The following orders were drawn in favor of James Murray, Esquire, agreeably to the Comptroller's report : The one for the sum of seven shillings and six pence, and the other for two pounds eight sbillings. and eight pence, State money, for flour and beef furnished for the public.


Mr. Hill and Mr. Johnston attending in Council, communicated the wishes of the House that some public mode of demonstrating our common joy upon the arrival of the definitive treaty should be adopted, and that Council would be pleased to consider with them how such demonstration can be most properly made.


Ordered, That this consideration be taken up to-morrow, and that Messieurs Biddle, Peale, Neville, Bedford and Craig, be re- quested to give their attendance.


An order was drawn on the Treasurer in favor of John McDonald, for fifty-six pounds five shillings specie, agreeably to the Comp- troller's report, upon his account for rations furnished for the Wash- ington county militia, to be paid out of the fund appropriated to the frontier defence.

SUPREME EXECUTIVE COUNCIL.


James Searle, Esquire, was admitted to the audience of Council apon the subject of his services and expences as the Agent of this State in Europe.


Upon the petition of Anthony Fund, convicted of larceny, and sentenced to a corporal punishment of ten lashes,


Ordered, That in consideration of his advanced age and extreme poverty, the said punishment be remitted.


Plunket Fleeson, Esquire, and his Associate Justices, attending in Council, agreeably to a request of this Board, a conference was had upon the necessity of inforcing the law intitled " An Act for suppressing vice and immorality."


Agreeably to the order of yesterday, the committee of the House, Messieurs Biddle, Peale, Neville, Bedford and Craig, met this Board.

Ordered, That under a sense of the many ill effects resulting from the toleration of fairs, it be communicated to the Magistracy as the opinion of Council, that their authority should be uniformly exerted to prevent them.


An order was drawn on the Treasurer in favor of John Nichol- son, Esquire, Comptroller General, for the sum of five hundred pounds, State money, to be applied to the discharge of a third part of depreciation certificates.


Upon the petition of John Christie and Andrew Lytle, for them- selves and others, officers of the Pennsylvania line, and purchasers of a tract of land in the county of Bucks, confiscated and sold as the property of Andrew Allen, Esquire,

SUPREME EXECUTIVE COUNCIL.


The petition of John Patton and David Lennox, praying to be jointly appointed to the place of City Auctioneer, was read, and postponed for consideration.


John Cadenhead, late Master of the ship Success, lately wrecked in the river Delaware, presented a petition, praying that some two merchants may be appointed to survey the cargo of the said ship, and report upon it agreeably to law.


A letter from Cunningham and Nesbitt upon the same subject was also read.


Ordered, That John Cadenhead deliver to Council an accurate inventory of all the goods and materials mentioned in his memorial of yesterday, particularizing every mark on the bales or covers of the goods, and exactly as possible the names of the shippers, and of the persons to whom consigned, and the present condition of such goods and materials.


The Comptroller General's reports in favor of the following offi- cers and soldiers were read and approved, and an order drawn for the interest due to each on the tenth day of April, 1782, as com- puted by him, to be paid out of the monies arising from the excise appropriated for the discharge of interest due upon depreciation, vizt :

Mr. McGoffin, Mr. Scott, and Mr. Smith, a committee from tl House of General Assembly, attending in Council, a conferen was had upon the claims of Captains Christie and Lyttle.


A memorial from De Marcellin and Le Roy, two French gentl tlemen in the service of the United States and line of Pennsylvi nia, was read.


The following orders were drawn on the Treasurer, to wit :


In favour of the Honorable John McDowell, for twenty-si pounds five shillings, in full of his account for attendance in Cour cil till the thirtieth of November, 1783, inclusively.


In favor of the Honorable John Neville, for thirty-four pound ten shillings, in full of his account for attendance at this Board til the eighth instant, inclusively.


In favor of Adolph Cruceillius, for the sum of fifty seven pound ten shillings, being the ballance of his account against the State to be paid in thirty days from the eighth instant, agreeably to reso lution of Assembly dated yesterday.


A letter from John Cadenhead, informing Council that he har complied with their order of the first instant, and praying that al inspection might now take place ; upon which it was


Ordered, That Messieurs Samuel Caldwell, William Coxe, and William Pollard, be appointed to inspect the goods and material: mentioned in John Cadenhead's memorial of the twentieth of las month, to report the condition thereof, and whether they come within the intent and benefit of the act intitled " An Act to alte and amend an act of Assembly intitled 'An Act for the effectua suppression of auctions and vendues, & to prohibit male persons capable of bearing arms, from being hawkers and pedlars,' so fa as to allow the sale, by public auction, of goods damaged or ship wrecked," passed the second day of March, 1780.


Two orders were drawn on the Naval Officer in favor of Majo John Armstrong, Jun'r, and William McPherson, for two hundred & seventy-five dollars each, agreeably to resolution of Decembe 6th, 1783.


The memorial of Daniel Drais was read, and referred to the Comp troller General.

SUPREME EXECUTIVE COUNCIL.


draft of an address to his Excellency General Washington laid before the Board ; which, being read, was agreed to, and he words following, to wit :


IN COUNCIL, Philadelphia, December 9th, 1783.


SIR :- Your return in safety and health to this city, from which first set out, commissioned to defend the liberties of your coun- , and after so successful a performance of that high trust, affords a most sincere joy.


We heartily congratulate you on the late honorable peace, by ich the freedom, sovereignty, and independence of the United ites are fully acknowledged, their territorial rights ascertained, the calamities of war terminated.


When we contemplate your conduct in every period of the event- contest, and the varioue proofs you have exhibited of your love your fellow-citizens, our minds are filled with sentiments which are convinced you would rather deserve than have expressed, if ey could be expressed.


They are sentiments, sir, representing you in such a light to us, at ardently wishing you every happiness of this life, we feel our- ves equally moved by duty and affection to beseech the best and eatest of Beings, in his good time, to bestow upon you the felicities that to come.
