and one penny, amount of his account for shoes, boots and leather breeches, purchased for the Continental army, the same to be paid in State money emitted by act of Assembly of the seventh of April, 1781, and to be charged to the United States of America.
In favor of William Bradford, Jun'r, Esquire, Attorney General of the State, for the sum of fifteen pounds specie, being a fee for his appearance on behalf of the State at the court to be held in Bucks county for the trial of escheats.
As the enemy, by the latest accounts, have made no movements from Staten Island, though from the preparations they have made it is feared they mean an invasion of this State; therefore,
Resolved, That the militia now on their march be furloughed till further orders.

The Auditors for settling the depreciation of the Pennsylvania line having laid their state of that account before the Council,
Ordered, That the same be laid before the General Assembly; and the same were accordingly inclosed to the Speaker of the House.
A letter from Robert Levers, Esquire, Lieutenant of the county of Northampton, inclosing the commission granted by this Board to Thomas Anderson, appointing him to be Captain of a troop of Light Horse of the said county, he refusing to accept thercof.
Ordered, That the said commission be cancelled, and the ap- pointment cease.
Ordered, That General Lacey be directed to grant a furlough to the militia under his command, so as that they may attend the general election on Tuesday next.

A letter from David Brearly, Esquire, Chief Justice of the State of New Jersey, informing that a certain Peter Parlee was lately committed to the gaol of Trenton, for having, in the year 1777, joined the armies of the King of Great Britain, and that, at the time of joining said armies, he owed allegiance to this State, and resided at Durham, in the county of Bucks. On consideration,
Ordered, That the Sheriff of the county of Bucks be directed to send for and secure for trial, &c., the said Peter Parlee.
A letter from Daniel Heister, Junior, dated the fourth instant, representing a complaint of Henry Funck against Frederick Lim- back, Esquire, Sub-Lieutenant of the county of Northampton. On consideration,

WHEREAS, His Excellency the President hath represented to is Board that, during the sale of the Province or State Island, e employed a person to purchase one of the lots at a limited price ; hat the said agent purchased a lot marked No. 4 in the plot, but onsiderably excceded the price limited ; that he, notwithstanding, eing unwilling to give any trouble to the commissioners, concluded take it, and paid the quarter part purchase money, expecting le state of the public treasury would have admitted his drawing is salary from the public, so as to complete the payment of the mainder of the purchase money on equal terms with other pur- ases, but that the great deficiencies of the Treasury and other- ublic demands having made this impracticable, and the said State oney having since grately appreciated, it would now be very in- onvenient to him to proceed in the said purchase, and he would ther forfeit the quarter part paid, as he hath right to do, if under ich circumstances it should be reasonable to insist thereon in be- alf of the Commonwealth ; whereupon, the same being taken into onsideration,
Resolved, That the said sale of said lot be vacated, and the-Com -. lissioners for sale of said island do sell the same, in behalf of he State, at such time and place as shall be most suitable, any rmer sale notwithstanding ; and that the order drawn in favor f the President on the eighteenth of June last, lying at the Trea -- rer's, be vacated on the delivery of the Treasurer's receipts in be -- alf of the said lot.
